Executive Report Title of Document in Arial Regular 12pt 2013 was a year of positive change within FIBA Oceania. The organisation delivered enhanced development

and governance support to its 21 Member Federations, continued to improve its position on the

international basketball stage, welcomed new leadership, and has maintained its strong leadership and focus on strengthening basketball within the Oceania zone. Title of Document in Arial Regular 12pt The Oceania zone boasted a busy tournament schedule in 2013. Australia won the FIBA Oceania Championships , held in Auckland, New Zealand and Canberra, Australia, in both the men’s and women’s

competitions. As a result, both teams have qualified for the FIBA 2014 World Championships, and New Title of Document in Arial Regular 12pt Zealand will take the second FIBA Oceania position at the FIBA 2014 Men’s World Cup.

FIBA Oceania have been active supporters of the new FIBA Competition Calendar which will see competition opportunities expand for FIBA Oceania’s Countries to compete with Asian Federations for FIBA World Cup qualification. This now presents a real pathway for all FIBA Oceania members with the Gold and Silver medallist at the 2015 earning places in the 2017 Asia/Oceania qualification series.

The FIBA Oceania Pacific Senior Championships were held in Porirua, New Zealand. Australia won the Women’s Championship and New Zealand Maoris won the Men’s Championship. In addition to the spectacular play, two clinics were held in parallel to the competition: a FIBA Referees Clinic was led by FIBA Referees Director Lubo Kotleba and supported by Ken Coulson and Albert Joseph; and a Coaches Clinic was led by World Association of Basketball Coaches President Patrick Hunt along with Michael Haynes, Annie La Fleur and Peter Lonergan for eight participants from New Zealand, Samoa, Tahiti, Papua New Guinea and New Caledonia.

The Australian Youth Olympic Festival 3x3 competition took place in Sydney’s iconic Darling Harbour with Australia welcoming a host of strong teams from New Zealand, Great Britain, China, Indonesia, Japan and Oceania representative Guam. The three on three style of play is a high intensity format and was a definite highlight of the Festival. The finals of both the men and the women had Australian Green and Gold teams vying for the gold and silver medals. Both Guam and New Zealand have actively supported FIBA 3X3 Basketball World Championship opportunities.

FIBA Oceania’s Under 17 Championships were held in front of great crowds in Knox , Australia with Australia qualifying both their men’s and women’s teams for the FIBA World Under 17 Championships. Also noteworthy, was the participation by the FIBA Oceania All Stars men’s and women’s teams in the Australian Junior Country Cup in Albury, Australia.

The Oceania region had a high level of international referee representations this year, with Vanessa Devlin, Sarah Carey and Riannan Delatorre of Australia joining Timoci Solilada of Fiji and Felix Benavente of Guam in becoming FIBA Licensed Officials. Peter Rodgers of New Zealand and Albert Joseph of Australia were also recognised as new Technical Commissioners of FIBA.

This year improved governance measures and heightened activities were implemented within many National Federations. Employment of a National Basketball Development Officer within each Federation remains a key priority of the FIBA Oceania Board, and in 2013 11 National Basketball Development Officers were employed through nine Member Federations.

With financial support from the Australian Government, the organisation facilitated a National Basketball Development Officer training program in Coffs Harbour and then Sydney. Following these sessions, Zone DevelopmentTitle of DocumentManager, andin Arial former Regular Australian 12pt Opal Annie La Fleur, travelled extensively through the Pacific to view first hand how the information learnt has been implemented within each of the Federations. She visited Papua New Guinea, Vanuatu, Solomon Islands, Fiji, Kiribati, Samoa, Marshall Islands, , Palau, Guam and Tonga over the course of the year. Federation prepares to host the 2015 Pacific Games.

Title of Document in Arial Regular 12pt “As an islander myself (I was born in Papua New Guinea) I felt proud and fortunate to be given the opportunity to travel through the Pacific and share my experiences and knowledge with the greater basketball community. Workshop in Australia (Coffs Harbour and Sydney) funded by Australian Government gave me the opportunity to travel to their countries to see what the NBDO’s had implemented into their programs from the workshop.

My trip to Kiribati was especially rewarding. Prior to my departure I had be advised that life was hard in Kirabati, and upon seeing it first hand, I would agree. However, I experienced immense fulfilment when I saw the faces of both the children and adults when they were playing basketball, and I was reminded how much of a wonderful resource this game is, as it can help to make the constant struggle that is life in the islands just that little more enjoyable. “

In cooperation with and the Australian Government, FIBA Oceania secured a significant grant to undertake the Pacific Sports Partnership Program, which will use basketball to help improve health outcomes in selected Pacific Island countries. The program will begin in Fiji in early 2014, under the leadership of Jo Ferris, Head of Basketball for Development.

