Job Title: Lay Development Adviser

Reports to: Training Team Leader

Salary: £39,000 to £45,000 p.a. subject to experience and qualifications

Hours: Full time – 35 hours per week

Purpose Statement As a member of the Training Team, to co-ordinate, champion and develop all aspects of lay ministry and to enable the provision of adult lay education and training to support the mission and ministry of the Church in this Diocese.

Reporting Structure At present, the administrative support for our Lay Training is provided by two part-time administrators. These are paid posts in the Mission & Ministry Team.

The LDA is also responsible for recruiting and supporting a team of volunteer tutors and two volunteer co-ordinators of our Pastoral Assistant and Evangelism courses.

Nature and Scope

The , ‘the in East and ,’ is led by the , assisted by three Area Bishops (Barking, Bradwell and Colchester) and seven Archdeacons.

The Diocese covers more than 1,500 square miles that stretches from the East coast to the Thames and ranges from countryside to towns and suburbs. It comprises five East London boroughs, the county of Essex, and the unitary authorities of Southend and Thurrock. Chelmsford is the second largest diocese in England with a population in excess of 3.2 million people, 469 parishes, 316 benefices, 579 churches, 139 church schools with around 500 clergy and 200 Licensed Lay Ministers.

We are focussing our strategic development around Transforming Presence, details of which can be found at www.transformingpresence.org.uk. A core aspect of Transforming Presence is the on-going task of Reimagining Ministry which depends on developing the leadership capacity of all who have responsibility for the life and wellbeing of each local congregation. As part of this work, we have seen a considerable diversification of authorised lay ministries with different training provisions. For example, the ministry of Authorised Local Preachers is supported by on-the-job, rather than up-front training.

Principal Accountabilities 1. Advocate for lay ministry issues and policy development. 2. Overseeing the selection, training, licensing and CMD for licensed lay ministers in partnership with St Mellitus College, as laid out in the Partnership Agreement and in liaison with the DDO and Training team. 3. Teaching, as stated in the Partnership Agreement as part of the core staff of St Mellitus College. 4. Managing all aspects of the provision and development of Education for Discipleship. This currently includes the Course in Christian Studies, Access Courses and the Lent Programme. 5. Recruitment, training and resourcing of CCS course tutors, both face-to face and online. 6. Supervising the work of the Lay Training Administrator. 7. Cooperative working with colleagues in the Training Team to ensure appropriate education and training provision for all in ministry.

2 8. Supervising and co-ordinating the work of the training co-ordinators of current and emerging forms of authorised ministry. (This currently includes Pastoral Assistants, Evangelism Enablers, Lay Funeral Ministers, Authorised Local Preachers, Spiritual Companions and Lay Pioneers). 9. Promotion of lay ministry and training courses, including attendance at vocations events, Sunday visits and production of publicity. 10. Management of the content of lay education and training pages on the website. 11. Consultation about the lay training budget with the Dean of Mission, Ministry and Education. 12. Working with deaneries, parishes and incumbents in relation to the Adviser’s responsibilities. 13. Encouraging the development and provision of short courses in response to local needs. 14. Monitoring and evaluating the accessibility and effectiveness of the provision for lay development. 15. Membership of the Reader/LLM Working Group. 16. Responding to queries and giving information about courses and resources 17. Other duties as agreed with the Co-ordinator of the Training Team.

Wider Networks 18. To keep informed of the developments in the wider church and society about adult education and theology. 19. Attend the national Anglican events on discipleship and lay ministry and maintaining networks with colleagues in other dioceses. 20. Working with others to ensure that there is equal educational and training provision for clergy in leadership and mission.

Key Relationships Internal  The other members of the Central and Area Adviser Teams, particularly the Dean of Mission Ministry and Education and the Training Team.  Staff in the Diocesan Office.  The Diocesan bookshop.  The leader of the Barking Programme and other learning hubs in Barking Episcopal Area,  Volunteer tutors and facilitators and the Reader/LLM Working Group.

3 Person Specification This position is open to suitably qualified lay and ordained applicants.

1. An authorised lay or ordained Christian minister in good standing with their denomination with a deep personal faith in Jesus Christ and a good working understanding of Anglican parochial ministry and mission. This is a genuine occupational requirement because of the responsibilities in education and formation of ordained and lay ministers. 2. Be committed to mission and partnership in ministry with experience in forming disciples who make disciples that is sensitive to the differing needs and opportunities in urban, multi- cultural, suburban and rural contexts. Experience of working with the diverse theological, spiritual and liturgical traditions of the Church of England. 3. Be theologically qualified* and committed to developing their own learning, particularly in the fields of theology, education and adult learning. 4. A reflective practitioner (with skills and experience in theological reflection) who can help others reflect on their practice. 5. Be competent in the design of learning material and facilitating contextual learning in groups, teams and individuals 6. Be capable of modelling and enabling participation in collaborative patterns of education 7. Be flexible and capable of adaptability in times of change 8. Have the ability to inspire, encourage and support others 9. Administratively able with attention to detail in organising events, record keeping and evaluation. 10. Computer literate with the ability to use MS Word, PowerPoint and email. Able to handle normal office functions including correspondence and filing. 11. A car driver who holds a valid current driving licence and willing to use own car. This is an essential requirement excepting in cases where the (prospective) post holder has a disability under the terms of the Equality Act, where a reasonable adjustment could be accommodated.

*The post holder must meet the requirements St Mellitus’ College and to teach at Level 4 and 5 (undergraduate) on their programmes. A BA in Theology is required and an MA is desirable.

4 Outline of Terms and Conditions

Role Lay Development Adviser

Responsible to Training Team Leader

Salary £39,000 to £45,000 p.a. subject to experience and qualifications.

Hours 35 hours per week. Normal office hours are 9am to 5pm, Monday to Friday. However, given the nature of the role, there is a requirement for flexibility to provide training at the weekend and evenings.

Pension Enrolment in the Church Workers’ defined contribution scheme (a non- contributory scheme with an 11% contribution by the Board). Clergy may opt to remain in the Clergy Pension scheme subject to a salary sacrifice arrangement.

Annual Leave Twenty-five days plus public holidays (pro rata), rising to twenty-nine days after 5 years continuous service.

Probation Period 6 months.

Notice Period 1 months’ notice for the first 6 months. Upon successful completion of the probationary period you will be required to give 3 months’ notice.

Expenses Working expenses are paid at the Diocesan rates to be agreed with the Co- ordinator of the Training Team

Base Diocesan Office, 53 New Street, Chelmsford, CM11AT. The post holder will be required to work at other locations within the Chelmsford Diocese in line with the requirements of the role.

Contract The contract of employment will be with the Chelmsford Diocesan Board of Finance (CDBF).
