Obama pushes for new gun control regulations

WASHINGTON: The Obama administra- tion yesterday proposed two new gun control regulations aimed at clarifying restrictions on gun ownership for the mentally ill and strengthening a database used for back- ground checks before firearm purchases. The measures are the latest step in a year-long push by President Barack Obama to tighten gun laws in the wake of a school shooting in Newtown, Connecticut, where 20 children were killed. Obama tried last year to bring in sweeping gun control measures but most of his proposals were defeated in Congress. He has pledged to continue working on the issue despite setback. He had also directed officials to take steps that did not require approval from Congress. The first action, proposed by the Department of Justice, would clarify who is prohibited from possessing firearms because of mental illness and outline for states what information can be shared with the federal database. The second, by the Department of Health and Human Services, would remove barri- ers that could prevent states from passing on information to the database. Kerry seeks to allay fears on Mideast deal JERUSALEM: US Secretary of State John Kerry held intense talks with Israeli and Palestinian leaders yesterday, seeking to overcome their concerns about a framework to guide negotiations towards a peace deal. Kerry met Palestinian president Mahmoud Abbas and is due to meet him and Israeli Prime Minister Benjamin Netanyahu again today for their third round of talks in as many days. US Senator John McCain, who is also visit- ing Israel with a congressional delegation, said Netanyahu had voiced deep concerns in sepa- rate “detailed” discussions about the proposals being put forward by Kerry. “Netanyahu has serious concerns about the plan as has been presented to him, whether it be on the ability of Israel to defend its borders or the reliability of a Palestinian state and their ALIVE? intentions,” McCain said in Jerusalem. Gala time for fans

ootball fans had a gala time in Qatar as two European giants Real FMadrid of Spain and Paris Saint Germain (PSG) clashed in a high-profile friendly match at Khalifa Stadium on Thursday evening. Most of the fans turned out in the club colours of their favourite team, with Real Madrid shirts outnumbering the PSG. Hawkers selling Real’s flags, shirts, scarves and other memorabilia did quick business outside the stadium. The most sought after shirts were of Real’s Portuguese striker Cristiano Ronaldo, followed by Swede Zlatan Ibrahimovic of PSG, and team-mate Cavani Edinson of Uruguay. Real won 1-0 against Les Parisians. The Real-PSG match is one of the several blockbuster matches which Qatar have hosted in the last few years. WP-BLOOMBERG £5.93 an hour for an office worker, £6 for an industrial sewer, £5.80 for a carpenter, all reading ominously “Accommodation: must bring bedding”. That site yesterday had an ad for a care assistant, charging £85 rent, with the familiar note: “Company owns the accommodation and will deduct from wages.” In law, immigration minister Mark Harper told the Commons, only £34.37 a week can be deducted for accommodation — but who’s inspecting? I called Hilton hotels: yes, they’ve been employing from Romania for a while, nothing new this year. This ad for apprentices, they say, is from some agency, not directly from them. Five years ago Citizens UK campaigned hard to persuade Hilton to pay the living wage (in London now £8.80 an hour), with cleaners and chambermaids waving placards outside their hotels. Negotiations went well but, just before the deal was struck, Blackstone private equity seized the company and sacked those managers. Instead of a living wage, it’s recruiting abroad and Citizens UK says it pays by the number of rooms cleaned, nigh impossible to clean enough rooms fast enough to earn the minimum wage. InterContinental did sign up to the living wage, as Olympic sponsor, but no major retailer yet: Citizens UK before Christmas demonstrated at John Lewis which, despite soaring profits, still won’t pay a living wage to outsourced cleaners, mainly migrants. Labour’s pitch on immigration is counter-intuitive: enforce decent pay and conditions and fewer migrants will come. Once British people with families could afford to take those jobs, employ- ers would lose any incentive to recruit cheap workers abroad. Stop bad employers undercutting decent pay with imported near-slave labour. As a message it may not quite work politically as it doesn’t satisfy the gut fears of the Ukip-inclined, but it has the advan- tage of taking real action against a real problem. Labour’s new determination to enforce minimum pay inspections and spread gangmaster legislation to construction and hospitality is more than welcome: Tony Blair and Gordon Brown adamantly refused both, appeasing employers with lax regulation. Employers are to blame for importing so many of the unskilled, instead of hiring at home. The best favour tougher rules on pay and conditions to drive out cowboys who undercut good compa- nies. A living wage imposed, for example, on all big supermarkets would work if they all had to pay the same. Almost all low-paid work is essential: a living wage would stop cheapskate employers scrounging off tax credits and importing what too often looks like serf-labour.