FIBA Oceania was well represented at the FIBA level by the following: Bob Elphinston (President International Basketball Foundation); Patrick Hunt (President World Association of Basketball Coaches); Lorraine Landon (Chair FIBA Women’s Commission); Ken Madsen (Deputy Chair FIBA Legal Commission); Dr Peter Harcourt (Chair FIBA Medical Commission); Steve Smith (Deputy Chair FIBA Membership Commission); John Gallagher (Member FIBA Finance Commission); Mel Young (Member FIBA Youth Commission); Bill Mildenhall (Member FIBA Technical Commission); and Barbara Wheadon (Member FIBA Competitions Commission).

In addition, Bob Elphinston, Barbara Wheadon and Steve Smith have been active members of the FIBA Central Board which has FIBA Oceania used on introducing new standards and Statutes in Governance to FIBA and all Zones and member Federations

Five time Australian Olympic basketballer Andrew Gaze was honoured in June 2013 with inclusion in the FIBA Hall of Fame. Andrew joins his father Lindsay Gaze and Al Ramsay, as the only three representatives from Oceania.

The Board of Management met three times during 2013 and spent many hours of positive discussion debating the best way forward for basketball in FIBA Oceania. Long serving Secretary General Steve Smith retired after 19 years of service to basketball in the Pacific. Steve has been strongly supported by his wife Judy Smith who also retired from her role as FIBA Oceania’s Special Projects Manager. FIBA Oceania thanks them both for their loyal and long serving contribution to the basketball community.

2013 Pacific Championships, Porirua New Zealand Title of Document in Arial Regular 12pt The Pacific Championship for Men and Women is played between Oceania’s Pacific nations every four

years. New Zealand was selected by FIBA Oceania to host the 2013 event, held from 28 November through

4 December. Basketball New Zealand and New Zealand Maori Basketball co-hosted the event held at Te Rauparaha Arena in Porirua. Title of Document in Arial Regular 12pt Eight nations participated in the event for both men and women competitions; Australia, Fiji, Tahiti, New Zealand, New Caledonia, Papua New Guinea, Samoa and Guam. The New Zealand teams were represented by the New Zealand Maori Men’s and Women’s teams. Title of Document in Arial Regular 12pt The six day event was not only competition games between the Pacific nations, but provided opportunities to train volunteers, educate referees and technical commissioners, present a tournament coaching module and hold a FIBA Oceania Board meeting.

The event was opened by a traditional Maori welcome (powhiri) held at Takapuwhia Marae. All teams and officials were greeted by a Maori warrior prior to being called onto the Marae. Speeches were held outside the Marae meeting room (wharenui) followed by dinner and team cultural performances in the food hall (wharekai). All Pacific nations were well accommodated throughout Porirua and Tawa.

Te Rauparaha Arena was the hub and central point of the event and the second home for most teams, officials and volunteers. The stadium was open from early hours of the morning. Competition games were held from lunch through to the evening, and team trainings, lunch collections, event queries, various meetings and courses were all held simultaneously. All games were streamed live and statistics were posted via FIBA Live Stats.

7th FIBA Oceania All Star Tour to Australia Title of Document in Arial Regular 12pt The 7th FIBA Oceania All Star tour was a positive and rewarding experience for the players and staff

involved. It provided unparalleled exposure for FIBA Oceania and the All Star players, coaches and

referees, who matched their skills against the very best young talent from across country Australia. This year the All Star teams consisted of players and staff from every one of the 6 Pacific Island Federations that participatedTitle of in Document the 2012 Pacificin Arial Youth Regular Champions 12pt hips.

The tour commenced in Sydney on Saturday 5 January with the first arrival of players, and finished on Monday 21 January when FIBA Oceania staff farewelled the last All Star participants at Sydney airport. SecretaryTitle General of Document Steve inSmith Arial accompanied Regular 12pt n ewly appointed Zone Development Manager Annie La Fleur to Albury during the tour. This visit enabled Annie to meet the All Star participants and to familiarise herself with an Oceania event.

The tour was divided into two quite distinct sections – the training camp at the Australian Institute of Sport in Canberra, and participation in the Australian Country Junior Basketball Cup in Albury, NSW.

