CONFERENCE OPENING Dear Friends, Today, countries are in a global race that gets faster and faster. I am not a political scientist - as an art collector I like to use art when I speak about global challenges. Let me use the famous photographer Andreas Gursky’s “Boxenstopp” as an analogy. A pit stop in Formula 1. One team is blue and yellow. This is Ukraine; these are Ukraine’s colours. What is the Ukrainian team doing? I believe - reforms. In the global race, reforms are pit stops allowing you to change and speed up. Some countries which were slow before improve their position. Like cars that put on the right new tires and fill up with the right amount of gasoline, they can overtake others. Others put on the wrong equip- ment or lose too much time in the pit stop and fall behind. I hope Ukraine’s team will be successful. And I hope for all of us this conference will be an intellectual pit stop where we refuel and re-equip ourselves, take in new energy and ideas, to help all our respective countries become smarter, better, more productive, more just. For this, we have fantastic speakers with us in Yalta, political leaders, business leaders, social leaders, intellectuals. I look forward to our discussions. During a public meeting on 20 July between Reporters Without Borders and members of the Ukrainian parliament’s Committee of Enquiry into Freedom of Expression, parliamentarian Andrei Shevchenko deplored not only the increase in press freedom violations but also, and above all, the disturbing and challenging lack of reaction from the government. The data gathered by the organisation in the course of its monitoring of Ukraine confirms that there has been a significant increase in reports of press freedom violations since Viktor Yanukovych’s election as president in February. NATO Parliamentary Assembly Assemblée parlementaire de l’OTAN INTERNATIONAL ELECTION OBSERVATION MISSION Ukraine — Presidential Election, 17 January 2010 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The first round of the 17 January presidential election in Ukraine was of high quality and showed significant progress over previous elections. This election met most OSCE and Council of Europe commitments. Civil and political rights were respected, including freedom of assembly, association and expression. Election day was conducted in an efficient and orderly manner. This election saw a diverse field of candidates representing alternative political views, offering a genuine choice to the electorate. Candidates were able to campaign freely across the country without impediment. The campaign period was generally calm and orderly. Unsubstantiated allegations of large-scale electoral fraud negatively affected the pre-election atmosphere and voters’ confidence. In contradiction with the law, administrative resources were misused by candidates in official positions. More transparent campaign financing is necessary during the pre-election period. By voting in large numbers and freely expressing their will, Ukrainians have shown the desire to decide on the course of the country. The intertwining of political and economic interests had a negative influence and undermined public confidence in the political process, posing a challenge for Ukraine’s leadership. Election rules have to be set clearly and should not be a permanent subject of discussion. Regrettably, a unified election code has not yet been adopted in Ukraine. The existing election law as amended in August 2009 was a step backward compared to previous legislation. As a result, the legal framework remains unclear and incomplete. -

UKRAINE: Gongadze convictions are selective justice Tuesday, March 25 2008 EVENT: The Gongadze file is not closed until the instigators of his murder have been held to account, Council of Europe rapporteur Sabine Leutheusser-Schnarrenberger said on March 19. SIGNIFICANCE: The three-year trial of three former policemen accused of killing journalist Georgii Gongadze has ended in jail terms of 12-13 years, but inside and outside Ukraine there have been calls for the investigation to move onto those behind the murder. One of the main factors why former supporters are so disillusioned with President Viktor Yushchenko -- who now has approval ratings of just 10% -- rests on his poor handling of the investigation of a murder that he promised as a matter of honour to resolve. ANALYSIS: The origins of the November-December 2004 wave of protests against election fraud that became known as the Orange Revolution lie in the 'Kuchmagate' crisis of four years earlier. In November 2000, Socialist Party leader Oleksandr Moroz, an opponent of President Leonid Kuchma while Moroz was parliamentary speaker in 1994-98, revealed to parliament tapes made in the president's office. They were part of hundreds of hours recorded by a Security Service (SBU) officer in the presidential guard, Mykola Melnychenko, in 1999-2000. Melnychenko was working for former SBU Chairman Yevhen Marchuk, who had a poor relationship with the then SBU head, Leonid Derkach. Marchuk accused Derkach and the SBU of involvement in Ukraine's illegal arms trade, and campaigned in the 1999 elections on an anti-Kuchma platform. The compromising intelligence on the tapes could have been used to force Kuchma to step down early and appoint a strongman, such as Marchuk, just as power was transferred in Russia from President Boris Yeltsin to Vladimir Putin in 1999-2000. -

Ukraine: Current Issues and U.S. Policy Steven Woehrel Specialist in European Affairs February 12, 2015 Congressional Research Service 7-5700 www.crs.gov RL33460 Ukraine: Current Issues and U.S. Policy Summary A pro-reform, pro-Western government has emerged in Ukraine after the collapse of the government of Ukrainian President Viktor Yanukovych on February 21, 2014. Russia responded to the change of government in Kyiv by seizing Ukraine’s Crimea region and annexing it on March 18, 2014. Since April 2014, armed pro-Russian separatists have seized parts of the Donbas region of eastern Ukraine, which was made possible by men, weaponry, and leadership from Russia. A cease-fire agreement signed in Minsk, Belarus, in September 2014 failed to halt the fighting. After a summit meeting of the leaders of Russia, Ukraine, France, and Germany in Minsk, the sides agreed on February 12 on a new cease-fire to take effect on February 15. Ukraine has long-standing problems in attracting foreign investment, in part due to rampant corruption and other shortcomings in the rule of law. The war has added to these problems, including the destruction of infrastructure in the Donbas region and a steep drop in the value of Ukraine’s currency. On February 12, 2015, the International Monetary Fund (IMF) and Ukraine agreed on a new loan package of $17.5 billion to Ukraine, bringing the total IMF commitment to Ukraine to $22 billion over four years. In 2014, the European Union unveiled an 11.1-billion- Euro (about $15.5 billion) aid package for Ukraine and is considering further funding. -
