1.1 Unique Features of

Amreli district derives its name from the town of Amreli, which is the Head Quarter of the district. It is believed that during the year 534 AD, Amreli existed as a city place with name Anumanji. After that the name was Amlik and then Amravati. The ancient name of Amreli was Amarvalli. Initially Amreli was the part of Former Gaikwad State of Baroda. During Gaikwad regime in 1886, the compulsary and free education policy was adopted in Amreli for the first time. After independence the district became the part of and a separate district in State after the bifurcation of Bombay State.

Amreli is a small city in in Gujarat. The Kathiawar, peninsula of western , is in Gujarat State. The peninsula extends southwest into the and is bounded on the northwest by the and on the southeast by the Gulf of .

The peninsula of Kathiawar is named after the Kathis who came to at the close of the fourteenth century. Worshippers of the Sun, they were essentially nomadic and had developed, among other pastoral occupations, the art of horse-breeding. Successive waves of immigrants from other parts of India have led to as upper imposition of different communities and cultures in Kathiawar.

Before 1948, there were some 260 Princely states in the Kathiawar Peninsula of . These were consolidated in a single state named Saurashtra, in which the former rulers would alternate as the constitutional head. Eventually, as expected, Saurashtra became a part of the state of Gujarat.

Amreli has variety of lands like Medium black, loamy, sandy, rocky inferior and saline mainly groundnut, cotton, sesame, bajri, wheat and grams are grown therein. And it has 2 coastal Areas Jafrabad and .

The Demographic Profile of the District The district Amreli with its Headquarters located at Amreli town is within the Saurashtra region of the Gujarat State. There are 11 blocks in Amreli district.

The above table shows that sex ratio of rural area is 969 which is higher than total sex ratio 964 of Amreli district and child sex ratio of rural area is higher than total child sex ratio of Amreli district. Total child sex ratio (886) is less than total sex ratio (964) of Amreli district. Difference between sex ratio and child sex ratio is 78 (i.e. 964-886). The percentage of schedule cast (SC) and schedule Tribe (ST) populations are 8.78 and 0.16 respectively in Amreli district.

The above table shows that the Amreli district covers 7431.24 sq.km. of area, out of that (1179.56 sq.km.) taluka cover 15.87% of area which is the highest area cover in compare to other talukas of district. Vice versa (35.56 sq.km.) taluka cover 4.72% area of district which is comparatively less than other talukas of Amreli district.

Jafarabad having highest density that is 255 while Dhari having lowest density of 132, its because of forest area that taluka cover.

Decadal change in to total population at district level is reported significantly less than of the state. While from amongst 11 block six blocks reported decadal change in population in percentage less than that of district. From amongst 11 blocks minimum change in percentage is reported negative - 0.5 in Liliya block while it is reported maximum in Rajula 20.6 percentage.

 General

1 There is found relatively slow growth in urbanization of the district in relation to that of the state. Significantly two talukas show zero degree of urbanization indicating institutional constraints for development in Kunkavav and Khambha taluka . 2 Drinking water is the most essential one for building human society. Amreli district being largely depending on natural source of water experiences scanty frequently it is because of due intervention of central and state government there is found relative improvement in availability of drinking water. However, facilitating each and every household with tap water is still not completed in total. There is found noticeable drawback with regard to tap water connectivity in Jafrabad and Rajula, while Rajula is also relatively slow in coverage of household with toilet facility.

3 In view of maintaining demographic balance by sex “a concern is greatly expressed over the downward trend in the sex-ratio particularly in child sex-ratio. Amreli district is not found an exception to this fact it would be important to note here the fact that in the state child sex-ratio improved from 883 to 890 but this trend at the district level registered fall of 6 i.e. from 892 in 2001 to 886 in 2011.

4 From the talukas of the there is reported an improvement in child sex-ratio in 5 talukas but in remaining 6 talukas child sex-ratio is declined over a period of decade. The most significant fall is reported in Babra-45 and Jafrabad-30.

5 Social scientists by and large hold the view that healthier rural pockets are better than disorderly growing urban centers. It is therefore understood that the known suggested model-PURA (providing urban amenities in rural areas) is a big challenge for the district in aggregate particularly in Kunkavav and Khambha taluka.

6 Making successful attempt for “Beti-Bachao” campaign is a task considering poor child sex-ratio in the district in aggregate and particularly in Kunkavav, Babra and Bagasara taluka.

 Education Sector

1 Gender parity index in general refers to inclusion of girls in relation to boys in various components of education. Time series data of last 5 years show relatively downward trend in little in all talukas of the district. There is also found relative variation in gender parity index between the talukas of Amreli districts.

