Jerry Brown issued an unprecedented executive order last week mandating the reduction of water usage across 400 local water supply agencies. Each agency must come up with and enforce restrictions on consumers and businesses to reduce water usage by 25%. California is now in its fourth consecutive year of drought, with this past winter yielding record low snowfall. The Sierra Nevada snowpack is one of the major sources of water for Southern California, but this year it is only 6% of its normal volume. Climate models suggest that in the coming years precipitation will fall more as rain and less as snow. The current system of dams and reservoirs may not be able to handle this — a gradual snowmelt over time is much easier to control than sudden deluges.
