Whereas it is necessary for preventing danger, obstruction or inconvenience to the public in connection with the MUHARRAM on and from 01.12.2011 (5th day) to 06.12.2011 (10th day), I, Ranjit Kumar Pachnanda, Commissioner of Police, Kolkata, in exercise of powers vested in me under Section 115, 117, 122 and 126 M V Act, 1988 and Section 62, 62(1b) of Calcutta Police Act./ 39, 39(1b) of Calcutta Suburban Police Act read with Rule No. 85, 86, 87, 88 and 93 of Rules for the Regulations of Traffic in Kolkata and its suburbs and under sub-section(1) of Section 4 of the West Bengal Traffic Regulations Act, 1965 (W B Act XV of 1965) read with Govt. of West Bengal Home (Transport) Department Order No. 7605-WT, dated the 20th July, 1965 and Govt. of West Bengal Transport Department Notification No. 3363-WT / 3M- 34/99, dated the 29th April, 1999, do hereby order that all classes of vehicles and all kinds of traffic including pedestrian traffic to the following areas and all the following thoroughfares or portions thereof shall be regulated in the manner prescribed below, notwithstanding any other orders in force for those days. (Subject to the visibility of moon).

A) FIFTH DAY OF MUHARRAM :-

I. Alam procession from 117, K. C. Sen Street starting from 14.00 hrs. to 18.00 hrs. (Sec. F & I areas) and back after moving along different roads.

Route : 117, K.C. Sen Street, College Street, Mirzapore Street, A P C Roy Road to the Imambara at K. C. Sen Street.

Vehicular traffic along the route will be subject to regulation/restriction and diversion during the progress of the procession, which shall commence at 13.30 hrs. or when the procession starts, whichever is earlier and shall end at 18.00 hrs. or when the procession terminates, whichever is later.

II. Alam Procession from 47/1, Phoolbagan Road at about 22.00 hrs.

Route : Phoolbagan Road, Beniapukur Road, Jannagar Road, Jhawtala Road, Theatre Road, Karaya Road to Kasiabagan Tank and back.

III. Alam procession from 123, Karl Marx Sarani starting at about 14.00 hrs

Route : Karl Marx Sarani, Rangalal Street, Ramkamal Street and back.

IV. Alam Procession from E-4, Wajid Ali Shah Road at about 15.00 hrs till 17.00 hrs.

Route : P-34, G R Road, Kings Imambara

V. Akhra processions :-

The traffic along the following roads shall be restricted when the Akhra processions are taken out and shall be opened to traffic when the processions reach destination.

I. Mysore Family procession from 72, Prince Rahimuddin Lane (old Rassa Road) to D P Sashmal Road upto S P Mukherjee Road and back to its place of origin from 14.00 hrs. to 17.30 hrs. (Sec. U3 area).

Route : Along Prince Rahimuddin Lane (old Russa Road), D P Sasmal Road upto Shahnagar Imambara, 196/C, S P Mukherjee Road.

All vehicular traffic along the above route shall be closed from 13.30 hrs. or when the procession is about to start whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination.

II. Oudh Family procession from Sibtanabad Imambara at P-34, Garden Reach Road to Oudh Family Burial Ground , E-4, Karl Marx Sarani from 17.00 hrs to 21.00 hrs. (Sec. X1 & WPPS areas).

Route : From P-34, Garden Reach Road to E-4, Karl Marx Sarani.

All vehicular traffic along Garden Reach Road and Karl Marx Sarani shall be closed from 16.30 hrs. or as soon as the procession starts, whichever is earlier till the procession reaches destination. Vehicles shall not be allowed to ply between Ramnagar crossing and Akra Road - Garden Reach Road crossing i.e. Metiabruz PS (WBP area).

III. Shia procession fro m 35, Golkuthi at about 23.00 hrs

Route : Rabindra Sarani, Colootala Street, Balai Dutta Street, Zakaria Street and back.

All vehicular traffic along Rabindra Sarani, Colootala Street, Balai Dutta Street, Zakaria Street shall be closed from 22.30 hrs. or as soon as the procession starts, whichever is earlier till the procession reaches destination.

IV. Alam procession from 10P, Tiljala Shibtala Lane at 14.00 hrs.

Route : Tiljala Shibtala Lane, Kustia Road, Kohinoor Market, Kustia Maidan and back.

