In spite of the fact that more pragmatic revolutionaries attempted to convince the Armenian community that the Balkan model would not work for the Armenians because of demographic and geopolitical differences, the Armenian struggle for inde- pendence from the Ottoman Empire was waged in a way that was similar to the Balkan model. There is strong reason to believe that if the Armenians had had stron- ger British and Russian backing and constituted a slightly higher percentage of the population in the region of Eastern Anatolia that an independent Armenia would have emerged in Eastern Anatolia and Cilicia much in the same manner that an independent Bulgaria, Serbia, and Montenegro emerged in the Balkans.

Salt Lake City: University of Utah Press, 2005. 356 pp., ISBN 0-87480-849-9, 3 maps, hardcover, $ 24.95. The book sets out to examine the dominant Armenian and Turkish theses on the Armenian Genocide. The author suggests that two opposing camps exist among histo- rians. While working largely with published material, he makes extensive use of German Foreign Office (Auswärtiges Amt, hereafter: AA) documents. Importantly, in his discussion Lewy does not clearly distinguish between academic studies, pamphlets, various types of memoirs, etc. despite his suggestion “that survivor accounts, like all other historical evidence, must be analyzed carefully and critically” (p. 148). Non- specialists will therefore find it difficult to understand current debates. Lewy states that at the center of what he labels a “quarrel” stands the question of premeditation, but his concept of genocide is not necessarily shared by the legal community.1 Likewise, his reading of 19th century Ottoman history is limited. Social and economic aspects receive little attention and his account resembles a moderate version of what could be labeled official Turkish histories. He also appears to be lacking familiarity with impor- tant sources. For instance, Ziya Gökalp’s involvement in the Armenian Genocide is hardly discussed. Contemporaries of this known writer, who was also a member of the ruling Committee for Union and Progress’ central committee, did not see him simply as a “respected advisor on cultural and educational issues” (p.

This article analyzes the aforementioned statement in terms of its relationship with the historic Declaration of Independence of the Republic of Armenia and comments on the weak basis of the statement’s content. Karayan, Armenians in Ottoman Turkey, 1914: A Geographic and Demographic Gazetteer, London, Gomidas Institute, 2018, 674 pp., maps, photos Reviewed by Robert Tatoyan, Senior Research Fellow, Armenian Genocide Museum-Institute Foundation, Yerevan, Armenia The question of the number of the Armenians in the Ottoman Empire prior to and after the Armenian Genocide continues to attract widespread attention of many scholars. Besides being purely of an academic nature, this interest is also due to the Turkish government’s continuous efforts to use these population figures as a keystone of its policy of genocide denial. Thus, the Ministry of Foreign Affairs of Turkey, in one of its official publications, connects these two questions in the following way: “Demographic studies prove that prior to World War I, fewer than 1.5 million Armenians lived in the entire Ottoman Empire. Thus, allegations that more than 1.5 million Armenians from eastern Anatolia died must be false.”1 The vast majority of Turkish and some international scholars try to justify the Turkish state’s official position by taking the Ottoman census data on Armenians for granted. They also dismiss data provided by Armenian sources, particularly the statistics provided by the Constantinople Armenian Patriarchate, which usually provide higher figures for the Armenian population than that of the Ottoman ones.2 Under the pressure of this wave of denialist scholarship concerning these figures, Armenian scholars in the West who deal with this topic mainly take a defensive stance.