2 Uneven enrollment trends over the period of time in the district in aggregate and the particularly imbalance in between girls and boys enrollment is the matter concern. The district in aggregate has reported fluctuated trends during the years specified in the table. In case of boys enrollment in 2014-15 and 2015-16 showed continuous declined over the respective period of time. While this in case of girls reported downfall in 2014-15 and again an increased in 2015-16. It is important to note that all the talukas of Amreli district registered more enrollment in girls than in boys.

3 An aggregate look at gender bias in education, the most serious challenge is to narrow male- female literacy gap in the district at large and more particularly Rajula and Khambha. This ultimately provides a room for socio institutional capacity building.

4 Bridging rural-urban gap in respect of literacy is tough task. It is inevitable one to have integrated development of the district there is a need to focus specially on programmes which promote qualitative strength in rural education of Amreli district. To mention it is most necessary in Jafrabad, Bagasara, Lilia, Rajula and Savarkundala taluka.

1 Considerable dearth in the number of PHCs (primary health centers) most noticeable picture found in Lilia and Bagasara.

2 Uneven progress of PHCs between the talukas in respect of population served by PHC.

3 There is found significant scares of health personals across the district.

4 Health status of the district clearly express growing need for public investment both for primary health care and specialized health care. This seems a challenging task considering relative economic backwardness at micro level.

5 Strengthening child health leading toward capacity building by bringing mal nutrition by zero percent. Child health demands greater attention in view of the future of the districts this appears to be a challenge to make the district children complete free from mal nutrition.

6 Tapping medical talents for multi and super specialty health care. Tapping highly skilled medical personals in the especially distinctive branches like cardiology, neuron, and nephron.

1 There is reported poor degree and slow pace in occupational diversification. This holds more validity in rural pockets of the district. Greater degree of marginal workers particularly female marginal workers expresses limitations of occupational diversification.

2 Slow progress towards SHG formation leading to strengthening of livelihood. It is observed across the states of India that self-help groups promoted and run by women play important role in enhancing capacity for livelihood. Looking at the trend observed in the district slow progress in this respect is in general a retarding one for promotion of livelihood.

3 Considerable inequality in the district in aggregate and more particularly in Savarkundala and Amreli taluka with respect to land holding pattern. This influences relative backwardness amounting to poor agriculture.

4 The biggest challenge with regard to strengthening livelihood capacity is to increase female work participation rate mainly through productive source of activities. This demands concentrated and systemic government as well as institutional efforts to make female workforce in to the stream of main workers in place of marginal is the biggest challenge.

5 Looking at the potential of the livestock in the district in general and in Savarkundala, Babra and Dhari taluka in particular there is a challenging task to mobilize the cattle resources towards co- operative marketing for promotion of better livelihood.

6 Considering the degree of inequality in respect of land holding increasing productivity through mechanization is tough task. This demands special attention for marginal holdings in the talukas of Savarkundala and Amreli.

7 Inclusion of available female potentials into institutional form of savings is a challenging task. It is particularly more attentive one in talukas namely Bagasara, Lilia and Kunkavav.

 Education Sector 1. Literacy Rate:- Literacy rate of Amreli District is 74.25% which is lower than State literacy rate in male and female literacy rate condition also same so in this plan projected target of literacy rate to achieve 90.00% of male and 80.00% of female literacy rate in coming nest census -2021 due to this district literacy rate also will rise.

2. Drop Out Rate:- Drop Out Rate of Amreli District is 2.84% in 2016 so in this plan projected target of drop out rate to achieve 0.5% in 2019.

3. Infrastructure Facilities:- Infrastructure Facilities also important in primary education to develop various skills in to child so child can compete well in this scenario for those in this plan consider following indicators  School with Compound wall  School with Playground.  School with Library  School with Computer facility  Health Sector 1. Institutional & Home Deliveries:- It is very necessary to new born child should born in hospital so that child and mother can get well treatment and reduce IMR and MMR, For that in this plan projected target of Institutional Deliveries to achieve 98.00%, so Home Deliveries will automatically come down.

2. Underweight Child:- Child is future of particular contrary for that child should healthy from born as well as after born, For that in this plan include nutrition sector under this two indicators (a) Moderate underweight (b) Sever underweight are consider for how become healthy child from underweight child.

3. Infrastructure Facilities:- Infrastructure Facilities for anganvadi also include in this plan projected target decided to Achieve 100% anganvadi having own building in 2021

 Livelihood Sector 1. Main source of drinking water:- Drinking water is basic need of human to survive and healthy life, For that in this plan include Main source of drinking water indicators according to census 2011 is 68.13% Household having main source of drinking water, which is target to achieve 90% in next coming census-2012.

2. Registered Co-operative milk units:- To increase milk production registered co-operative milk unit number should increase, so that currently Amreli district having 147 registered co-operative milk unit is target to achieve 200 in 2021.