Thanks to the positive deliberation of the Australian Country Junior Basketball Cup Directors, FIBA Oceania is allowed to participate in the under 18 event with older aged players, although the teams are not allowed to progress into the top bracket of the finals.

While the results of games alone have never been a measure of success, the outstanding performance of the men’s team, and the very successful girl’s results, must be mentioned. The Oceania men won seven of their eight games, going down to eventual gold medal winners Victoria Bushrangers on the second day of competition. The girls were impressive also winning four out of their eight games.

Following recommendations from the 2011 tour, a number of initiatives were implemented for the 2013 tour, including:  The training camp for the All Stars was held in one location, rather than two. It was agreed that the camp would be held at the AIS in Canberra, and be fully catered under the AIS holiday camp program.  Physiotherapists were appointed to each team, providing expert advice on injury management and rest and recovery techniques.  An assistant head of delegation was appointed to assist with the managerial responsibilities of the tour. It was recognised that most ‘managers’ are now assistant coaches, and the ‘domestic’ workload during the tour required additional support.

Continuing the important initiative introduced in 2011, mentor coaches were appointed to each team, providing expert assistance to the Pacific Island coaches during the two week program.

During the preparation part of the tour Patrick Hunt, President of the World Association of Basketball Coaches, addressed the players and staff. Patrick reinforced our message to enjoy every day of the tour, to use the time to improve skills and knowledge, and to not view the final score of their games as their only measure of their success.

The Australian Country Junior Basketball Cup proved to be an exact fit for our teams. 70 State Country teams, with 700 players, hundreds of coaches, assistant coaches, managers and referees on 13 courts, participated in the tournament. The sheer magnitude of the event was something that the All Star players and staff had never seen before. Exposure to such an event increases the possibility that these All Star players will make valuable contributions to the development of basketball in their home country at some time in the future.

As a way of reinforcing the culture of the Pacific, the All Star contingent presented the Samoan sitting dance as part of the Australian Country Junior Basketball Cup opening ceremony, and the Fiji farewell song as partTitle of of the Document closing ceremony.in Arial Regular Both 12pt of these items created a positive and lasting memory for the Australian participants and spectators.

Federation Reports Title of Document in Arial Regular 12pt AMERICAN SAMOA By Diehl Langkilde

MajorTitle Successes of Document for the Federationin Arial Regular in 2013 12pt ASBA has been coordinating with local basketball clubs to conduct its 2013 Men’s Flag Day Tournament, in conjunction to the Flag Day festivities in the territory, under the new leadership of ASBA led by newly elected President, Milton Taufa'asau. Working together with ASCC, Department of Youth and Women’s Affairs,Title GHC of Reid, Document ACE Hardware in Arial Regular and other 12pt local organisations, we were able to open the tournament on 9 March at the ASCC gym with seven teams (Mesepa, Just Do It, Breakers, Leone, Ninjaz, Futiga and ASCC). The Mesepa Sonics won the title. Executive Board Member, Valusia Talataina, has been instrumental in working together with the local referees in bringing them up to speed about the international rules of basketball. ASBA has implemented the high school officials into the international level of competition in hopes of preparing them for the upcoming Pacific Games in 2015.

Summer Youth Clinics The department of Parks and Recreation has been working with the ASBA to coordinate their annual summer youth program from June through early August. ASBA has worked together with Parks and Recreations in previous years in developing athletes by training them in the area of grassroots.

President of the ASBA, Milton Taufa’asau, met with community members and has established four sites to conduct clinics. o EAST SIDE (Alofau Elementary) o FAGALOA SIDE (Samoana High School) o CENTRAL SIDE (Tafuna High School) o WEST SIDE (Malaeimi Stake Centre)

These sites have been organized by ASBA and assigned different coaches to cover these areas. Coaches Paul and Pam Von Dincklage with the assistance from their daughter, Pauline, conduct clinics for the east side on Mondays, Wednesday and Fridays from 8am – 10am. The Fagaloa area is covered by Michael Pereira and Cherish Pereira and their clinics are Mondays to Fridays from 4pm – 6pm. The Central side is covered by Milton Taufa’asau, Michael Tolmie, Sam Steffany and Allen Fuimaono. Their clinics are Tuesdays, Thursdays and Saturdays from 8am – 11am. All athletes have been going through different types of training. Our coaches that work with the younger athletes from ages six to eight are learning fundamentals whilst maintaining a fun atmosphere to keep the interest of the young ones.