All vehicular traffic along Tiljala Shibtala Lane, Kustia Road, Kohinoor Market, Kustia Maidan shall be closed from 13.30 hrs. or as soon as the procession starts, whichever is earlier till the procession reaches destination.

C) SEVENTH DAY OF MUHARRAM :-

I. Alam procession from 123, Karl Marx Sarani from 13.00 hrs to 16.00 hrs (Sec. W area) and back after moving along different roads.

Route : Karl Marx Sarani, Rangalal Street, Ramkamal Street, Karl Marx Sarani.

Vehicular traffic along Rangalal Street, Ramkamal Street and Karl Marx Sarani shall be suspended between 12.30 hrs or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the procession terminates.

II. Mughal procession from 10, Portughese Church Street from 14.00 hrs. to 17.00 hrs

Route : 10, Portughese Church Street, Canning Street, Colootala Street, College Street, B B Ganguly Street, Rabindra Sarani, Canning Street.

Vehicular traffic along the route shall be suspended between 13.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the procession terminates, whichever is later.

III. Oudh Family procession from Oudh Family Burial Ground , E-4, Karl Marx Sarani to Sibtanabad Imambara at P-34, Garden Reach Road from 20.00 hrs. to 23.00 hrs (Sec.X1 & WPPS areas).

Route : Along Karl Marx Sarani, Garden Reach Road.

All vehicular traffic along Garden Reach Road shall be closed from 19.30 hrs. or as soon as the procession starts, whichever is earlier to 23.00 hrs. or till the procession reaches destination, whichever is later. Vehicles shall not be allowed to ply between Ramnagar crossing and Akra Road - Garden Reach Road crossing i.e. Metiabruz PS (WBP area).

IV. Mehdi procession from 50, Rabindra Sarani from 20.00 hrs. (Sec. H area) and back to its place of origin.

Route : Rabindra Sarani, Colootala Street, Balai Dutta Street, Zakaria Street.

All vehicular traffic along the route shall be closed from 19.30 hrs. or as soon as the procession starts, whichever is earlier and it shall remain in force till the procession terminates at destination.

V. Alam Procession from P-34, G R Road at about 18.30 hrs till 21.00 hrs

Route : Kings Imambara, P-34 G R Road, E-4 Wajid Ali Shah Road and back to origin.

VI. Akhra processions :-

The traffic along the following roads shall be restricted when the Akhra processions are taken out and shall be opened to traffic when the processions reach destination.

Route : Portuguese Church Street, Canning Street, Rabindra Sarani, Colootala Street, College Street, B B Ganguly Street, Rabindra Sarani, Canning Street.

Vehicular traffic along the route shall be suspended between 12.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the procession terminates.

II. a) Alam procession from 2, Ostagar Lane (Sec.-R1 area) from 22.00 hrs. Route: Ostagar Lane, Jannagar Road, Beniapukur Road and back.

b) Alam procession from 4/B, Gorachand Lane (Sec.-R1 area) from 20.00 hrs. Route: Gorachand Lane, Sundari Mohan Avenue, Park Circus 7 point and back.

All vehicular traffic along the route shall be closed from 19.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

III. Alam procession will move along 36/1A, Mominpore Road from 17.00 hrs.(Sec. Z area).

Route : Mominpur Burial Ground Lane, Mominpore Road to Ekbalpore Road via Charbati More and back.

All vehicular traffic along the route shall be closed from 16.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

IV. Alam procession from 17/1A, Gorachand Lane (Sec. R1 area) from 20.00 hrs.

Route : Gorachand Lane, Sundari Mohan Avenue, 7-point crossing and back.

V. Alam procession from 6/1B, Dehi Serampur Road from 14.00 hrs.

Route : Dehi Serampur Road, Dr. Sundari Mohan Avenue, Gorachand Road and back.

All vehicular traffic along the route shall be closed from 13.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

VI. Alam procession from 4B, Gorachand Road from 21.00 hrs.

Route : Gorachand Lane, Jannagar Road, G C Road, Syed Amir Ali Avenue, Surhawardy Avenue, Park Circus 7 point, N P Street and back

VII. Alam Procession from E-4, wajid Ali Shah Road at about 20.00 hrs till 23.00 hrs

Route : Wajid Ali Shah Road, G R Road to P-34, G R Road.

VIII. Akhra processions :-

I. Mysore Family procession from 72 & 45 D. P. Sashmal Road from 20.30 hrs till midnight.

Route : D P Sasmal Road upto Tollygunge Sahi Mosque and back.

