The dismissal of FDA director general Nela Charade Puno was announced yesterday by presidential spokesman Salvador Panelo. “Please be advised that upon the instructions of the President, your appointment as Director General of the Food and Drug Authority, Department of Health, is hereby terminated,” Panelo said, quoting the one-page dismissal order signed by Executive Secretary Salvador Medialdea dated May 15. Health Undersecretary Eric Domingo has been directed to take over as officer-in-charge “to ensure continuous and uninterrupted operations of the FDA.” Asked about his reaction to Puno’s dismissal, Domingo said the DOH “supports President Duterte’s commitment to eradicate graft and corruption in all government agencies.” According to Palace officials, Duterte had lost trust and confidence in Puno because of corruption issues, details of which Panelo did not share. “This is in line with the President’s continuing mandate to eradicate graft and corruption and to ensure that public officials and employees conduct themselves in a manner worthy of public trust,” the dismissal order declared. Malacañang directed Puno to turn over relevant official documents to the DOH Office of the Undersecretary for Health Regulation immediately. -

This rings true for visual art. Whatever a person can conjure in his mind, whether a creature of imagination or an event, the fact that he thought about it means it exists in the realm of reality—not necessarily the realm of physical reality but in the realm of cognitive and mental reality. Pablo Picasso’s quote has been proven by the dominance of visual culture at the present. Today, fascination and enhancement of what people can do and what people can appreciate in the visual realm has seen a significant rise among the people of this generation. With the rise of virtual reality and the Internet in the West, combined with the global popularity of television, videotape and film, this trend seems set to continue (Mirzoeff 1999). In a book titled An Introduction to Visual Culture by Nicholas Mirzoeff, he explained that visual culture, very different from it’s status today, suffered hostility in the West: “a hostility to visual culture in Western thought, originating in the philosophy of Plato. Plato believed that the objects encountered in everyday life, including people, are simply bad copies of the perfect ideal of those objects” (1999, 9). Sudijana as the other suspects in the killing of Marianito G. Rufano. Rufano and his co-workers were in Barangay Bunawan Brook in Bunawan town on Wednesday afternoon to retrieve illegally cut logs when he was slain. “The suspect also handed over upon his surrender the murder weapon, and identified the other suspects,” Gallego said. He said Rufano confronted a group of men whom he suspected of being timber poachers, but was attacked by the latter instead. “The DENR-Caraga will file criminal charges today (Friday) against the suspects,” Gallego said. Aside from murder, DENR-13 will also file charges for violations of Presidential Decree 705, or the Revised Forestry Reform Code of the Philippines, for stealing forest products inside a forestland owned by the government, he added. -

The rapidly rising number of killings by the police and/or unidentified assailants in the context of the current anti-drug campaign has been the object of six previous communications: 1) Case PHL 2/2016 of 17 August 2016, (sent together with the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health), addressed the rapidly rising number of killings by the police or hit-men in the context of an anti-drug campaign, as well as the various occasions in which Government’s authorities have publicly incited law enforcement officials and the public at large to kill persons suspected of drug-related offenses and promised impunity for such abuses. The national leadership’s ability to effectively respond to political and related challenges will be significantly shaped by the outcome of the upcoming 2019 mid-term elections. Indeed, the 2019 election is a Prologue to the 2022 elections in all its uncertainties and opportunities. While the 2019 election is only one arena of contestation it can set the line of march for more momentous events for the next few years. Introduction Regular elections are an enduring feature of Philippine political life. While there continue to be deep-seated structural and procedural problems attending its practice in the country, the electoral tradition is a well-established arena for choosing elected representatives from the lowest governing constituency (the barangays) to the national governing bodies (the legislature and the presidency). Electoral exercises trace their roots to the first local elections held during the Spanish and American colonial eras, albeit strictly limited to the propertied and educated classes. Under American colonial rule, the first local (town) elections were held as early as 1899 and in 1907 the first election for a national legislature was conducted. Thus, with the exception of the Japanese occupation era (1942-1945) and the martial law period under Pres. Marcos (1972-1986; although sham elections were held in 1978 and 1981), the country has experienced regular although highly contested elections at both the local and national levels for most of the country’s political history. -
