In addition, any quotation or extract must include full attribution. 1 Abstract Classic Indonesian exploitation films (originally produced, distributed, and exhibited in the New Order’s Indonesia from 1979 to 1995) are commonly negligible in both national and transnational cinema contexts, in the discourses of film criticism, journalism, and studies. Nonetheless, in the 2000s, there has been a global interest in re-circulating and consuming this kind of films. The films are internationally considered as “cult movies” and celebrated by global fans. This thesis will focus on the cultural traffic of the films, from late 1970s to early 2010s, from Indonesia to other countries. By analyzing the global flows of the films I will argue that despite the marginal status of the films, classic Indonesian exploitation films become the center of a taste battle among a variety of interest groups and agencies. The process will include challenging the official history of Indonesian cinema by investigating the framework of cultural traffic as well as politics of taste, and highlighting the significance of exploitation and B-films, paving the way into some findings that recommend accommodating the movies in serious discourses on cinema, nationally and globally.

October 2013 Abstract How democratisation affects a state's foreign policy is a relatively neglected problem in International Relations. In Indonesia's case, there is a limited, but growing, body of literature examining the country's foreign policy in the post- authoritarian context. Yet this scholarship has tended to focus on the role of Indonesia's legislature and civil society organisations as newly-empowered foreign policy actors. Scholars of Southeast Asian politics, meanwhile, have concentrated on the effects of Indonesia's democratisation on regional integration and, in particular, on ASEAN cohesion and its traditional sovereignty-based norms. For the most part, the literature has completely ignored the effects of democratisation on Indonesia's foreign ministry – the principal institutional actor responsible for foreign policy formulation and conduct of Indonesia's diplomacy. Moreover, the effect of Indonesia's democratic transition on key bilateral relationships has received sparse treatment in the literature.

(See the issues of April 1967, October 1967, and April 1969). Until very recently, the important changes meredy involved individual officers. But on Armed Forces Day, October 5, 1969, General Suharto announced a major structural reorganization of the military hierarchy, and these changes were put into effect between November 1969 and April 1970. According to the military authorities, MThe concept of reorganization, which is aimed at integrating the armed forces, arose in 1966 after the communist coup attempt of 1965. The idea was based on the view that developing countries suffer from political instability due to con­ flict between competing groups."1 On October 6, the then Chief of Staff of the Department of Defense and Security, Lt. Gen. Sumitro, said that the integration of the armed forces "will prevent the occurrence of situations like those in Latin America where the seizure of power is always accompanied by activities on the part of one of the armed forces or individuals from the armed forces."2 The main thrust of the reorganization (for details of which see the footnotes) is in the direction of greatly increased centraliza­ tion of control within the Department of Defense and Security.

    Indonesian Technocracy in Transition: A Preliminary Analysis* Shiraishi Takashi** Indonesia underwent enormous political and institutional changes in the wake of the 1997–98 economic crisis and the collapse of Soeharto’s authoritarian regime. Yet something curious happened under President Yudhoyono: a politics of economic growth has returned in post-crisis decentralized, democratic Indonesia. The politics of economic growth is politics that transforms political issues of redistribution into problems of output and attempts to neutralize social conflict in favor of a consensus on growth. Under Soeharto, this politics provided ideological legitimation to his authoritarian regime. The new politics of economic growth in post-Soeharto Indo- nesia works differently. Decentralized democracy created a new set of conditions for doing politics: social divisions along ethnic and religious lines are no longer suppressed but are contained locally. A new institutional framework was also cre- ated for the economic policy-making. The 1999 Central Bank Law guarantees the independence of the Bank Indonesia (BI) from the government. The Law on State Finance requires the government to keep the annual budget deficit below 3% of the GDP while also expanding the powers of the Ministry of Finance (MOF) at the expense of National Development Planning Agency. No longer insulated in a state of political demobilization as under Soeharto, Indonesian technocracy depends for its performance on who runs these institutions and the complex political processes that inform their decisions and operations.     CHAPTER TEN POLITICIANS WHO LOVE TO SING AND POLITICIANS WHO DETEST SINGING Kees van Dijk Introduction It is difficult for me to imagine Queen Beatrix or Queen Elizabeth bursting into an evergreen during or at the end of a public function. I can envision former Dutch Prime Minister, Jan Peter Balkenende, or George W. Bush singing hymns in a Protestant choir, but them joining a karaoke session passes beyond the bounds of my imagination. It is equally difficult for me to depict Gerhard Schröder, Tony Blair or Jacques Chirac turning a ban- quet in a singing session. And how about the then American Defense Secretary, Donald H. Rumsfeld, singing My way while he is having diner in a restaurant? Prominent European and American politicians do not strike me as persons who make a hobby of singing popular songs in public. They go to bars and restaurants, but not to karaoke establishments. Socialist leaders may break into militant songs for sentimental reasons or as part of the political ritual, but when they do so they often appear uncomfortable and give the impression not to remember the lyrics. The 2003 annual con- ference of the British Labour Party held in Bournemouth confirms this impression. For the first time in years the conference was concluded by the party members who attended the conference singing in unison the militant song The red flag created by an Irishman, Jim Connell, in 1889. The tradition of closing Labour conferences with The red flag was aban- doned by Blair in 1999 after he could be seen struggling to sing it.