The high school athletes received more defined training sessions in working with ball handling, shooting, footwork, shuffling, closeout and defensive drills. The students are really enjoying their time at these clinics at the different sites. On 29 June, all the sites will come together and have a friendly competition scheduled at 8am at the Tafuna high school gym. Each athlete is pooled in their respective age groups and combined together with other athletes from other sites. Not only is each athlete utilising the skills that have been taught to them, but the competition will also teach the athlete team building and character.

Tah Group With the assistance from ASBA, the ASDOE Physical Education department were able to conduct high school clinics for athletes and coaches. Coaches Steve Godla and his children alongside Coach Kirk Burrows was on the island on 10 July for a week long training clinic for soccer, but wanted to implement basketball. Clayton Mahuka and Tumua Matu’u contacted ASBA President, Milton Taufa’asau, to coordinate athletes and coaches to participate in the weeklong training. The clinics were held at Tafuna High School in the mornings from 10am – 12pm. Athletes were very pleased to have been given the opportunity to run the clinics and also absorb the information provided by the off-island coaches.

Olympic Day On 3 August , ASBA President Milton Taufa’asau, sent a memo out to the Board and basketball clubs to participateTitle of in Document the 2013 in Olympic Arial Regular Day that12pt was organised by the American Samoa National Olympic Committee (ASNOC). The ASNOC with its organising committee had a successful Olympic Day event at the Veterans Memorial stadium in American Samoa. A huge turnout of people made a big showing at the event. ASNOC President, Victor Langkilde, was very pleased with the outcome of the event and thanked all of the TitleFederations of Document for their in Arialcommitment Regular to12pt their respective sports.

The event started with a 10K run and 5K "Fun-Walk" for all participants. Registration began at five in the

morning and got underway at 6:30am. Runners were very competitive in the 10K run in their respective age

The Basketball Federation set up two basketball rims at the event with President, Milton Taufa'asau, spearheading clinics for the young athletes, along with Board Members Tuni Tauiliili and Allen Fuimaono. On the other court, 3x3 competitions were being conducted as a platform for upcoming 3x3 tournaments. A great turnout of all ages participated in the clinic and 3x3. The ASNOC President was very pleased to see the commitment and support from the Basketball Federation as the new administration continues to move forward with its program. "If we continue to strive and better our sports through commitment and volunteering our time especially for the youth, the results will be rewarding. We need to continue that drive and keep moving forward,” said the ASNOC President. The basketball association is preparing for an open 3x3 tournament on 17 August, with another one in the plans for 9 September. Following with the annual Moso'oi Tournament scheduled to begin in September. "We want to see more teams, coaches and players to come out, and develop and compete. This will be a great opportunity to introduce the 3x3 in American Samoa and also prepare for future tournaments" the ASBA President commented at the conclusion of Olympic Day.

Oceania Sporting Education Program The ASBA is pleased to announce the acceptance of high school and national coach, Diehl Langkilde, into the Oceania Sporting Education program. The program was held in Apia, Samoa from 23 September to 4 October 2013. Langkilde attended the Community Educators Training, sponsored by the Oceania National Olympic Committee (ONOC) in association with the Australia-Pacific Technical College. The course was a two-week program for coaches or administrators from different islands and federations.

The OSEP Community Educators course is expected to develop in-country community educators with high quality presentation and assessment skills who can deliver and assess the Sport in Communities Administrator and Community Coach and Official courses. The goal is to have quality sport clubs and competitions within the sport community. When asked about this opportunity, Langkilde commented, "This is another great opportunity to help further the sporting community with structural competitions and development of clubs in each federation. It’s also another great opportunity for me to further my knowledge already received from previous programs that is already being utilised in American Samoa to further develop our sporting communities. I am very humbled to be participating in this community educator course."

Moso’oi Tournament The 2013 Moso’oi tournament in conjunction with the Moso’oi week in the territory kicked off in October with a single elimination tournament with seven teams: Ninjaz, Breakers, Leone, ASCC, Mesepa #1 and Mesepa #2. In preparing for the men’s tournament, the association did not want to forget about the female athletes as well. President Taufa’asau wanted to bring back the ladies by offering a free entry into the Moso’oi tournament and league. The association was able to gather five women’s teams: Lady Breakers, Mesepa, Swoosh, Leone and Ol’ Skool.