3. Livestock:- Livestock are domesticated animals raised in an agricultural setting to produce commodities such as food, fiber, and labor. In Amreli district livestock 1085823 according to livestock census-2012, its target to achieve 1296529 in next coming year livestock census-2022.

 Education Sector 1. Literacy Rate and Drop Out Rate:- In order to rise the Literacy rate Government of Gujarat introducing various scheme such as Kanyakelavni, Shala praveshotsav etc. Under this scheme various Activities including such as 100% enrolment of boys and girls should take part in shala praveshotsav. All Activities will do by implementing agency which is District Primary Education Office and Sarva Siksha Abhiyan.

3. Livestock:- To enhance the economy by livestock many activities are carrying by department of animal husbandry such as Artificial Insemination, Pasu Arogyamela, pashu Utpadakta Shibir,Taluka/Dist. Human development is considered the most significant and inevitable component of total development. This implicitly refers to capacity building of available all resources by way of making considerable investment in human being and natural resources. In view of this background Amreli district appears to be more a challenge for the planners and technocrats. There is plenty of scope for inducting professional culture in the rural artisanship for building sustainable rural society. Forestry mapping by way of participatory approach may turn the available natural resources into more wealthy and productive one. The agrarian scenario generates brighter future subject through the blending of appropriate technology and systematic professional market approach port has plenty of potentials to make the surrounding area more an asset. This demands trio of concentrated technological applications, intensive marketing mechanism and dynamic institutional environment. Looking at the limited financial strength and relatively backward institutional environment public investment in due course of time is required. It is also realized that there is a crucial need to tap the indigenous skill to convert into powerful human resources. There is a felt need for the promotion of center for excellence in diamond industry to make the district diamond zone for marketing purpose. The district has a better scope for the promotion of human development mechanism if the available workforce is to be adequately skilled and trained to meet with the future odds and building implicit capacity to convert the dark into light and challenges into opportunity.

6.1 Educational Aspect Education plays a very fundamental role in the encouragement of development. Education can bring awareness among people which leads a good life. As it could be noted that Amreli district is doing progress in the educational paradigm but still in the rural areas of the District, the gap needs to be strengthen more. More focus can be deliver upon the reduction of the dropout rates and the completion of the basic primary education. In the year 2014-2015 and in 2015-2016 the increases in the enrollment rate can be seen. The positive trend could be marked which tells that advantage of the education is being utilized by the people. Education, then, is fundamental to promote agency, which expresses the capacity of rural poor to escape from poverty and hunger with their own power. Who is educated is more likely to find a job, but has also, ceteris paribus, a capacity to use more rationally the resources he or she owns. Educated and informed people have more probability to select valuable objectives in life, such as having stable access to food for their household. Even in this argument, there is a gender factor. The second channel through which education influences food security is “economic production”. In rural areas, this is typically achieved through the increase of agricultural productivity and efficiency in that sector Some more steps needs to be taken in the Universalization of the Education. The new incentives needs to be incorporated to increasing the schooling of the children. There is always a complaint from the Government schools that there is lack of the qualifying teachers hence the quality of the education degraded. It should be taken care that the hiring and the training of the teachers needs to be prioritize. In the rural areas especially, the fund setting needs to be done for the girl child. Parents needs to be motivated so that they can send their girl child to the school.

To strengthen the education system, data needs to be checked which contains the dropout rates and the enrollment rate. Schools should also play an active role in creating awareness about the importance of the girl child’s education. Monitoring and the measuring of the data needs to be taken care off and analyzed at the regular intervals from the schools and other institutions. In addition to that some target group of the family needs to be framed so that the special intervention can be given to them. In these target groups, the learning outcomes of the children needs to be evaluated properly. A comparison is also necessary for the performance of the schools. A detailed study for the private school and its evaluation needs to be done. The quality in the government school needs to be more qualitative so that the rush of the private schools decreases and more investment in the government schools can be done by the government. More factors needs to be identified which plays an important role in enhancing the level of education. If we look at the gender as a perspective, it is narrowing down, but since there are certain gaps which needs to be filled.

6.2 Health Aspect Health is one of the important component of the Human Development which cannot be ignored. Physical and Mental both health are important and needs to be understood in depth. There is lack in the data of mental health as the indicators are not enough to know the condition of the mental health. In the last few decades district of Amreli has achieved a considerable progress in providing access to health care services to the people. The immunization process in the district has increased in the 2015-16 year in some of the talukas. A good number of percentage has been achieved in the process of vaccination. The data on the MIS reflects the information related to the health data and various parameters on it. The report suggests that the district is performing well in some of the talukas. The schemes of the State Government like Chiranjivi Yojna has the lack of proper implementation in the talukas. Only 4 talukas have the implementation of it. Whereas, the Bal Sakha Yojna has the implementation in the 3 taluks only. From the report it can be noted that in Amreli district, there is lack of the doctors in various talukas due to which people has to face various problems. They have to move from one taluka to other to get the medical facilities and this is how the expenses becomes the out of pocket. If we look at the Khambha taluka, there are only 3 doctors, which are not sufficient for the public. Hence there is a need to take care of the medical health facilities and especially the infrastructure of the Amreli district. Emergency medical aids to the needy public should be provided. The medical aids includes the mobile van and the first aid kits but in some places where the roads are not properly constructed it becomes difficult to reach. The rural segment of the district needs special attention and care so that it can enhance the process of development and the capacity building. Hence, with the generation of awareness and implementation of the new incentives focus should be done on the proper infrastructure of the villages. The breaches should be identified and with the help of new initiatives, much could be done to improve the situation in the health sector.

