Recommendation of a new international motorsport event 75 12 Appendices 78 ® 124 2 CONFIDENTIAL F 009 - OLD OAST ^OTORSPORT :VENT -EVIEW - .'ANUARY °010 PREFACE In October 2009 I was contracted by the Queensland Government's Department of Communities to undertake an independent review of the 2009 Gold Coast Motorsport Event. The review was to provide a detailed analysis of the circumstances surrounding the failure of the Al Grand Prix to attend the 2009 Gold Coast Motorsport Event and to also provide advice as to whether the Gold Coast Motorsport Event should continue and to consider options to secure a new `headline' international motorsport event. Two staff from the Department of Communities were seconded to assist in the review, Ms Alanna Vaisnys and Mr Michael Rheinberger. I want to thank Ms Linda Apelt, the Director-General of the Department of Communities who was the contract manager for the review , for her support, and Ms Vaisnys and Mr Rheinberger for their significant contributions in supporting me in undertaking the review. CONFIDENTIAL 3 '/'009 'OLD I<OAST 'OTORSPORT VENT EVIEW - JANUARY %010 BACKGROUND AND TERMS OF REFERENCE The failure of Al Grand Prix (A1GP) to meet their contractual obligations to feature at the 2009 Gold Coast Nikon SuperGP resulted in great embarrassment for the event promoter , the Gold Coast Motor Events Company (GCMEC), and the Queensland Government, which contributes $ 11.6 million per annum towards the operating costs of the event. The late notice from A 1 GP that they would not be attending the 2009 event and the failure of GCMEC to have a contingency plan resulted in the intervention of the Minister for Sport, The Honourable Phil Reeves MP, to request V8 Supercars Australia to develop an alternative event program one week before the Nikon SuperGP was to take place. The Queensland Government made a Cabinet decision to commission an independent review of the governance, management and due diligence issues surrounding the failure of Al GP to attend the event. At the time of commissioning, the objectives of the review were to: 1. provide a short contextual history of the Gold Coast Motorsport Event over the past 19 years, including the cost and economic benefit of staging the event 2. provide a description of the circumstances surrounding the staging of the 2009 event and the inclusion of the A1GP and V8 Supercars Australia in the event program 3. provide an analysis of the circumstances , with a focus on governance and due diligence , including the adequacy of contractual oversight and management of the event - in particular, the Al GP sanctioning agreement 4. provide conclusions and recommendations on the implications for government with regard to governance and due diligence for the future staging of the event, and 5. provide advice from an event perspective on future options for a motor racing event on the Gold Coast. At the same time as the Government announced its review of the 2009 Gold Coast Motorsport Event the Auditor-General also announced that he was conducting an audit that would review the event and would also encompass corporate governance and due diligence issues. The two reviews ran side by side until the Government decided to approach the CONFIDENTIAL 4 009 OLD -OAST OTORSPORT :VENT REVIEW - - ANUARY `010 BACKGROUND AND TERMS OF REFERENCE Auditor-General and request him to take responsibility for reviewing all aspects of governance and due diligence contained in the Independent Reviewer's Terms of Reference (points 3 and 4 above). The Auditor-General agreed to take on those responsibilities and an amended Terms of Reference was provided to the Independent Reviewer. They were: 1. Provide a short contextual history of the Gold Coast Motorsport Event over the past 19 years, including the cost and economic benefit of staging the event. 2. Provide a description of the circumstances surrounding the staging of the 2009 event and the inclusion of A 1 GP and V8 Supercars Australia in the event program. 3. Provide advice from an event perspective on future options for a motor racing event on the Gold Coast. Individuals who were interviewed during the review are listed in Appendix 1.     Terry’s Travels TT27-1 Dales/Brands/Nurburgring Aug 20th 2008 Just 13 days back in Yorkshire, it was a rush to see family, friends and service Mercie. There was time for a sunny early Sunday am ride into the Yorkshire Dales with my mate Bob - fantastic as ever. We ate breakfast with ‘our age’ cyclists who were doing a 65 mile spin in the hills and dales. Four and a half quid fuels your body for the day.........Bob chose to ride his BMW R1150 and I used the Yamaha that travels on Mercie. My grandsons have a new hobby - its how quick can Breakfast in Dales BMW & Serow they slim Gramps’ wallet?, an overnight in Blackpool doing it all and it was super effective, in fact I would have to go back to work (that’s a dirty word after 18 years) to keep up with them. We were so lucky with weather that allowed us to cruise there and back with the hood down. A family room overnight in the Hilton with breakfast is to be recommended. A day by the river with just ice creams to buy was fun too. With Mercie serviced and provisioned next was World Superbikes at Brands Hatch. Di’s great nephew Tho- mas was delivered to us on the campsite and enjoyed Dan & James at Blackpool all the fun of the fair, wall climbing and quad bike rid- ing before the main race day on Sunday. One of his highlights was to get a T shirt and best of all a sit on the new Ducati, not just any old bike but the 1098 that is proving so successful in this seasons racing.

    ROUNDS 5 & 6 – SALZBURGRING RACE REPORT TITLE FIGHTS HEAT UP AT HALF SEASON The FIA European Touring Car Cup has passed the half-season mark in Austria and the fight for the different titles is heating up. Winning both races in the TC2T class, despite being pushed at the back of the grid for Race 1 following a technical infringement in qualifying, Nikolay Karamyshev has built a 14-point lead ahead of his team mate Igor Skuz who was eliminated by an incident with a slower car. Michal Matějovský and Christian Fischer took one victory apiece in the TC2 class. However, the reigning champion Petr Fulín has stretched his lead to 22 points over his team-mate Matějovský. In the Single-Make Trophy Aku Pellinen pocketed the maximum score of 23 points (two wins plus the pole position), but thanks to a couple of second places Andreas Pfister remains close, only 11 points behind. Gilles Bruckner disrupted Ulrike Krafft’s winning streak that lasted since the season’s opening meeting at Le Castellet. Claiming a double victory in Austria, Bruckner has closed the gap from the German girl to 15 points. Meanwhile, Krafft has built up a solid 39-point lead in the Ladies’ Trophy. RACE 1 – KARAMYSHEV FROM LAST TO FIRST Relegated to last row by a post-qualifying sanction, Nikolay Karamyshev shone in Race 1, charging up through the field and taking a brilliant win. This was slightly facilitated by the incident on lap 8 that eliminated his team-mate and race leader Igor Skuz, who collided with the Fiesta of Ulrike Krafft that was leading the Super 1600.

Porsche's reputation precedes it at this venue: with 16 overall victories under its belt, the brand holds the record for this, the most famous endurance race in the world. In 2014 Porsche is returning to the top-level class endurance race after a 16-year absence - namely Le Mans Prototypes (LMP1). The new WEC regulations for the LMP1 racing car gives engineers an unusual amount of leeway and demands pioneering technology, such as hybridisation, downsizing engines and consistent lightweight construction. This is all particularly relevant for the development of future generations of factory-spec sports cars.
