Natura Viva cc, PO Box 12410 Mill Street, Cape Town 8010, RSA [email protected] November 2017 EXECUTIVE SUMMARY Eskom is proposing to construct a new 400 kV transmission powerline of about 100 km length between the existing Aggeneis substation near Aggeneys to the existing Paulputs substation near Pofadder, Namaqua & Siyanda Districts, Northern Cape Province. Three route alignments (Corridors 1, 2 & 3) are currently under consideration, with a possible short deviation (3A) in the case of Corridor 3. The electrical infrastructure project will also entail upgrading the existing Aggeneis and Paulputs Substations with concomitant small increases in their footprints. The powerline and substation study area is underlain at depth by igneous and metamorphic basement rocks of Precambrian age as well as by a mantle of varied superficial deposits such as aeolian sands, gravels and alluvium of the Pleistocene to Recent Kalahari Group. In terms of palaeontological sensitivity outcrop areas of basement rocks are negligible while the overlying Late Caenozoic superficial deposits are generally of low to very low sensitivity. No highly-sensitive palaeontological sites or no-go areas have been identified within the 400 kV powerline and substation study area. The ancient Koa River Palaeovalley area near Aggenys, largely buried beneath younger cover sands (Fig. 1), may feature important Tertiary fossils at depth but these are very unlikely to be directly impacted by the shallow excavations envisaged for the present electrical infrastructure project. -

11 May, 2020 Attention: Ms Natasha Higgitt SAHRA Case Officer Northern Cape South African Heritage Resources Agency (SAHRA) Head Office 111 Harrington Street CAPE TOWN 8001 Dear Ms Higgitt RE: Letter of Recommendation for Exemption of a Heritage Impact Assessment (HIA) for the Pella Bulk Water Pipeline Project, Northern Cape 1. Project Background Black Mountain Mining (Pty) Ltd, part of Vedanta Zinc International (VZI), owns and operates the Gamsberg Zinc Mine. The Gamsberg Zinc Mine as currently approved will produce up to 10 mtpa in an open pit mine together with a concentrator plant and associated infrastructure. Water is currently sourced from the Orange River through an intake pump house located at Pella Drift, almost 30 km to the north east of the Gamsberg Zinc Mine. Currently a total of 28 Ml/day water is pumped through the existing bulk water pipelines. In order to ensure that the pipeline capacity will meet the future water demand and allow for the complete utilization of the currently licensed abstraction volume of 44 Ml/day Black Mountain Mining (Pty) Ltd, in conjunction with Sedibeng Water, is proposing to replace and upgrade the existing old underground pipeline and associated infrastructure (Figure 1 & 2). This new pipeline will be located within the existing servitude and will supply water to the proposed Gamsberg Smelter Project and existing Gamsberg Zinc Mine, Black Mountain Mine and the surrounding towns (including Aggeneys, Pella, Pofadder and local landowners). This servitude was previously assessed by Webley and Halkett (2017), they recorded Stone Age artefact scatters of low significance. The proposed pipeline is currently located within an existing registered servitude, impacted on by the two existing pipelines (one above ground and one underground) and there is a very low likelihood that any sites of significance will be impacted on by the proposed project. -

PALAEONTOLOGICAL IMPACT ASSESSMENT: DESKTOP STUDY Proposed photovoltaic power station adjacent to Welcome Wood Substation, Owendale near Postmasburg, Northern Cape Province John E. SUMMARY The proposed 5MW photovoltaic power plant on the Farm 457 in the Asbesberge near Danielskuil , Northern Cape Province involves the construction of a 25 ha photovoltaic array close to the existing Welcome Wood Substation. The development site is underlain by Early Proterozoic (c. 2.4 billion year old) banded iron formation of the Daniëlskuil Formation (Asbestos Hills Group, Ghaap Group). Rich and palaeontologically significant stromatolitic biotas (microbial mounds, columns and sheets) as well as microfossil assemblages of Late Archaean to Early Proterozoic age (2.6-2.4 Ga) have been recorded from underlying carbonate and cherty sediments of the Ghaap Group in this area, notably from the nearby Lime Acres site to the south. However, no fossils are so far known from the Daniëlskuil Formation itself, although microfossils are likely to be present within cherty sediments within this unit. The overall palaeontological sensitivity of the Precambrian bedrock as well as of the Kalahari Group cover sands in the study region is low, the development footprint is small, and extensive bedrock excavations that might intersect stromatolite-rich carbonates of the Ghaap group succession are not envisaged. Therefore further palaeontological mitigation of this project is not considered necessary. Should substantial fossil remains be exposed during construction, however, these should be safeguarded – if possible in situ – and SAHRA should be notified by the responsible ECO as soon as possible so that appropriate palaeontological mitigation (fossil sampling and relevant data collection) can be undertaken. -

25 NOVEMBER 2014 FIRST PHASE ARCHAEOLOGICAL & HERITAGE INVESTIGATION OF THE PROPOSED PV ENERGY DEVELOPMENTS AT THE FARM SANDDRAAI 391 NEAR GROBLERSHOOP, NORTHERN CAPE PROVINCE EXECUTIVE SUMMARY Solafrica Photovoltaic Energy from Rivonia Road, Sandhurst, is planning the construction of a combined Concentrated Solar Power (CSP) and Photo Voltaic (PV) project on the farm Sanddraai 391, near Groblershoop in the Northern Cape. The farm covers about 4600ha. The land can be divided into two parts: a low lying area near the Orange River on bare layers of calcrete and further away, sterile red sand dunes covered by stands of Bushman Grass ( Cipa sp .) with indigenous trees and shrubs. Several heritage impact assessments around Groblershoop and Olifantshoek and along the Sishen-Saldanha railway line produced archaeological and historical material. In the case of Sanddraai 391, archaeological remains in the form of flaked cores and core flakes were found previously and in the present case along the river. Scatters of worked stone artefacts were found in association with calcrete outcrops. No dense concentrations occurred. Along the Orange River, cultural and historical remnants go along with human occupation, represented by a farm yard consisting of a residential house and a well built kraal with a solar installation and water supply equipment. No graves were found. Mitigation measures will be necessary in case graves or other human skeletal or unidentified heritage resources are found during the construction phase. Although the red sand dunes seem to be sterile, it is possible that the dune crests and streets between dunes could have been the activity and dwelling places during the Later Stone Age. -
