    61 Chapter 4 Vietnam and the South China Sea in the post-arbitral award period Do Thanh Hai & Nguyen Vu Tung Introduction The momentum created by the arbitration award of 12 July 2016 seems to be wane. Though winning the case, the Philippines under President Rodrigo Duterte deliberately shun away from making full use of the judges’ decisions to court China for improving bilateral relations. At the same time, ASEAN as a group became less active and cohesive on the consolidation of its position with regard to the South China Sea issue. These new developments seem to have left Vietnam to the forefront, facing increased pressure from China in the South China Sea. Despite the unfavourable ruling of the arbitral tribunal, China continues to cement its strategic footing through large-scale land reclamation and construction of dual-use facilities in the Paracels and Spratlys. Beijing changed its approach. While strengthening its foothold in the South China Sea, it gets more active in negotiating a code of conduct (COC) and promoting the Belt and Road Initiative. Amidst China’s new wave of charm offensive, the smaller South China Sea claimants, including Vietnam, have faced a dilemma of whether to acquiesce to China’s posture or stand up against it and suffer indefinable consequences. The paper focuses on the case of Vietnam as a South China Sea claimant in the post-arbitral award phrase. The paper is structured into three major parts. First, it assesses the situation in the South China Sea from the Vietnamese perspective, identifying challenges and risks emanating from a new strategic landscape.

The Committee decided to hold its fourth Congress in the first half of 1991. Prensa Latina said the specific date will be announced on March 15. The party held its first congress in 1975. The party itself will be overhauled, and so will the government, assemblies at the local and national level and the Cuban Federation of Women. Cuba has declared the Hurricane Alarm Phase today in seven provinces in the country, with 5.2 million people (46% of the Cuban population) affected. More than 1,130,000 people (10% of the Cuban population) are expected to be evacuated to protection centers or houses of neighbors or relatives.     August-September 2017 Cuba in Angola: an old and lucrative business of the Castros Recently it was reported that Angola had rejected the services of 189 Cuban medical “collaborators” (workers).1 It seems unusual within the framework of “fraternal ties”2 between the African country and Cuban for more than four decades. No cause has been given, but it can be surmised from Angola’s difficulties in keeping up with payments for the services. After the Cuban military intervention in Angola ended (1975-1991), the “collaboration” seems to have resurfaced in 2007, when 60 Cuban doctors (surgeons, pediatricians and other specialists) were sent to Angola.3 Cuba's export services to Angola then grew under successive agreements surrounding top-level exchanges, beginning with Angolan President José Eduardo dos Santos official visit to Cuba in September 2007. At the time, Angola, the second largest oil producer on the African continent, was reaping abundant oil revenues. Angola soon began to pay the financial price of falling Raúl Castro of Cuba and longtime president 4 of Angola, Jose Eduardo dos Santos. oil prices, yet the number of Cuban workers there (The News International.) grew significantly. In 2013, 47 water experts,5 219 educators6 and 800 Cuban doctors7 were reportedly working in Angola, and the Cuban medical teams were composed of a physician, statistician, and a nursing specialist providing assistance in 70 municipalities.8 In mid-2014, it was reported that 4,000 Cuban collaborators were in Angola ¾1,800 in health and 1,400 in education¾9 and that 1,779 Angolans were in Cuba studying for their university degrees, especially in medicine.10 (It is understood that the Angolan government pays Cuba for all these services.) In 2015, problems surfaced.

The Paris Agreement of 27 January 1973 was intended, at least by some of its authors, to end the war and to bring peace to Vietnam and Indochina. Studies on the Agreement have gen­ erally focused on the American retreat from Vietnam and the military and political consequences leading to the fall of Saigon in April 1975. This study will seek to explore a number of questions which remain controversial. It addresses itself to considering whether under the circumstances prevailing between 1973 and 1974 the Paris Agreement could have worked. In the light of these circum­ stances it argues that the Agreement sought to establish a frame­ work for future stability and economic development through multilateral aid and rehabilitation aimed at the eventual survival of South Vietnam.

Compared to the Asian and African scenario it is found that, world has already experiencing a widespread diffusion of such activities for sustainable development. Whether science journalism is one of the numerous casualties in the media meltdown in the world is the most pertinent question of the last decade of 21st century. This study involved a survey of 14 most circulated English newspapers from 14 selected Asian countries with 14 different news agency from each country and their dependency were analyzed. Similarly, for African countries, 14 another circulated English newspaper from 14 selected African countries with 14 another news agency were listed and the dependency of those newspapers for science news and all other news were critically analyzed and lastly compared with Asian countries.
