Hence participation in this State Championship is COMPULSORY.** Note to District Chess Associations: Hence advise all your U-17 players to take part in this State Championship. Last date for entries: 4th May 2017 Rules and Regulations: Age Eligibility Those who are born on or after 1.1.2000 are eligible to participate. Age proof is required. Certificate should be from the Panchayat/Municipality or corporation obtained soon after birth. Players without the date of birth certificate will not be allowed to participate. As per the rules of AICF, only players whose dates of birth are registered within one year of their birth are permitted to take part in respective age group state/nationals. Other country passport holders shall not be allowed to participate in the State Chess Championship. Only Tamil Nadu Players Can participate in this championship Lodging: Dormitory type will be provided to all participants. Players are requested to bring their own beddings. Registration of All the participants of TN State U-17 Chess Championship must be registered players of All Players with India Chess Federation. Those who are already registered with AICF must produce proof AICF: thereof. The AICF Player registration fee for the year 2017-2018 is Rs. 250/-. Entries without AICF registration fee will be rejected. Registration of All the participants at all TN State U-17 Chess Championships are required to register Participants with themselves with TNSCA by paying Rs. 150/- as player registration fee for the year 2017-2018, TNSCA: the players have to submit their Date of Birth Certificate copy and one passport size photo along with the duly signed TN Players' Registration Form. Those have already paid the TNSCA player registration should show the proof at the venue TDCA player Thanjavur District Player’s registration is compulsory for TDCA players. The fee for the year Registration 2017-2018 is Rs.50/- 0nly. Default Time Default time is 15 minutes. Players have to be at their boards within 15 minutes of start of the round. Rules: FIDE rules in force shall apply. System of play: The Tournament shall be conducted as Nine rounds Swiss System. Time Control: 90 minutes each plus 30 seconds increment from the move one. Tie-break Direct encounter, Buchholz Cut 1, Buchholz, Sonneborn Berger and number of wins (forfeit included) tie-break rules will be applied. In case of tie, prizes will not be shared. Chess Clocks: Each Association is requested to provide at least two chess clocks for every four players. An Appeals Committee comprising of three members plus two reserves will be formed at the Appeals managers meeting. All the members and reserves shall be from different districts. No member of Committee: committee can vote on dispute in which a player from his own district is involved and in such case(s), the reserve member takes his place. The decision of the appeals committee is final and binding on all players concerned. Tournament The tournament committee consisting of the General Secretary, TNSCA or his representative, Committee: The Secretary of Thanjavur District Chess Association or his representative and representative from another district to be nominated by the TNSCA shall decide on all emergency matters. Protest: Protest, if any against the decision of the Chief arbiter shall be made in writing with a protest fee of Rs.500/- within 15 minutes of the incident. The decisions of the appeals committee shall be final and binding on all concerned. The protest fee is refundable one if the protest is upheld. Withdrawals: A player may withdraw from the tournament at any stage after informing the Chief Arbiter in writing. Arrears: The players belonging to Districts which are in arrears to TNSCA will not be allowed to take part. Rights of The AICF/ TNSCA / Thanjavur District Chess Association/Ancient Chess Academy reserve the Admission: right to admit / reject any entry without assigning any reason thereof. The AICF/ TNSCA/ Thanjavur District Chess Association/Ancient Chess Academy reserve the rights of admission to the venue and lodging place. Instruction to the As per the rules of AICF only players whose dates of birth are registered within one year of District Chess their births are permitted to take part in respective age group Nationals. Hence Dist. Assns are Associations: directed hereby to forward the names of players whose birth registrations have been done within a year of their births for this TN State U-17 Chess Championship. Wherever discrepancies exist, the matter may taken up with AICF through TNSCA. This will avoid the inconvenience caused to such players when they appear in Nationals. While sending the Entries, District Chess Associations should certify that the players have been duly selected from the selection/District Chess Championship giving details of venue & Date. If such certificate is not sent the entries will be treated as special entries. While you are sending the entry the following details are compulsory: 1. Name with Correct Spelling 2. FIDE ID 3. FIDE Rating (If any) 4. Date of Birth Proof 5. Aicf Regn. Number/Proof 6. TNSCA Regn. Number/Proof 7. Valid Email Id 8. Subject to age stipulation 9 Any player who remits the prescribed special entry fee: : Rs.800/- but has to be recommended by the respective district association 10 TNSCA General Secretary can nominate one entry in each category. 11 Two players in each category, approved by TNSCA will be permitted from areas where no district association exists. 12 The Host Thanjavur District Chess Association is entitled to field one additional entry in each category. 13 If the number of participants at the start of the championship is an odd number, the host Thanjavur DCA can add one more entry to make it even. 14 In addition to the above the following districts can field additional entries by virtue of their Players finishing in top four in the previous TN State U-17 Chess Championships held in 2016 at Erode.
