  • Human Remains and Mass Violence: Methodological Approaches
5 The disposal of corpses in an ethnicized civil war: Croatia, 1941–451 Alexander Korb Introduction In May 1943, an Italian general who was being held prisoner of war was discussing the course of the war with his colleagues. He was describing an incident that had occurred in the territory occupied by Italy in Croatia and, unknown to him, he was overheard by his British supervisors. The incident concerned the recovery of the corpses of murdered Serbs thrown by the perpetrators – Croatian nationalists – into karst caves, which are typical land formations in that area. ‘The exhumations were a dreadful task’, the general said. ‘Nobody could enter the cave because the rotting bodies stank so badly. One man who we lowered down on a rope fainted and we had to pull him out again.’ 2 It seems that the soldiers were finally equipped with gas masks. During the Second World War, up to 45 million people lost their lives.3 Almost a quarter of them were victims of targeted attacks with the intent to kill and mass murders, rather than armed hostili- ties. While the death of the victims can be said to have been well researched, many historians consider their task completed once the persecuted individuals have perished. Yet the disposal of bodies in cases of genocide is more than just a field where further research is required; even more important is that the treatment of the dead reveals a great deal about the perpetrators, how they saw themselves, and the approach to and nature of their violence. Local Memories of Wartime Violence: Commemorating World War Two in Gospić MILA DRAGOJEVIĆ Department of Politics, University of the South, Sewanee, TN [email protected] VJERAN PAVLAKOVIĆ Department of Cultural Studies, University of Rijeka [email protected] How do dominant state narratives influence commemorative practices in local communities in different historical periods? We address this question by carrying out a study of World War Two commemorations in Gospić in two distinct periods of a political regime transition. The study is based on the documents from the archive of Gospić, articles from the local paper, existing scholarly publications on this area, as well as reports from state institutions and non-governmental organizations. We also photographed standing monuments and graveyards dating back to World War Two, or collected archival images and documentation of those that were removed or destroyed, in a fifty-kilometer radius around Gospić. We show how the narratives, symbols, and rituals that formed part of commemorations of World War Two violence changed when competing political actors attempted to establish their political legitimacy or gain political support. Keywords: commemorative practices, collective memory, World War Two, Yugoslavia, Gospić, Lika suvremene TEME, (2016.) god. 8., br. 1. 67 April is the cruelest month, breeding Lilacs out of the dead land, mixing Memory and desire, stirring Dull roots with spring rain. In the tenth and eleventh century it existed at the intersection of a variety of cultural, political, social, economic, and religious influences – making it a fascinating subject for a study of frontiers and borderlands. Unfortunately few written sources from this period survive, and those that do are often vague or ambiguous. It is the archaeological record, therefore, that provides the best hope for answering the many questions left unanswered by the historical record. The remains of burials – bones and grave goods – are by far the most well- documented archaeological evidence available for medieval Slavonia.

Roma Inclusion in the Croatian Society: a Baseline Data Study Suzana Kunac, KSenija KlaSnić, Sara lalić iPa 2012 Fulfilling conditions for Roma integration on the local/ regional and the national level. This publication was made EuropEan union with financial support from the European Union and the Government Office for Human Rights and Rights of National Minorities. From a Peer revieW by Dr. nenaD Karajić, aSSociate ProFeSSor: “... Scientific in tone and empirical in the multi-layeredness, this book joins the hand- ful of studies of the Roma population conducted so far in Croatia and abroad, which have been singled out as the contextual substratum for current scientific and rese- arch work. Most notable among these are three studies, the 2011 UNDP, World Bank and European Commission study, EU MIDIS I of 2008 and EU MIDIS II of 2016. As the authors inform us in the summary, the entire empirical research was conducted using a threefold analysis. In the first stage, so-called pre-research, mapping was carried out “with the primary goal of establishing the Roma population as a precondition for sampling and descri- bing the community, as well as gathering data on the specificities of the locations inhabited by members of the Roma national minority (e.g. data on the availability of public services, transport connections, access to social events and facilities, utilities infrastructure etc.) The second stage concerned “conducting semi-structured interviews with represen- tatives of the relevant institutions at the level of local self-government units and members of the Roma national minority, as well as conducting seven focus groups with representatives of the relevant institutions at the county level”.

Savo Štrbac CAMP JASENOVAC BEFORE THE INTERNATIONAL COURT OF JUSTICE 1. CAN PERPETRATORS OF WORLD WAR II CRIMES BE TRIED AT THE INTERNATIONAL COURT OF JUSTICE: THE ISSUE OF TEMPORAL JURISDICTION It was as early as July 1999 that Croatia demanded from the International Court of Justice (ICJ),1 a highest judicial body, to declare Serbia guilty of the crime of genocide committed between 1991-1995, in their opinion, by the military, police and paramilitary forces under the direct command of the FRY, i.e., Serbia. Serbia responded with a countersuit in 2010, claiming that 1 The International Court of Justice (French: Cour internationale de Justice; commonly referred to as the World Court or ICJ) is the primary judicial branch of the United Nations. It is based in the Peace Palace in The Hague, Netherlands. Its main functions are to settle legal disputes submitted to it by states and to provide advisory opinions on legal questions submitted to it by duly authorised international branches, agencies, and the UN General Assembly. Established in 1945 by the UN Charter, the Court began work in 1946 as the successor to the Permanent Court of International Justice. The Statute of the International Court of Justice, similar to that of its predecessor, is the main constitutional document constituting and regulating the Court. The ICJ is composed of fifteen judges elected to nine-year terms by the UN General Assembly and the UN Security Council from a list of persons nominated by the national groups in the Permanent Court of Arbitration. The election process is set out in Articles 4–19 of the ICJ statute.