The first procession will start from 72, D.P. Sashmal Road and join the other procession at 45, D.P. Sashmal Road. The combined procession will then proceed to Tollygunge Mosque at the junction of P. A. Shah Road and D.P. Sashmal Road and come back by the same route.

All vehicular traffic along the above route shall be closed from 20.00 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination.

II. Alam procession from 84/2A, Ripon Street and back to its place of origin from 16.00 hrs to 20.00 hrs (Sec.K1 area).

Route : Ripon Street, Rafi Ahmed Kidwai Road, Royd Street, Elliot Road, Elliot Lane, Wellesley Square. All vehicular traffic along the above roads/stretches shall be closed from 15.30 hrs. or as soon as the procession starts, whichever is earlier to 20.00 hrs. till the procession reaches destination, whichever is later.

III. Alam procession from 37/4, Dr. Suresh Sarkar Road at 23.30 hrs.

Route : Dr. Suresh Sarkar Road, CIT Road, Hatibagan Road, Phoolbagan Roqad, Beniapukur Road, Entally market and finally terminate at Moulali Darga.

All vehicular traffic along the above roads/stretches shall be closed from 23.00 hrs. or as soon as the procession starts, whichever is earlier to 20.00 hrs. till the procession reaches destination, whichever is later.

IV. Alam procession from 7/B, Rameshwar Shaw Road at 21.00 hrs.

Route : Rameswar Shaw Road, Dehi Serampore Road, CIT Road to Moulali Darga.

All vehicular traffic along the above roads/stretches shall be closed from 20.30 hrs. or as soon as the procession starts, whichever is earlier to 20.00 hrs. till the procession reaches destination, whichever is later.

V. Mughal procession from Basravi Mosque, 61B, Canning Street from 22.00 hrs.

Route : Portughese Church Street, Canning Street.

All vehicular traffic along the above route shall be closed from 21.30 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination.

VI. Alam procession from 45, Harsi Street to Manicktala Karbala from 21.30 hrs.

Route : Harsi Street, Raja Dinendra Street, Vivekananda Road to Manicktala Karbala then to Moulali Darga and back via AJC Bose Roadf, APC Road, Maharani Swarnamoyee Road, Harsi Street.

All vehicular traffic along the above route shall be closed from 21.00 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination.

VII. Akhra processions :-

I. Oudh Family procession from Sibtanabad Imambara at P-34, Garden Reach Road to Oudh Family Burial Ground , E-4, Karl Marx Sarani from 09.00 hrs to 11.00 hrs (Sec.X1 & WPPS areas).

Route : Along Karl Marx Sarani, Garden Reach Road.

All vehicular traffic along Garden Reach Road shall be closed from 08.30 hrs. or as soon as the procession starts, whichever is earlier till the procession reaches destination.

II. Oudh Family (Dul Dul) from 06.00 hrs to 08.00 hrs.

Route : From 123, Karl Marx Sarani (Khusruh Manzil) to B-32 Iron Gate Road via Karl Marx Sarani.

All vehicular traffic along Garden Reach Road shall be closed from 05.30 hrs. or as soon as the procession starts, whichever is earlier till the procession reaches destination.

III. Mughal procession from 07.00 hrs to 13.00 hrs.

Route : Portuguese Church Street, Rabindra Sarani, B B Ganguly Street, Ram Mohan Sarani, Surya Sen Street, Sealdah Fly-over, Beliaghata Road to Beliaghata Main Road. The Alam procession will join the Moghul Procession at Northern end of Sealdah Fly Over.

Vehicular traffic along the route shall be suspended between 06.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the procession terminates. Parking of Hackney Carriages, Rickshaws etc. along the line of route of the procession shall be prohibited, specially from the crossing of M G Road and A P C Roy Road upto Alochhaya Cinema.

IV. Alam procession from 117, K.C.Sen Street starting from 07.30 hrs to 13.00 hrs.

Route : K.C. Sen Street, A P C Roy Road, meets the Moghal Procession at the Northern end of Sealdah then follows Moghul procession.

Vehicular traffic along the route will be subject to regulation/restriction and diversion during the progress of the processions which shall commence at 07.00 hrs. or when the procession starts, whichever is earlier and shall end when the processions terminate.

