Comments Councillors are concerned about rainwater run off coming from the top of the site down the long straight road and out onto the B1113, where there is already a regular flooding problem. Councillors agreed that it was important that mitigation measures were clarified as part of Reserved Matters.

Planning Application DC/19/01793 – Land at Blackacre Hill, Bramford Road, Great Blakenham: Archaeology

This site lies in an area of archaeological interest recorded on the County Historic Environment Record and has good potential for the discovery of important unknown heritage assets of archaeological interest in view of its proximity to known remains and also given the landscape setting on the edge of the flood plain of the River Gipping that is topographically favourable for early occupation. A ring ditch, probably the remains of a Bronze Age barrow, is recorded by air photography within the proposed development area (HER no. BLG 001). Archaeological evaluation at this site has identified a corresponding ditch containing prehistoric pottery and therefore appears to verify this interpretation. As a result there is a high probability of encountering further prehistoric remains, including human burials, as this site. Neolithic, Iron Age and Roman features, and also medieval settlement remains have been defined by trenched evaluation and excavation immediately to the north of this site (BLG 017 and BLG 024). Two Roman ditches containing a large amount of pottery were also identified during recent archaeological investigations within the development area itself. As a result, there is high potential for the discovery of further below-ground heritage assets of archaeological importance within this site, and groundworks associated with the development have the potential to damage or destroy any archaeological remains which exist.

There are no grounds to consider refusal of permission in order to achieve preservation in situ of any important heritage assets. However, in accordance with the National Planning Policy Framework (Paragraph 141), any permission granted should be the subject of a planning condition to record and advance understanding of the significance of any heritage asset before it is damaged or destroyed.

In this case the following two conditions would be appropriate:

1. No development shall take place within the area indicated [the whole site] until the implementation of a programme of archaeological work has been secured, in accordance with a Written Scheme of Investigation which has been submitted to and approved in writing by the Local Planning Authority.

The scheme of investigation shall include an assessment of significance and research questions; and: a. The programme and methodology of site investigation and recording b. The programme for post investigation assessment c. Provision to be made for analysis of the site investigation and recording d. Provision to be made for publication and dissemination of the analysis and records of the site investigation e. Provision to be made for archive deposition of the analysis and records of the site investigation f. Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation. g. The site investigation shall be completed prior to development, or in such other phased arrangement, as agreed and approved in writing by the Local Planning Authority.

2. No building shall be occupied until the site investigation and post investigation assessment has been completed, submitted to and approved in writing by the Local Planning Authority, in accordance with the programme set out in the Written Scheme of Investigation approved under part 1 and the provision made for analysis, publication and dissemination of results and archive deposition.

REASON: To safeguard archaeological assets within the approved development boundary from impacts relating to any groundworks associated with the development scheme and to ensure the proper and timely investigation, recording, reporting and presentation of archaeological assets affected by this development, in accordance with Core Strategy Objective SO 4 of Mid Suffolk District Council Core Strategy Development Plan Document (2008) and the National Planning Policy Framework (2012).

INFORMATIVE: The submitted scheme of archaeological investigation shall be in accordance with a brief procured beforehand by the developer from Suffolk County Council Archaeological Service, Conservation Team.

I would be pleased to offer guidance on the archaeological work required and, in our role as advisor to Mid Suffolk District Council, the Conservation Team of SCC Archaeological Service will, on request of the applicant, provide a specification for the archaeological work required at this site. In this case, an archaeological excavation will be required before any groundworks commence.

Comments regarding Surface Water (SW) drainage and local flooding from Suffolk County Council Floods and Water Management Team

I have reviewed the following submitted documents and recommend a holding objection at this time. 1. Application form 2. Illustrative layout and block plan 3. Proposed Phasing layout 4. Proposed Site plan

This is because: • I am unable to assess whether the drainage basin (lagoon) and open spaces now shown on the submitted layout are sufficient for the required SW drainage to serve phases 2 and 4. • The development is therefore likely to cause increased flood risk and pollution contrary to National and local Planning policy. • No further soakage test results, design calculations or plans for the proposed drainage as required by condition 6 have been submitted . • Infiltration type drainage would need to be at least 5m from Buildings and highways. This may affect the layout. • The Drainage basin shown in the FRA and addendum submitted with the outline application 2351/16 was much larger and worked in conjunction with deep trench soakaways, some sited in adjacent phases. • A “balancing lagoon” is normally used to attenuate flows to watercourses, however the first choice destination is for rainwater harvesting/ infiltration into the ground (subject to ground investigations and soakage tests)

I have attached a copy of the FRA addendum submitted as part of 2351/16 which includes a SW strategy plan showing a much larger basin . This is based on limited

soakage testing which may overestimate soakage.

To enable us to withdraw our objection I would suggest the SW strategy plan (and basin and soakaway size requirements) needs to be revised to take account phasing proposals and the results of further soakage tests and design calculations - as set out in condition 6 .

Documents normally required to be submitted with each type of application are shown in the following table (from SCC Guide -see link below)

Those highlighted have not been received and should be submitted in support of the application.