The first round of the men’s tournament saw an upset of favourites Mesepa Sonics who were eliminated by a younger Breakers team. The second matchup had the Ninjaz eliminate Mesepa #2 and Leone with the bye. Moso’oi League The Moso’oi League (different from the tournament) began the week after the tournament at the Tafuna High School gym. The six week long league saw some interesting play with the weaker teams becoming a threat later on in the league and stronger teams becoming subpar. The Ninjaz, however, continued to ride the momentum that got them the tournament trophy all the way through till the playoffs. Mesepa and the Breakers showed poise as they kept up with the Ninjaz. ASCC had a stronger 2nd round of matchups finishing the round. Leone dropped out of the league in the 2nd game of the season. Officials and Board Members have fined the Leone basketball club for failure of notifications of their intentions and will face consequences upon the next tournament.

The league was completed in December with the Ninjaz and Lady Breakers taking home their respective championships. Petelo Sagote of the Ninjaz continued his dominance in the finals capping it off with 24 points in which earned him another Most Valuable Player trophy for the league. On the women’s side, Annie Mendozza was a workhorse in helping her team defeat the Mesepa Lady Sonics and taking home the championship trophy and being named Most Valuable Player.

President of ASBA, Milton Taufa’asau, addressed the players and spectators on supporting ASBA and also participating in this year’s league and tournament. He strongly encourages the female athletes to keep coming out when the tournaments are being held. This was also an opportunity for ASBA to start its recruiting process for the U19 teams & the 2015 national team.

Donations To Tafuna High School The ASBA was able to purchase paint for Tafuna High School to help revitalize the school’s gymnasium. “This is part of our community service to the public and also to our athletes. We want to show that we care about not only of our sport, but to support those who’ve supported the Association,” said Taufa’asau. Accepting the donation on behalf of Tafuna High School was principal Beauty Tuiasosopo who was very pleased with the donation and thanked the President and Board Members for the generous donation.

Donation Of To American Samoa High School Athletics Association The Basketball Association continues to work diligently on the advancement of the sport within the community, and the main goal is to develop young athletes for upcoming competitions. The association purchased 14 basketballs from ACE Hardware to distribute to Tafuna, Fagaitua, Fa’asao Marist, Leone, Samoana, Nu’uuli Voc-Tech and South Pacific Academy. ASBA Executive Board Member, Paulo Pua’auli, on behalf of ASBA President and Secretary-Treasurer who were present, made the presentation to the coaches who were at the ASHSAA meeting. “We want to support the high schools with their development of athletes at the different high schools,” commented the ASBA President. ASBA looks to continue to support high school basketball teams and is also looking to recruit athletes for the upcoming U19 tryouts.

Federation website The Basketball Australia website was recently re-launched to enhance efforts to promote participation, connect fans to high performance athletes, and collect new data under the direction of Jardian Ormsby (Digital Manager) and Max Bennett (Media Manager). The new website includes map features for each of Australia’s high performance teams, allowing fans to track the progress of their favourite Australian athletes wherever they are around the world.

FIBA Organizer 65% of the 411 affiliated associations in Australia currently utilise The Basketball Network to manage their membership and/or competitions in which FIBA Organizer is one component. Basketball Australia delivered education and training in conjunction with state bodies to more than 212 associations and clubs, as well as conducted training for state operational staff with 29 people in attendance. State coordinators and leading associations attended a three day conference, with 100% of attendees indicating the conference was valuable and they would certainly attend again.

Other General Comments Basketball in the Cook Islands is going through a rebuilding phase, and the general plan has been outlined in our strategic plan.

The Executive Committee was formed in May 2013, and had as its main focus the conduct of three competitions, being the Premier Men’s, Premier Women’s, Mixed Social, and a New Year’s Tournament. Concurrent to the execution of 2013 activity the Executive Committee also planned the 2014 season.

Clinics and Training Programs conducted in your country during 2013  Clinics for Players: Zone Development Manager Annie La Fleur visited the island of Pohnpei on September 17 and 18 and conducted a clinic for skills training for Pohnpei's men and women. The men and women basketball players were really appreciative of Ms. Annie La Fleur's clinic for it will be beneficial for their preparations in the 2014 Micronesian Games slated for July 20-30, 2014 in Pohnpei, FSM.  Clinics for Referees: FSM Basketball Federation recommends that FIBA Oceania send a referee instructor along with referee materials to teach and improve existing referees and new referees.  Clinics for Coaches: Whilst visiting Pohnpei, Annie La Fleur also conducted a Level 0 Coaching Clinic. Over 15 participants attended the session where Annie emphasised that coaches need to teach young players the basic fundamentals of basketball.  Clinics for Scorebench: FSM Basketball Federation recommends that FIBA Oceania send a score bench instructor along with instructional materials to teach and improve existing FSM score bench personnel.

