    BASIC POPULATION INFORMATION ON JAFFNA DISTRICT – 2007 Preliminary Report Based on Special Enumeration – 2007 Department of Census and Statistics June 2008 Foreword The Department of Census and Statistics (DCS), carried out a special enumeration in Eastern province and in Jaffna district in Northern province. The objective of this enumeration is to provide the necessary basic information needed to formulate development programmes and relief activities for the people. This preliminary publication for Jaffna district has been compiled from the reports obtained from the District based on summaries prepared by enumerators and supervisors. A final detailed publication will be disseminated after the computer processing of questionnaires. This preliminary release gives some basic information for Jaffna district, such as population by divisional secretary’s division, urban/rural population, sex, age (under 18 years and 18 years and over) and ethnicity. Data on displaced persons due to conflict or tsunami are also included. Some important information which is useful for regional level planning purposes are given by Grama Niladhari Divisions. This enumeration is based on the usual residents of households in the district. These figures should be regarded as provisional. R.Wijialudchumi Chief Secretary Northern Province Over view of the Northern Province The Northern Provincial Council administration presently functions under the Governorship of Hon. GA. Chandrasri, Governor, Northern Province who, in the absence of an elected council is bestowed with the authorities of the Chief Minister and the Board of Ministers. There are five Provincial Ministries and 25 Departments to administer. The Northern Province consists of 5 Administrative Districts, 34 DS Divisions, 921 GN Divisions, 29 Pradeshiya Sabhas, 5 Urban Councils and one Municipal Council. The Northern Province has a total area of 8,848.58 sq kms. The main stay of economy is predominantly Agriculture and Fisheries. As per the last complete census of 1981 the population of the Northern Province was 1,109,404 and lot of internal and external migration has taken place thereafter and the demographic pattern has changed.

This research was mainly focusing on maternal and child health nutrition status and associated factors of the families who reside in the Northern Province. This research is more than timely to assess years of efforts taken by the government and other organisations to prevent and control nutritional problems in vulnerable age groups in the Northern Province. I sincerely hope results of this survey will be a great opportunity for the policy makers and donors in their efforts to control nutritional problems and to implement suitable interventions for the betterment of the people who is residing in the Northern Province of Sri Lanka.     2007 November 01 Human Rights Report for the month of October 2007 The month of October 2007 is significant in Human Rights circles on account of the visit of UN’s High Commissioner for Human Rights to Sri Lanka. Expectations were obviously very high in the context of serious violations of human rights that keeps on increasing unabatedly. People of Batticaloa, Trincomalee, Mannar and the Wanni had hopes of meeting with the High Commissioner but were disapppointed. NESoHR felt it the same way. It is very unfortunate that the HC for Human Rights could not prevail on the government agencies that were responsible for the itinerary in the context of the importance of the locations omitted. These are places where civilians suffered and continue to suffer the most due to multifarious types of human right violations. Since the official report has not yet been released, one has to go by the Colombo datelined press release of the High Commissioner prior to departure from Colombo. The Tamil perspective of the press release is dealt with elsewhere in this report, in that inadequacies and uncovered areas are highlighted with the hope that they will find their right place in a future report proper.
