The collection of statistics “Children in Latvia” provides information on children births and deaths, age composition, health status, education, social protection, use of information technologies, violence against children, and statistics on the number of children in conflict with law. This publication contains data of the National Health Service, Register of Patients Suffering from Certain Diseases, Centre for Disease Prevention and Control, State Social Insurance Agency, Ministry of Welfare, Ministry of the Interior, Court Administration, State Inspectorate for Protection of Children’s Rights, Ministry of Education and Science, Road Traffic Safety Directorate, Eurostat, and other institutions. The collection also includes data acquired from the Labour Force Sample Survey, “European Union Statistics on Income and Living Conditions” (EU-SILC) survey, Household Budget Survey, and Survey on Information and Communication Technologies. KASTRYČNICKAJA STREET is an industrial part of Minsk which has a huge colorful street with graffiti artwork in the style of Belarusian folklore made by Belarusian and Brazilian artists among huge Soviet factories. It is known as an alternative hipster district amongst locals. NATIONAL LIBRARY (Ushod metro station) is a «space-station-like» building in the shape of diamond that attracts the attention of everyone who is on the way from Minsk airport to the city center. Come here to explore well-organised reading rooms and one of the best observation decks in the city.

This report covers the main cases pertaining to the constitutional review of legislation as well as the ombudsman’s function for the protection of fundamental rights and freedoms in 2006. It is evident that while the society is evolving into more complex and mature one, the legal issues arising become more complex as well. Informed, transparent civil society together with the freedom and diversity of expression of ideas, opinions, and convictions forms the cornerstone of functional and healthy democracy. In 2006, certain tendencies appeared in the society, implying strives to shift towards increased closeness. The attempts to politicize the National Broadcasting Council and the calls to set restrictions on the freedom of expression tested the strength of our democracy and free press, and demonstrated the malleability and frailty of public sentiment and deliverance in Estonia. An effective and efficient audit of the fund raising and financing of political parties is one of the premises of the integrity and transparency of the democratic decision making process. A society, where the persistence of private interests over the public interests appears to be more the rule than the exception, is in dire need of openness and transparency.

Great Britain became the first and largest state in Western Europe to welcome war refugees stranded in Germany, out of whom a small number of so-called European Voluntary Workers of Estonian origin also ended up in Scotland. The second wave of migration from Estonia started shortly after Estonia became independent, and grew larger after Estonia’s EU-accession in 2004. While the first group were practically cut off from their Estonian roots during the Soviet occupation, the second group have been able to maintain close ties with their homeland.