CompetitionsTitle of Document within your in country Arial Regular in 2013 12pt  Junior National Championships: Raiwaqa Basketball Players Association and Lautoka Basketball Association organised a junior mixed U10's, U12's and U14's Basketball League to complement their respective Senior League. The Integrated Final was played as a curtain raiser to the National Easter Basketball Club Championship.  Senior National Championships: Fiji Easter Basketball Club Championship for both men and women. 30 teams participated in the annual championship during March 2013. Papua New Guinea Men's Club Champions Tamaraws competed in the six-day event, which was held at the Vodafone Arena in Suva.  National Schools Championships: The Fiji Secondary Schools Basketball Championship was held in August 2013 at Eds Court and the Vodafone Arena in Suva. Basketball Fiji major partners Tuckers Ice Cream sponsored the event for $20,000, Communication Fiji Limited was the official media partners providing a sound system, and Coca Cola contributed 10 cartons of PowerAde. 63 teams participated in the four day annual National Championship.  Local leagues or association activities: Suva/Laucala Basketball Association organised their men's club games from the 4th Feb - 19th Mar. Games was played on Tuesday nights at the Vodafone Arena. A total of 8 men’s team participated in the weekly league games. Lautoka Basketball Association organised their weekly league games at the Lautoka multi-purpose courts from mid January to mid March 2013 and their 2nd session from late October to early December 2013. A total of 16 teams are registered under the association. Pacific Energy is the major sponsor of the weekly league games for both men's and women's. Nadi Basketball Association was revived on 5 October 2013 through the establishment of an interim committee, and a total of eight teams have registered in the men's and women's league games. The league games are held on Saturdays at the Caaf Compound in Nadi. Raiwaqa Basketball Players Association has 26 teams registered in their weekly men’s and women’s league games, which is held at Eds Court in Raiwaqa.

Major Challenges for the Federation in 2013 In running these popular events there were constrains encountered through the year such as difficulties in movingTitle of basketballof Document equipment in Arial Regular from place 12pt to place especially during games in different venues (need a building to store/secure equipment), running games during the day (too hot), rain delays, and insufficient transport (buses which are always full) causing players and officials to be late to games.

Competitions within your country in 2013  Junior National Championships: The Federation conducts the Junior National Championship during the Independence Championship. 12 teams for junior boys and 11 teams for junior girls participated in the tournament playing in two pools, with the competition running over three weeks in August 2013. FIBA Organizer was utilised to generate game schedules, and print score sheets. Results were uploaded to the website, and media and news publications were announced weekly.  Senior National Championships: The Kiribati National Championship runs every three years gathering the best teams from outer islands to compete in the tournament. The Ministry of Internal and Social Affairs hosted the 2013 competition, through the coordination of the sport division in preparation of the entire game, distributing equipment, and running games according to the equipment budget. 15 men’s teams and eight women’s teams in “Te Runga”. A combined opening ceremony was held at the Rouben K Uatio Stadium in Bairiki, with a formal briefing by his Excellency Mr President Anote Tong. Each sport then runs their own games the next day according to their game schedule, timing and venues allocated. The games ran for two weeks in September.  National Schools Championships: The federation and development officer ran the High Schools National Championship within six schools in Tarawa. Prior to the main event, coaching clinics were conducted by the development officer to over 300 secondary school children. Following the training, the ten best players from each school for boys and girls were selected to represent their school in the competition. Refereeing clinics were also introduced to teachers and some interested students in order to enable them to officiate their games. This event was fully sponsored by the DC Trading Limited Company.  Local leagues or association activities: Regular competitions were running within clubs with different game formats such as 3X3 and 5X5 games. The development officer assisted the association in running ongoing competitions in clubs and providing teaching courses for referees, score benches and coaches.

Federation website The National Basketball Development Officer and Mr Rota Onorio used the federation website, and the working progress of the site has been good.

FIBA Organizer The federation used FIBA Organizer in 2013 to run a competition. FIBA Organizer is a fast and flexible tool, which can store all information for basketball, especially membership and accreditation. The resource can also generate fixtures in three different formats (Normal competition, elimination and round robins).

