The aim is to better understand and improve the ways in which culture is incorporated into mental health services in practice. Semi-structured interviews were conducted with 20 clinicians in mental health outpatient clinics in the northern Sami area in Troms and Finnmark County in Norway. The findings show that clinician’s conceptualization of culture influences how they take cultural considerations about their Sami patients into account. To better integrate culture into clinical practice, the cultures of both patient and clinician, as well as of mental health care itself need to be assessed. Finally, the findings indicate a lack of professional team discussions about the role of Sami culture in clinical practice. Keywords: Sami, Norway, qualitative research, mental health service, cultural adaption, indigenous. 2 Assumptions about Sami culture… Introduction Culture matters in mental healthcare because it shapes the experience and expression of mental health problems, as well as health-related beliefs, help-seeking behaviors and ideas about treatment (Helman, 2007; Kirmayer, 2012; Kleinman & Benson, 2006). Cultural differences are often used as an explanation for why minority populations and indigenous people are less satisfied with health services than majority populations (Alizadeh & Chavan, 2016; King, Smith, & Gracey, 2009). -

Foreword The publication of this updated day surgery atlas is an important event for several reasons. The term day surgery covers health services characterised by different issues and drivers. While ‘necessary care’ is characterised by consensus about indications and treatment and makes up about 15% of the health services, ‘preference-driven care’ is based more on the preferences of the treatment providers and/or patients. The preference-driven services account for about 25% of health services. The final and biggest group, which includes about 60% of all health services, is often called supply-driven and can be described as ‘supply creating its own demand’. Day surgery is a small part of the public health service in terms of resource use. However, it is a service that can be used to treat more and more conditions, and it is therefore becoming increasingly important for both clinical and resource reasons. How day surgery is prioritised and delivered is very important to patient treatment and to the legitimacy of the public health service. Information about how this health service is distributed in the population therefore serves as an important indicator of whether we are doing our job and whether the regional health authorities are fulfilling their responsibility to provide healthcare to their region’s population. -

Corporate Governance of Norwegian Health Trusts with Sector Political Goals Daming Jin Master thesis Department of Health Management and Health Economics UNIVERSITY OF OSLO May 15, 2011 SUMMARY Since 2002, the ownership of Norwegian hospitals has been centralized to the state. The four regional health authorities are responsible for the management of the hospitals, and the actual performance is done by the subsidiary health trusts (or HFs). As state-owned enterprises with certain sector political goals, the corporate governance of the health trusts is not exactly the same as private enterprises which mainly pursue pure business goals. The survey which the thesis uses investigates the HF board members’ opinions on some issues of sector political goals and corporate governance. The main purpose of this thesis is to find the differences of the opinions among different groups of HF board members, and to study whether the differences are consistent with relevant theories such as motivation and management theories. The data of the thesis is based on a questionnaire of the survey program Management of State-owned enterprises with sector political goals. The respondents of the survey cover all HF board members who are the target population of my research. Several quantitative methods, such as descriptive statistics and non-parametric tests, are chosen to detect the HF board members’ opinions and the differences of their opinions on the issues of sector political goals and corporate governance. The analyses mainly show that, the appointed board members with macro and broad perspective pay more attention to sector political goals than the employee representatives with micro and specific perspective do. -

Response of the Norwegian Government to the Report of the European Committee for the Prevention of Torture and Inhuman Or Degrad
CPT/Inf (2019) 22 Response of the Norwegian Government to the report of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) on its visit to Norway from 28 May to 5 June 2018 The Norwegian Government has requested the publication of this response. The CPT’s report on the May/June 2018 visit to Norway is set out in document CPT/Inf (2019) 1. Strasbourg, 28 June 2019 Response of the Norwegian authorities to the report of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment’s (CPT) periodic visit to Norway from 28th May to 5th June 2018. Item 7 - The CPT trusts that the Norwegian authorities will take all necessary steps to ensure that, also in the future, visiting delegations of the Committee will have unrestricted access to medical files in all types of establishments where persons may be deprived of their liberty, as had been the case during this and all previous visits by the CPT to Norway. Reply: Norway's interpretation of Article 8, paragraph 2, sub-paragraph (d) of the Convention is that it entails no obligation to grant the Committee unlimited access to documents and information, regardless of Norwegian rules of confidentiality. Both Article 8, paragraph 2, sub-paragraph (d) of the Convention and paragraph 64 of the Explanatory Report to the Convention acknowledge that member States have different rules concerning disclosure of information, and it is stated that the Committee shall take such rules into consideration when seeking information. -

Design Cross‐sectional nation‐wide study. Setting Norway. Participants One hundred and seven patients who died during OAT (i.e. within 5 days after the last intake of OAT medication) between 1 January 2014 and 31 December 2015, with postmortem femoral blood available for toxicology. Data were collected from hospital records, the Norwegian Cause of Death Registry and autopsy reports. Measurements Presence of alcohol and non‐alcohol substances in the bloodstream postmortem, determined through records of toxicology of postmortem femoral blood.
