CAS004001) DISCHARGER DISCHARGE LOCATION RECEIVING WATER City of Arcadia, MS4 Outfalls within the Los Los Angeles River City of Bradbury, Angeles River Watershed and San Gabriel River City of Duarte, San Gabriel River Watershed City of Monrovia, City of Sierra Madre, County of Los Angeles, Los Angeles County Flood Control District The Rio Hondo / San Gabriel River Water Quality Group (Group) have been implementing an Enhanced Watershed Management Program (EWMP) pursuant to Part VI.C of the Los Angeles County MS4 Permit (NPDES Permit No. CAS004001; Order No. R4-2012-0175 as amended by State Water Board Order WQ 2015-0075 and Order No. R4-2012-0175-A01). The Group’s EWMP became effective on April 21, 2016 upon its approval by the Los Angeles Water Board. The EWMP was modified on November 21, 2017 to incorporate changes in the program’s milestone completion dates. On March 30, 2018, the Group submitted proposed modifications to its EWMP in the form of a Revised Enhanced Watershed Management Program or rEWMP (hereinafter referred to as Proposed Revised EWMP). The Proposed Revised EWMP entails extensive and significant modifications to the Group’s existing EWMP, including an updated Reasonable Assurance Analysis, changes to watershed control measures, and changes to compliance schedules. These tools will be used to inform development of flow criteria that sustain specific species, habitats, and beneficial uses. This toolkit may be used to develop policies on how to balance the need for local water supply and still support beneficial uses. In the near term, the outcomes of this analysis can inform decisions associated with proposed wastewater change petitions and stormwater management programs. In the longer term, the outcomes could inform decisions regarding the ability to support beneficial uses not currently supported, in combination with broader restoration planning efforts.

WASHINGTON CHIEF EXECUTIVE OFFICER FROM: JAMES DE LA LOZA � CHIEF PLANNING OFFI� SUBJECT: CONTRACT AWARD FOR THE RIO HONDO CONFLUENCE STATION FEASIBILITY STUDY ISSUE At the December 2018 meeting, the Board approved Motion 15.1 (Attachment A) to conduct a feasibility study of a potential West Santa Ana Branch Transit Corridor (WSAB) station at the confluence of the Los Angeles River and the Rio Hondo Channel (Attachment B). This Board Box provides an update on the contract award and milestone schedule for the feasibility study. DISCUSSION Staffutilized Metro's Planning bench to procure and release the competitive Request for Proposal (RFP) for the feasibility study. Upon completion of the interview process, staff selected STV Incorporated to provide technical services to conduct the feasibility study, with a contract award date of January 2020 in the amount of $871,162.25. As directed by Board Motion 15.1, the feasibility study is anticipated to be completed within 24 months, in parallel with the completion of the WSAB Final EIS/EIR. Metro staff is currently preparing the technical studies and chapters for the WSAB Draft EIS/EIR, with an anticipated release in late 2020. This feasibility study will build upon the WSAB work and utilize the environmental analysis from the Draft EIS/EIR. Key milestone dates for the study are outlined below.     Section 5.7 Geology and Seismic Hazards SECTION 5.7 GEOLOGY AND SEISMIC HAZARDS This section describes the City of Buena Park’s existing geologic, seismic, and soil conditions, and the existing Federal, State, and local regulations with which development must comply. Geologic and seismic impacts that could result from implementation of the proposed General Plan Update are identified, and where appropriate, mitigation measures are recommended to avoid or lessen impacts. 5.7.1 EXISTING SETTING This section identifies existing earth resources, and seismic and geologic hazards within the City. Earth resources in this context include geologic and soil conditions. GEOLOGY Regional Conditions The City of Buena Park is located in the southeastern section of the coastal plain of Los Angeles and Orange counties. Specifically, Buena Park is located within the central lowland coastal plain of Orange County, which stretches northeasterly from the vicinity of Irvine, beyond Santa Ana and Garden Grove, and into Los Angeles County. The central lowland comprises the Downey and Tustin Plains, an approximately 300 square mile area. The coastal plain of Los Angeles and Orange counties is bounded by the Santa Ana Mountains, and the areas of Elysian, Repetto, and Puente Hills to the northeast; the Santa Ana Mountains to the southeast; the San Joaquin Hills to the south; and the Pacific Ocean on the west. The primary rivers traversing this coastal plain include the Los Angeles, San Gabriel, Rio Hondo, and Santa Ana rivers. The Rio Hondo River flows in a southwest direction across the coastal plain and merges with the Los Angeles River.