Other General Comments The Kiribati Basketball Federation would like to note their sincere appreciation to FIBA Oceania for the great support in providing assistance for referees and coaches who are the main people to run basketball throughout the country. Thanks also for providing a transport solution for our National Basketball Development Officer who has been tasked to run most of the development in the Kiribati community.

MajorTitle Succe ofsses Document for the Federationin Arial Regular in 2013 12pt The Marshall Islands Basketball Federation’s (MIBF’s) most significant accomplishment of 2013 was also its first: the delivery of the first-ever Level Two coach training in the Marshall Islands. It was not only the first of its kind here but also anywhereTitle of in Document the north in Pacific. Arial Regular We were 12pt able to do this because of U.S. State Department sponsorship of the visit by Sports Ambassador Coach Tom Newell, a former NBA coach who is also FIBA certified as a high-level trainer. With FIBA Oceania sanction, Coach Newell ran the course over four days, training 16 coaches at Level Two. Title He alsoof Document assisted in coaches Arial Regular with the 12pt establishment of the Marshall Islands Basketball Coaches Association to engage in ongoing follow-up and professional development.

Competitions within your country in 2013  Junior National Championships: MIBF supported the annual two-month long high school basketball league with management/administrative assistance, while providing trophies for the top three boys and girls teams.  Senior National Championships: The 13th Bank of Marshall Islands Ralik Ratak Shootout Basketball Tournament was held in Majuro in September-October. This annual national tournament turned into a sub-regional competition when a men’s team from Pohnpei and two men’s teams and one women’s team from requested to participate. Thus, for the first time, the men’s bracket featured nine RMI teams and three off-island teams, while the women’s bracket had five local teams and one from Nauru. The tournament attracted huge crowds to the Sgt. Solomon Sam Memorial Court at the College of the Marshall Islands. The lack of an enclosed gymnasium (with the ECC gym still closed two-and-a-half-years after it was condemned) resulted in some play delays and court playing challenges when it rained. There were also some unsportsmanship issues related to the visiting Nauru women’s team that MIBF needs to address if the tournament is to continue with its regional format in the future. Overall, however, it was an exciting tournament that sparked tremendous player and fan interest — in large part because of the participation of off-island teams.  Other competitions: MIBF continued to promote 3-on-3 basketball. In January, it sponsored a men’s 3-on-3 competition, with hundreds of dollars in prizes and cash donated by local businesses. On the President’s Day national holiday in November, it sponsored a 3-on-3 tournament for boys and girls teams from local schools. Both competitions were well attended by local players.

International Competitions that your country participated in during 2013  Micronesian Basketball Tournament: MIBF organized two teams to compete in the Micronesian Basketball Tournament on Guam in August. The Marshalls’ men’s team came in third, winning a bronze. The Marshalls’ women’s team did not medal, but did beat one of the three Guam teams in the tournament.

MajorTitle Succes of sesDocument for the Federationin Arial Regular in 2013 12pt  BANMI accepted and assisted one new member organisation, the Chinese United Sports Club, with its Senior Men’s Open competition, the 3rd QQ Car Rental Invitational Basketball League.  BANMI partnered with the Non Communicable Disease Bureau of the Commonwealth Healthcare TitleCorporation’s of Document Department in Arial Regular of Public 12pt Health “Let’s Move Marianas” Campaign during the 4th Annual National Childhood Obesity Awareness Month.  BANMI assisted three of its affiliated member organizations, the Marianas Interscholastic Sports Organization (MISO), the United Filipino Organization (UFO) and the Shirley’s Coffee Shop with Titletheir of JuniorDocument High inSchool, Arial RegularHigh School 12pt and Senior Men’s Open competitions.  Elias Rangamar, BANMI National Development Officer and Abner Venus, BANMI Board Member conducted a Co-Ed Summer Basketball League for Elementary School boys and girls 13U.  Elias Rangamar, BANMI National Development Officer and Abner Venus, BANMI Board Member conducted the Rotary Club of Youth Basketball League featuring ten 19U teams and six 16U teams – one of the teams being the CNMI Women’s National Development Team.  Gabriel White organised and directed the 5th Annual Settsu-Saipan Friendship Basketball Tournament featuring the NMI’s top 18U high school male and female student athletes and the Settsu Red Impulse Team from Osaka, Japan.  Elias Rangamar, BANMI National Development Officer and Gabriel White, Chairman of the BANMI Referees Association conducted several basketball coaching, referee and Scoretable official certification courses. Eighteen Level O/1 Coaches from Saipan and Tinian, eight Scoretable Officials, and seven Level 1A - 1C Referees were certified.  CNMI participated in the 1st Micronesian Basketball Confederation (MBC) Western Division 19U Championships for Men and Women (Guam). The CNMI 19U Junior National Men’s team won the Bronze medal.  Gabriel White retained his FIBA International Referee License during the 2013 FIBA Oceania Pacific Championships held in Porirua, New Zealand.