6.3 Livelihood Aspect Livelihood is an aspect which can make a significant difference in people’s lives. There are various range of indicators in livelihood like agriculture, banking industries etc. in the report it can be seen that the WPR (Work Participation Rate) is more in the rural segment as compared to the urban sector. It could be concluded that the women in the rural areas are more interested to work and in the income generation process. Agriculture is always been allied activity for the livelihood. If we look at the Amreli district, the area of the agricultural land is decreasing year by year, which is a matter of consideration. The yields in the district is less than that of the state. Undoubtedly, there are various challenges in front of the agriculture. The type of the soil needs to be maintained, balanced use of the fertilizers, availability and the production of the quality seeds, proper practices of irrigation are the key conditions which needs to be taken care by the government. One more key aspect is regarding the farmers. The information and knowledge regarding the farming activities is very 53 | P a g e necessary. Generally, farmers lack in proper acquaintance and it affects the output of the agricultural activities. It is a prerequisite to meet such challenges and for that the initiatives like, schools for the farming activities, distribution of the services and information related to the agriculture and various other functions should be encountered properly. The beneficiary group of the farmers which need help should be identified and special services should be provided to them so that they can focus on the income generating activities and the agricultural aspect becomes stronger. Moreover, horticulture and the Animal husbandry are also considered as the aspects of the livelihood generation. Some of the issues like breed improvement, health care units for the animals, and supply of nutritious foods for the animals can be an important issues for the increase in the income generation activities. For the poor and needy people, these activities can be very beneficial but they should be properly adhered. With the help of the increasing and advanced technology marginal farmers and the people who are willing to work and generate income, their interest can be increased which could lead to the development and a good output for the district.

6.4 Concluding Remarks Looking at the district in aggregate it appears that favorable leadership in the inspectional stage turn in to blessing in the form of separate political entity as district. However, district as such is not found exposed fully to its inherent capacity. Examining the data in general and having focus on human development, the district demands special care and the attention. Considering the fact that rural environment is less conducive to aggregate growth plan and relatively inadequate utilization of available resources, the pace for human development is found very slow. Government’s visionary approach and attitude in the last decade has instilled a hope and a momentum little towards meeting unmet needs and challenges for human development. A three-pronged strategy that is exploring the natural potentials, mobilizing available rural resources to rural technology and application of technology in the major spheres like education, health and agriculture would certainly serve as the source and force towards accelerating the pace of development in general and human development in particular.

 Marine cable at Shiyal bet Dream Realized- as outcome of Political will and Bureaucratic Zeal”

Some areas have locational advantages and or disadvantages. Shiyalbet is an island village situated in Jafrabad taluka of Amreli district. It is on Arabian Sea near Pipavav Port. As per last census of 2011, this village has 841 habitat houses with total population of 5096. Technically it was found impossible to electrify the whole village. Both technically and economically electrification of the village was found not viable and feasible. Being located in sea zone and intensive moistures environment in monsoon villages had in written application expressed the dangers of solar power. It was in this content that PGVCL could not complete the task of electrifying the village. On 1st, May of 2008 “Gujarat Gaurav Divas” the then chief minister, declared for electrifying this Shiyalbet through “Marine Cable”. It was in follow up of declaration that PGVCL appointed higher level committee which on 7th August, 2008 sanctioned Rs. 16.14 crores for underground Marine Cable. Despite three times tendering nothing did materialize reality. It was only in Feb. 2013; 4th time online tender was released. It was in this connection that having verified technical and financial components Delight Cable Pvt. Ltd. was assigned with turn fee contract on 18th December 13 valuing Rs. 14.89 Crores. This was the first foremost scientific process initiated towards accomplishment of this task.

Electrification of village Shiyalbet is to carried out in 3 segments. This project “Shiyalbet Electrification Project” is considered as unique one part from technical equipment’s it also required a strong team of navy sailors having skill to handle and manage technical process along with knowledge of tides time and day’s most essential for undertaking and completing the task. The technical team had to face critical time and days of coastal bad weather on account of which the task was upheld for some periods. In February, 2016 the task was carried out further and finally it got ended in the first week of June.
