The Ministry of Housing & Urban Affairs has approved and released funds for implementing urban infrastructure projects in Tamil Nadu under its various schemes, viz., Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart Cities Mission (SCM), Page 1 of 2 Heritage City Development and Augmentation Yojana (HRIDAY), Swacchh Bharat Mission – Urban [SBM (U)], Urban Infrastructure Development in Satellite Towns around Seven Mega Cities (UIDSST), Urban Transport (UT), Pradhan Mantri Awas Yojana-Urban [PMAY (U)] and Jawaharlal Nehru National Urban Renewal Mission (JnNURM). Under AMRUT, the Ministry of Housing & Urban Affairs does not approve projects for individual cities but accords approval to the State Annual Action Plans (SAAPs) only. Selection, approval and implementation of individual projects is done by State Government. Further, the Ministry of Housing & Urban Affairs does not release central share of funds city-wise, but funds are released State-wise.

About 70% of the urban population resides in 4682 rapidly growing urban agglomerations and cities with a population of over 100,000, including 53 cities with a population of more than a million. Growth in the remaining small towns was nominal. The contribution to GDP from the urban areas is expected to increase to about 75% as the proportion of urban population reaches 40% of the total population by 2030. 2. Urban water supply in India is characterized by intermittent water supply (often for a couple of hours in a week) and low coverage, high nonrevenue water, and poor cost recovery. No city in India can claim for universal coverage with continuous pressurized water supply. The service levels are even lower in small towns, which have been upgraded from village character to a town. These small towns mostly depend on local groundwater sources with no treatment and no planned hydraulic networks. The small town local bodies have been struggling with limited financial resources further aggravated by a lack of competent and skilled human resources capable of delivering services expected from a fully functional water utility. 3. The investment in urban infrastructure3 up to the year 2031 was estimated at $53.5 billion for water supply and $40.5 billion for sewerage services at 2009–10 prices.

A field study was carried out in the Kolar Gold Field mining residential area. The residents of the study area depend on bore wells and resort to septic tanks for disposal of domestic waste. The main objective of this study is to assess the impact of septic tanks/low cost sanitation systems on groundwater and soil environment in the unsaturated zones of the soil. The hydraulic conductivity of the soil in the study area varied from 0.13 to 0.31 m day-1. Higher concentration of nitrates and chlorides in well waters show that groundwater is getting contaminated with on-site sanitation effluents. Higher concentrations of major metals, salts and gases were also observed because the geology of the particular area has influence on the quality of water. Based on the investigations, appropriate technological options are proposed.
