United Republic of Tanzania Prime Minister's Office UNITED REPUBLIC OF TANZANIA PRIME MINISTER’S OFFICE REGIONAL ADMINISTRATION AND LOCAL GOVERNMENT NAMTUMBO DISTRICT COUNCIL STRATEGIC PLAN FOR YEARS 2014/2015 - 2018/2019 District Executive Director P.O.Box 55 Namtumbo Ruvuma Tel. + 025 - 260 2864/5 Fax. + 025 - 260 2864 Email: [email protected] EXECUTIVE SUMMARY Namtumbo District C ouncil like any other councils in Tanzania is obliged to fulfill its functions as stated in section 111 of the Local Government (District Authorities) Act of 1982, the council requires strategic decision making to trigger sustainable local economic deve lopment through effective implementation of this strategic plan. The district council is influenced by the external and internal changes that have a bearing in efficient operationalisation of the council ’s deliverables . The (201 4/2015 - 2018/2019 ) strateg ic plan is prepared to enhance district c ouncil ability to respond community’s demand and effectively carry out its core functions. The plan is also expected to efficiently optimize the use of the limited and competitive resources while seizing the emergin g development opportunities . Participatory approach was used during preparation of strategic plan whereby a wide range of stakeholders from the council were involved in the process and a systematic decision making with multi stakeholders was done. This was necessary to enhance ownership and acceptability to stakeholders so as to have smooth implementation of the plan. However, in promoting sustainable livelihood of its people Namtumbo District Council has developed the Vision, Mission, core values, strateg ic objectives and t argets which will be implemented to provide a framework in actualization of the (2014/2015 - 2018/2019 ) strategic plan. The Vision: The vision of Namtumbo District Council aim to have a community with high socio - economical services and s ustainable development by 2025. The Mission : Namtumbo District Council intends to provide quality socio economic services to its community through effective efficiency use of resources and good governance for improved living standards. In achieving its Vision and Mission Namtumbo District council has 8 strategic Objectives which are: Improved services and reduced HIV/AIDS infections , Increased quantity and quality of social services and infrastructure , Improved access, quality and equitable social se rvices delivery. Enhanced, sustained and effective implementation of the National Anti - corruption strategy , Enhanced good governance and administrative services , Improved emergence preparedness and disaster management , Improved social welfare, gender a nd community empowerment , Quality and quantity of economic services and infrastructure improved as well as n atural r esource and e nvironment improved . For effective and efficient implementation of the strategic plan the district council has developed core values which provides the does and don’ts during implementation of the plan, the core values are : Integrity , c ourtesy, a ccountability and responsibility, i mpartial , t ransparency and c ustomers focus/driven. W ith respect to implementation, monitoring, e va luation an d review framework; The District Executive Director (D ED), who is the Chief Executive Officer of the Council, shall be responsible and accountable for the imple mentation of the Namtumbo District Council’s 2014/15 – 2018/19 strategic Plan. The D E D, with the support of the Council Management team, shall regularly report to the Fu ll Council with regards to the p lan implementation and its overall performance. University of Cincinnati College of Law, 2010 March 2014 Committee Chair: Laura Jenkins, Ph.D. Abstract Food security is often misunderstood: overlooked in security studies and essentialized as a biological and nutritional issue, or as simply supply not matching demand. Yet, food security rests on underlying social and political questions of power, entitlement, distribution, and access within the food system and land tenure. This dissertation seeks to unearth these underlying social and political questions by examining how external large-scale land acquisitions affect food security and land tenure in the developing African state. This dissertation argues that external large-scale land acquisitions have a primarily negative impact on both food security and land tenure.
