Open House Information Session will be hosting an open house information session from 6:30-8:30pm on Monday, October 15, 2018 at The Purcells Cove Social Club (505 Purcells Cove Road, Purcells Cove, NS), in order to allow the public an opportunity for comments and questions regarding Eastlink’s proposal.

Eastlink delivers a wide range of advanced communications services to customers across the country. As we continuously look at how we can deliver the best possible communications services to our customers, we are augmenting service in the Purcells Cove, area in order to improve the cellular coverage in the area.

In order to provide improved cellular service to the Purcells Cove area, Eastlink is proposing a new thirty (30) metre monopole telecommunications tower at 505 Purcells Cove Road, Purcells Cove, NS.

Whenever possible, Eastlink considers collocation opportunities before proposing new telecommunications towers. In this case, there were nearby structures suitable for collocation.

Innovation, Science and Economic Development requires owners of telecommunications structures to allow other carriers to locate their antennae on existing structures. It is possible that in the future, other carriers might request access to the proposed structure. Eastlink will work with carriers to ensure that all colocation options are explored.

Proposed Location The thirty metre (30m) monopole telecommunications tower is proposed to be installed on a ten metre by ten metre (10m x 10m) portion of PID # 00340281 located at 505 Purcells Cove Road, Purcells Cove, NS. The proposed tower is set back approximately seventy-five metres (75m) from Purcells Cove Road, with approximate tower centre co-ordinates at: 44 36 41.25N 63 34 30.85W.

Local Land Use Authority: Halifax Regional Municipality This Letter is being provided as per Administrative Order 2015-005-GOV - Siting of a Antenna. As a part of the public consultation process, a thirty (30) day comment period is provided.

Jurisdiction Antenna Systems are exclusively regulated by Federal legislation under the Radiocommunication Act and administered by Innovation, Science and Economic Development Canada. Therefore, Provincial legislation such as the Halifax Regional Municipality Charter, including zoning by-laws, do not apply to these facilities. It is important to understand that Innovation, Science and Economic Development Canada, while requiring applicants to follow the Municipality's Siting of a Telecommunication Antenna System Administrative Order, makes the final decision on whether or not an antenna system can be constructed. The Municipality is provided the opportunity to influence the location and design of proposed antenna systems by commenting to Innovation, Science and Economic Development Canada, but does not have the authority to approve or refuse the construction of an antenna system.

Access/Demarcation Access to the tower will be from Purcells Cove Road via an existing driveway.

Environmental Considerations An environmental assessment will not be required for this location as the proposed structure is not located within thirty (30) metres of a body of water. Neither the antenna nor its supporting structure nor any of its supporting lines have a foot print of more than twenty-five (25) metres squared.

Antennas Ten (10) cellular antennas will be enclosed within the monopole structure at the top of the tower. The antennas will not be visible.

Transport Canada and NAV Canada Requirements Approvals received; no painting or lighting requirements.
