2016-17 NCAA Rules Exam Most Missed Questions Compiled by Steve Piotrowski, NCAA secretary-rules editor January 2017

Listed below are the results of the 2016-17 NCAA exam identifying the most missed questions with some additional clarifications. What is encouraging to see is that although the following questions were the “most missed” on the exam, the percent of officials who responded correctly was still in the majority. We hope these interpretations and clarifications will assist officials with an understanding of the corresponding rules. ______Officials are allowed to use video to review offsides at any time during the game when a goal is scored. 1. (140, 37.63%) True 2. (232, 62.37%) False - Correct Answer

Applicable Rule Reference – Section 10, Rule 93.4. “To determine if a goal was scored as a result of an offside play or as the result of an undetected too many men on the ice infraction by the attacking team. The opportunity for review exists during the time the puck entered the attacking zone illegally because of the offside infraction and until the puck leaves the offending team’s attacking zone. During regular-season competition, a team must use its timeout except in last two minutes of the game or in the overtime period to have these plays reviewed. In postseason competition, offsides and too many player infractions are part of the criteria for review without a coach's challenge. ______

A Team A player in the defensive zone wraps up a Team B player along the boards. Because the puck is being moved by the Team B player play is allowed to continue. 1. (144, 37.21%) True 2. (243, 62.79%) False - Correct Answer

Applicable Rule Reference – This is a “target area” as identified by the Rule Committee in the 2016-17 Standard of Play document. “Obstruction and Play along boards: A player may press and release along the boards with use of the free hand but, may not hold, wrap, or impede in any manner (i.e. leg, hip, arm, etc.) an opposing player’s progress. (Coaches and players sometimes refer to these plays as a crowbar, can opener, lasso or other terms.) This includes players with or without the puck along the boards”. ______

Disqualification penalties are included as part of the (3) game misconduct rule. 1. (257, 68.72%) False - Correct Answer 2. (116, 31.02%) True

Applicable Rule Reference - Section 4, Rule 22 Game Misconduct. “A game misconduct involves the suspension of a player, coach or other non-playing persons for the balance of the game; however, a substitute is permitted to replace a player immediately. The offending player, coach or non-playing persons must leave the bench and playing surface immediately and may not communicate with or contact team personnel in any manner until the game is completed. Any contact with game officials is prohibited. 22.2 Suspensions - A player who receives three (3) game misconduct penalties in the same season (including exhibition games) shall not be permitted to play in the team’s next regular-season or tournament game against an NCAA member institution. For each additional game misconduct penalty (e.g. four, five, etc.) assessed to the same player in the same season, the player shall be suspended for one (1) additional game. This shall not be part of a progressive penalty structure. Exhibition games cannot be used to fulfill the suspension for this violation.”

When a defending player propels the puck out of the defending zone and it clearly rebounds off a defending player in the neutral zone back into the defending zone, all attacking players are eligible to play the puck.

Applicable Rule Reference – Section 10, Offside Rule 86.2 – “Deflections/Rebounds - When a defending player propels the puck out of his defending zone and the puck clearly rebounds off a defending player in the neutral zone back into the defending zone, all attacking players are eligible to play the puck. However, any action by an attacking player that causes a deflection/rebound off a defending player in the neutral zone back into the defending zone (i.e. stick check, body check, physical contact), a delayed off-side shall be signaled by the Linesman. A puck that deflects back into the defending zone off an who is in the neutral zone will be off-side (or delayed off-side, as appropriate)”. ______

Officials are allowed to review a penalty situation that may result in the removal of a student athlete during the regular season. 1. (279, 75.00%) False - Correct Answer 2. (93, 25.00%) True

Applicable Rule Reference – Section 10, Rule 93.7 – “Postseason Competition - During NCAA and conference postseason competition, game officials may use replay during the game to review major penalties that would result in the removal of a student-athlete to ensure proper enforcement”.

A Team B player catches and skates with the puck in the defensive zone. The faceoff will take place at one of end zone faceoff spots and the team will be allowed to change players because this is not a hand pass violation. 1. (81, 22.50%) True 2. (279, 77.50%) False – Correct Answer

Applicable Rule Reference – Section 9, Rule 71.1 – “Player Handling the Puck - A player shall be permitted to catch the puck out of the air but must immediately place it or knock it down to the ice. A player shall not catch the puck and skate with it, either to avoid a check or to gain a territorial advantage over an opponent. It is not legal to hand pass the puck in any zone (see 84.2). FACEOFF— At the nearest faceoff spot one zone closer to the offending team’s defensive zone from the point of the violation. If the violation occurs in the offending team's defensive zone, the team is not allowed to change its players. A puck that is on the ice shall not be picked up by any skater. Additionally, the puck shall not be thrown out of the ice. PENALTY—Minor for delay of game”. ______

A1, located midway between the red line and Team A's offensive blue line, passes the puck to A2 who is offside. The ensuing faceoff shall take place: 1. (84, 22.28%) At the faceoff spot closest to the origin of the pass; 2. (286, 75.86%) At the Center ice faceoff spot. - Correct Answer 3. (7, 1.86%) At the nearest Team A defensive blue line neutral zone faceoff spot;

Applicable Rule Reference – Section 10, Offside Rule 86.5 – “Faceoff Location - For violation of this rule, the play shall be stopped and the puck faced off in the neutral zone at the faceoff spot nearest the attacking zone of the offending team, if the puck was carried offside. The faceoff shall be at the nearest spot in the zone of the origin of the pass, if passed offside”.
