US seeks closure in spat with WASHINGTON: The United States yesterday said it hoped that a diplomatic row with India was now over. Relations have been in crisis since December 12 when Indian consulate worker Devyani Khobragade was arrested in New York for alleged visa fraud and making false statements about the employment of a domestic servant she had brought with her from India. Khobragade was formally charged in a New York court, but was granted diplomatic immunity on Wednesday, allowing her to fly home. “We expect and hope that this will now come to closure, and the Indians will now take significant steps with us to improve our relationship.” But she confirmed that New Delhi had asked Washington to with- draw an embassy official in a fresh measure against the US diplomatic corps in India. Republic Day rehearsal BJP debates scrapping income tax

NEW DELHI: India’s main opposition party BJP is con- sidering a measure to scrap, or reduce, income tax as a plank in an election manifesto designed to win over crucial middle- class and urban voters before a national election due by May. The step would mostly benefit wealthy urban voters who have increasingly switched support to the anti-graft Common Man’s Party led by Arvind Kejriwal, who last month shocked mainstream parties by becoming chief minister of Delhi. That will support earnings. While Japan accounts for close to 8.68 percent of the MSCI World index, in all likelihood few pension funds, endowments or individuals are anywhere near that after nearly three decades of bad performance, recessions and persistent deflation. That indeed may have been part of the reason last year’s rally was so powerful. Foreigners, many of whom were underweight but some who were simply riding momentum or betting on the BOJ, flooded Tokyo stocks in 2013. Having been net sellers the previous year, foreign investors ploughed more than $140bn into Tokyo-listed equities last year. That may or may not continue, but there are reasons to think locals will buy more this year. Starting this month, Japanese savers are eligible to put about $9,500 per year in the Nippon Individual Savings Account plan, which is tax-free for five years. In a survey taken last month by Nomura Asset Management, 15 percent of the 40,000 respondents said they would definitely use the plan, and another 25 percent said they were “positively” considering it. Given that Japanese individuals were net sellers of stocks in seven of the last eight quarters, a reversal of this trend could have an outsize impact. There may also be increased buying by Japanese institutions. In a study of the $1.2trn Government Pension Investment Fund spon- sored by the Abe administration and issued in November, Tokyo University Prof Takatoshi Ito advocated a shift away from bonds. Given that Abenomics implies negative real returns for Japanese government bonds, Ito advocates cutting the huge funds allocation to JGBs from 58 percent to 52 percent. If, as some lawmakers advocate, half of that flows to domestic equities, that implies a flow of up to $36bn into stocks from the GPIF alone. That’s a bit less than 1 percent of the entire Tokyo stock market. There are, obviously, risks. This is, after all, Japan, which has a track record of rowing back prematurely from reforms. An upcoming sales tax increase may prove both unpopular politically and counter-productive from the point of view of equity investors. As well, there are profound longer-term issues Japan must eventually tackle having to do with demographics and a huge debt load. At some point those are likely to become a market focus, and when they do it will be terrible for Japanese assets generally. That seems unlikely to be 2014 script, however. Instead, with the Federal Reserve cutting back on bond buying, investors may want to seek their QE-amped returns in Japan. It will be good while it lasts. DUBAI: Seasoned batsmen Younis Khan and Misbah-ul Haq hit resolute half-centuries to take the fight to in the second Test in Dubai yesterday. Younis was unbeaten on 62 and Misbah scored 52 to help Pakistan reach 132-2 at close on the third day at the Dubai sta- dium pitch which is likely to help spinners on the last two days. Pakistan still need another 93 runs to avoid an innings defeat and go 1-0 down in the three Test series after the first Test ended in a draw in Abu Dhabi. Younis and Misbah -- who both hit hundreds in Abu Dhabi last week, came together with Pakistan in dire straits at 19-3. They held the batting together during their unfinished 113-run fourth stand. Sri Lanka earlier in the day gained a big 223-run lead by scoring 388 in their first knock. Pakistan had made 165 in the first innings. It was paceman Nuwan Pradeep (2-28) who gave Pakistan early wobbles. Pradeep, who took a career best 3-62 in the first innings, had Mohammad Hafeez (one) caught behind in his second over and in his fourth swung one across Manzoor (six) for wicketkeeper Prasanna Jayawardene to take his seventh catch of the match.