V. Alam procession from 6/H, Samsul Huda Road from 08.00 hrs.

Route : Samsul Huda Road, Syed Amir Ali Avenue, 7-point crossing, Park Street, A J C Bose Road and converge with the Alam procession coming from North Kolkata.

All roads along the route of procession will be closed to all vehicular traffic from 07.30 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination.

VI. Mysore Family procession from Sahanagar Imambara, 196/C, S P Mukherjee Road at 08.00 hrs and will terminate at Karabala near Mollapara Mosque. Another Mysore Family procession will be taken out from 72, Prince Rahimuddin Lane (Gharighar) and join with the former procession in front of Gharighar after joining both the procession will move towards Karbala near Mollapara Mosque (WBP area) through D.P.Sashmal Road, Prince Anwar Shah Road, Mollapara Mosque for immersion.

All vehicular traffic along the above route shall be closed from 07.30 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination.

VII. Mysore Family procession from 08.30 hrs to 13.00 hrs.

Route : Deshapran Sashmal Road and Prince Anwar Shah Road.

All vehicular traffic along the above route shall be closed from 08.00 hrs. or when the procession is about to start, whichever is earlier and such restrictions shall be withdrawn when the procession terminates at destination.

VIII. Alam procession from 123, C G R Road at 06.00 hrs.

Route : Karl Marx Sarani, Kachhi Sarak, Iron Gate to Kheya Ghat.

All vehicular traffic along the route shall be closed from 05.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

IX. Alam procession from 45, Harsi Street at 10.00 hrs.

Route : Harsi Street, M S Road, APC Road, Sealdah Flyover, Beliaghata Main Road and will terminate at Beliaghata Main Road Karbala.

All vehicular traffic along the route shall be closed from 08.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

X. Alam procession from 7/B, Rameswar Shaw Road at 21.00 hrs.

Route : Rameswar Shaw Road, Dehi Serampore Road, CIT Road, Gora Chand Road, Jannagar Road, Jhowtala Road, Theatre Road, Meher Ali Road, Karaya Road to Kasiabagan Tank for immersion.

All vehicular traffic along the route shall be closed from 20.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

XI. Alam procession from 37/4, Dr. Suresh Sarkar Road at 19.00 hrs.

Route : Dr. Suresh Sarkar Road, Dr. Sundari Mohan Avenue, Darga Road, New Park Street, Bright Street, Samsul Huda Road to Kasiabagan Tank for immersion.

All vehicular traffic along the route shall be closed from 18.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

XII. Alam procession from 40/1, Karaya Road at 15.00 hrs.

Route : Karaya Road, Lower Range, Circus Avenue, Beck Bagan More, Beck Bagan Road, Shamsul Huda Road and finally will terminate at Kasia Bagan Tank.

All vehicular traffic along the route shall be closed from 14.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

XIII. Alam procession from 3, North Sealdah Road at 09.00 hrs.

Route : N S Road, Kaizer Street, APC Road, S S Street and will join at Surya Sen Streeet and M G Road crossing with the main procession which will come from Burrabazar PS area for immersion at 150, Beliaghata Main Road Karbala.

XIV. Sunni Paik procession from Nawab Ali Lane at 13.00 hrs.

Route : Nawsab Ali Lane, Ekbalpore Lane, Mominpore Road, Mayurbhanj Road, D H Road and back.

All vehicular traffic along the route shall be closed from 12.30 hrs. or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

XV. (a) Assembly of Shia Muslims at 42, Rabindra Sarani and 35, Rabindra Sarani from 20.00 hrs to 22.00 hrs.

(b) Assembly of Shia Mulsim at 31/1, Beniapukur Road from 17.00 hrs.

XVI. Alam Procession from Dada Peer Saheb Mazar at about 06.00 hrs till 16.00 hrs

Route : D P Sashmal Road, P A Shah Road upto Lords Bakery.

All vehicular traffic along the route shall be closed from 05.30 hrs or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

XVII. Alam Procession from P-34, G R Road at about 09.00 hrs till 12.00 hrs

Route : G R Road, E-4, Wajid Ali Shah Road.

All vehicular traffic along the route shall be closed from 08.30 hrs or when the procession starts, whichever is earlier and such restrictions shall be withdrawn when the processions terminate at destination.

East Bound traffic of Dr. A K Road, G R Road, S A Faruque Road will be regulated from Safi Katgola More towards Bartola to Santoshpur Rly. Station and onwards as and when considered necessary.

