So far in 2013, at least 142 administrative fines have been imposed on 116 named individuals, some of whom have been fined up to five times, according to a list compiled by Forum 18 News Service. Fines have mostly been equivalent to either one or two months' average salary. Such fines, including fines for refusal to pay such unjust penalties, have been imposed on Protestants, Jehovah's Witnesses, Hare Krishna devotees and Muslims. In addition, nine fines were imposed on commercial booksellers and other traders. If people refuse to pay such fines - imposed against Kazakhstan's international human rights obligations - they can also be banned from leaving the country. The list of documented fines is incomplete as state authorities refuse to make information public. Fines for the "offence" of exercising a human right without state permission are still being imposed. At least 142 administrative fines have been handed down in Kazakhstan so far in 2013 on 116 named individuals (some of them up to five times) to punish them for exercising the right to freedom of religion, according to a list compiled by Forum 18 News Service. -

Statement of Work Supporting of the Conference on 10th Anniversary of Flu Sentinel Surveillance Implementation in Kazakhstan Astana, 13-14 September 2018 Background CDC/CAR is working on Influenza sentinel surveillance implementation since 2008. Nine sentinel regions is working on selection of the ILI and SARI patients, influenza laboratory diagnosis by PCR, viral culture. This year is 10 years of our work with Kazak Ministry of Health (MOH) on influenza. Kazak MOH asked us CDC/CAR to organize the influenza conference devoted to the influenza sentinel surveillance implementation in Kazakhstan. There will be invited well world known speakers and local doctors, epidemiologists and laboratory specialists from nine sentinel regions and from 7 non-sentinel regions. The conference by itself should be good informative meeting which will increase the knowledge of the medical specialists and we hope encourage the Kazak MOH to increase budget for influenza vaccination. Objectives To facilitate the Conference on 10th Anniversary of Flu Sentinel Surveillance Implementation in Kazakhstan, Astana, 13-14 September 2018 Contractor’s Tasks The contractor should be experienced on work with CDC/CAR Influenza Project Manager and familiar with the representatives of nine sentinel flu surveillance regions - Astana, Aqtau, Almaty, Taraz, Taldykorgan, Oskemen, Oral, Petropavl, and Shymkent. During the period of this contract the contractor will work in cooperation of the CDC/CAR influenza Project Manager to carry out the following tasks: 1. Invite by phone all 120 participants of the conference from all nine sentinel regions according to the Lists that will be provided by the CDC/CAR Influenza Project Manager; 2. Three Protestants were given jail terms in absentia. A further 6 individuals are serving restricted freedom sentences. A further 15 are under post-jailing bans on specific activity. A further 27 who completed sentences still have their bank accounts blocked. All of them are Sunni Muslim men. In addition, a further 6 individuals are known to be serving restricted freedom sentences for exercising their right to freedom of religion or belief. All but one of them are Sunni Muslim men. -

INTERNATIONAL ELECTION OBSERVATION MISSION Republic of Kazakhstan – Early Presidential Election, 9 June 2019 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 9 June early presidential election in the Republic of Kazakhstan offered an important moment for potential political reforms, but it was tarnished by clear violations of fundamental freedoms as well as pressure on critical voices. While there were seven candidates, including for the first time a woman, considerable restrictions on the right to stand, and limits to peaceful assembly and expression inhibited genuine political pluralism. Despite the short time available, preparations for the election were efficiently organized and election day proceedings were orderly. However, significant irregularities were observed on election day, including cases of ballot box stuffing, and a disregard of counting procedures meant that an honest count could not be guaranteed, as required by OSCE commitments. There were widespread detentions of peaceful protesters on election day in major cities. This was the first election since the resignation of Nursultan Nazarbayev, Kazakhstan’s first and longstanding president since 1991. While the number of candidates appeared to offer political variety, few provided clear platforms and openly critical campaigns. The election took place within a political environment dominated by the ruling Nur Otan party and with limited space for civil society and opposition views. This consolidation of political power challenges the development of genuine political pluralism, as committed to in the 1990 OSCE Copenhagen Document. The election law provides a technical basis for the conduct of elections. However, the constitutionally guaranteed freedoms of assembly, expression, association, access to information, and the right to take part in political life, are considerably restricted by law. -

For Kazakhstan the Millennium Development Goals are the long-term goals, which are closely related to the National Development Strategy “Kazakhstan-2030”. The problem of supply of population with drinking water is reflected in such national documents as the Conception of the Water Economic and Political Sector Development of the Republic of Kazakhstan until 2010, the Strategy for Industrial and Innovation Development of the Republic of Kazakhstan for 2003-2015, as well as the Water Code of the Republic of Kazakhstan. Kazakhstan carries out a systematic work on water supply and sanitation in the framework of the sectoral Program “Drinking water” and the National Program on Development of Rural Territories. Under these programs the construction and reconstruction of the water supply systems in urban and rural areas is carried out. For the next 10 years of the program implementation 115 billion tenge are planned to be allocated from the republican budget. At the same time the factors inhibitory to stable and successful programme implementation are the following: a high level of deterioration of water supply networks and units, insufficient development and equipment of the water pipes traffic departments, as well as insufficiency in reliable official data on the accessibility of drinking water to population of Kazakhstan.
