  • Veterinary Border Checkpoints Russian Federation
THIS REPORT CONTAINS ASSESSMENTS OF COMMODITY AND TRADE ISSUES MADE BY USDA STAFF AND NOT NECESSARILY STATEMENTS OF OFFICIAL U.S. GOVERNMENT POLICY Voluntary - Public Date: 11/23/2011 GAIN Report Number: RS1151 Russian Federation Post: Moscow Veterinary Border Checkpoints Report Categories: Sanitary/Phytosanitary/Food Safety Livestock and Products Poultry and Products FAIRS Subject Report Approved By: Morgan Haas Prepared By: Morgan Haas, Andrei Gryaznov Report Highlights: Products exported to Russia (or Belarus and Kazakhstan) and under Customs Union veterinary control must pass through an official veterinary border checkpoint (PVKP) at the external border of the Customs Union. Lists of relevant PVKP offices in Russia, Belarus, and Kazakhstan follow. General Information: Products exported to Russia (or Belarus and Kazakhstan) and under Customs Union veterinary control must pass through an official veterinary border checkpoint (PVKP) at the external border of the Customs Union. Final customs clearance and inspection takes place at the regional customs-veterinary control point responsible for the territory of the Russian Federation where the consignee is located. The Customs Union officially eliminated veterinary control on the internal (Russia-Belarus and Russia- Kazakhstan) borders of the Customs Union on July 1, 2011. FAS Moscow has confirmed Russia’s PVKP offices located on Belarusian border have closed; however, offices on the Kazakh border continue operation. The offices on the Kazakh border are responsible for checking documents for products under veterinary control entering Russia. When documents are absent or appear incorrect, the veterinary border control officer inspects the goods. This responsibility is similar to Russia’s offices located on the external border of the Customs Union, where Russia’s Federal Customs Service is now responsible for checking documents, and as inconsistencies arise, goods are sent to the veterinary officer for inspection.