XVII. Besides the above-mentioned processions Paik and Kuja procession consisting of Adults and Children in hundreds carrying flag, bamboo poles etc. from each and every Muslim localities will be taken out on 05.12.2011 and 06.12.2011 between 09.00 hrs and 23.00 hrs.

XVIII. Akhra processions :-

The traffic along the following roads shall be restricted when the Akhra processions are taken out and shall be opened to traffic when the processions reach destination.

G) Akhra processions from Metiabruz will enter Kolkata Police jurisdiction on the 5th, 7th, 9th and 10th days of Muharram and will move back to Karbala in Metiabruz (WBP area).

VEHICLES CARRYING KHICHURI AND/OR MUHARRAM REVELLERS WILL NOT BE ALLOWED ENTRY THROUGH HARI MOHAN GHOSH ROAD, PAHARPUR ROAD. HOWEVER, PROPERTY LINE VEHICLES AND ROUTE BUSES WILL BE ALLOWED. BUSES WILL TERMINATE NEAR MUDIALI ON PAHARPUR ROAD AND PROPERTY LINE VEHICLES WILL BE ALLOWED TO MOVE TILL P'SON CINEMA ONLY ON 10TH DAY BETWEEN 05.00 HRS. AND 14.00 HRS. OR WHENEVER THE POLICE ON DUTY DIRECT WHICHEVER IS EARLIER. NO VEHICLE WILL PLY ALONG PAHARPUR ROAD BEYOND 14.00 HRS. (OR EARLIER) TILL ALL THE AKHRA PROCESSIONS ENTER WBP AREA (METIABRUZ).

On the final day, all Akhra processions will be taken out from 13.00 hrs.

Akhra processions within Jorasanko PS, Bowbazar PS, Hare Street PS, Hastings PS, NPPS, WPPS, SPPS, Watgunge PS, Ekbalpore PS, Alipore PS, New Alipore PS, Narkeldanga PS and Behala PS (WBP) areas will come for immersion at SAHEB PUKUR POND in Watgunge PS area with Tazias.

Akhra processions from Cossipore and Chitpore PS areas will go to SHER-E-BANGLA BURIAL GROUND at 1/5, Khagen Chatterjee Road in Chitpur PS area for immersion.

Akhra processions from Phoolbagan and Narkeldanga PS areas will go to SUBHAS SAROBAR for immersion.

Akhra processions in Ultadanga PS area will go to DAKSHINDARI JHEEL in Ultadanga PS area for immersion.

Akhra processions from Entally PS, Tangra PS, Beniapukur PS, Topsia PS, Karaya PS and some from Narkeldanga PS, Taltala PS, Park Street PS, Shakespeare Sarani PS and some from Tiljala PS (WBP) areas will come to KASIA BAGAN TANK in Karaya PS area for immersion. 000

H) Parking of vehicles shall not be allowed along the roads/stretches of the processions during their movement as mentioned in Para-A to F herein above.

I) i) Movement of heavy goods vehicles, medium goods vehicles and light motor vehicles, carrying goods, including all types of vehicles carrying LPG cylinders and petroleum products shall be temporarily restricted/suspended and/or diverted within the city of Kolkata during the time of movement of Muharram processions on all the days between 5th day and 8th day of Muharram (both the days included) upto 01.00 hrs or the termination of the processions which one is earlier after taken clearance from Traffic Control Room.

On 9th Day of Muharram up to 03.00 hrs or the termination of the processions which one is earlier after taken clearance from Traffic Control Room.

ii) Heavy goods vehicles, medium goods vehicles and light motor vehicles, carrying goods, including all types of vehicles carrying LPG cylinders and petroleum products will not find entry / exit especially on the goods vehicle corridors in Central Business District and Kolkata Dock System and eastern corridor at the time of movement of the Muharram processions on the tenth day of Muharram from 05.00 hrs to 05.00 hrs next day or the termination of the processions which one is earlier after taken clearance from Traffic Control Room.

J) All types of vehicles may also be diverted from any of the arterial and / or feeder roads by the traffic police on duty, as and when considered necessary on and from 5th day to 10th day (i.e. 01.12.2011 to 06.12.2011) of Muharram.

K) THESE REGULATIONS SHALL BE ENFORCED IN ADDITION TO THE OTHER NORMAL RESTRICTIONS ON THOSE DAYS, WHICH ARE NOT REPUGNANT TO ABOVE.