Major Challenges for the Federation in 2013  Availability of coaches and officials due to other life priorities.  Not enough opportunities (youth competitions) for coaches to put their certification to use.  No communication (warm bodies) with/on Rota for development purposes.  Not enough opportunities (leagues, tournaments) for senior/adult women.  Cooperation with non-affiliated groups conducting their own competitions and not seeking BANMI’s invitation for technical assistance.  Lack of funding for National Team Programs to compete in off-island/international competitions beyond Guam.

Major Challenges for the Federation in 2013  Lack of competent, honest people to help share the administrative workload at the Executive level.  Finding suitable candidates for National Basketball Development Officer positions.  Winning back the trust of our stakeholders and rebuilding our corporate image.

Competitions within your country in 2013  Junior National Championships: Boys Champions are PNG Men’s Basketball League; Girl’s Champions are Port Moresby Women’s Basketball League.  Senior National Championships: Men’s Champions are PMBL and Women’s Champions are PMBL.  National Schools Championships: Currently outside of Federation activities, it is proposed to hold discussions with the Education Department in order to access PE teachers and teach proper basketball skills at younger ages.  Local Leagues or association activities: All members and most unaffiliated associations held competitions during the year.

MajorTitle Succe ofsses Document for the Federationin Arial Regular in 2013 12pt Samoa National Basketball Association was blessed to have Zone Development Manager Annie La Fleur visit Samoa in July 2013. During her visit, Annie conducted a Level 0 Coaching Course, and facilitated a workshop for national referees and coaches. There were also beneficial clinics for the national team preparing for the PacificTitle Cup of and Document a few other in Arial clinics Regular for U1812pt boys. Knowing how low the basketball level is for Samoan women, Annie was kind enough to have a separate training for them.

A few local high schools were fortunate to have the Annie as a guest speaker while she was here. For most schools,Title this of was Document their first in Arialtime Regularever to hear12pt about a the sport of basketball, except for Church College of Pesega who has basketball as a calendar activity programmed for physical education classes and St Joseph College who has basketball sports equipment but unfortunately do not have a coach to teach the game. Six schools greeted the Annie with great interest, being: Robert Louis Stevenson College, Church College of Pesega, Chanel College, Vaimauga College, Anoama’a College and Saint Joseph College. Four colleges from this visit were able to join the College Basketball Competition that took place in September.

Major Challenges for the Federation in 2013 The Federation is always struggling to develop and promote basketball in the country due to venue and equipment unavailability. Having only one indoor gym, which we share with the National Federation, has been a challenge due to the fact that they also have their own competitions to run.

At the moment this co-shared gym is undergoing repairs and maintenance for the upcoming SIDS meeting in 2014. The National University of Samoa were kind enough to allow us rent their gym for our National Basketball League for a limited time. Our semi-finals and finals were put on hold for two weeks awaiting the Vaivase chapel courts to be made available to us.

During high school clinics we are struggling to teach the students because they do not have basketball courts and basketball equipment. It is difficult for us to demonstrate basketball and give the students a better perspective of the game.

Competitions within your country in 2013  Senior National Championships: The year began with Mr Burgers 3x3 competition, held over three consecutive Saturdays at different venues. During the Zone Development Officers visit, a National League at the National University of Samoa gym was underway. This league had some new clubs join in, and more women’s team also registered to be part of this league.  National Schools Championships: Towards the end of September, a competition was held to conclude Phase 1 of our high school clinics. The four high schools (Church College of Pesega, Anoama’a College, Saint Joseph College and Chanel College) were enthusiastic about the first ever basketball competition that took place in the Church College of Pesega Gymnasium. The competition was a wonderful success given an optimistic feedback from principals to have this competition again in 2014.  The Teuila All Star Competition was a massive event players of all age groups participated. Various divisions from the East and West Regions joined for the weeklong competition.

This league took longer than expected due to the National University of Samoa gym schedules. Fortunately, we were able to finish the finals at the Vaivase Mormon chapel court.

Other competitions Before the Pacific Cup competition Reverend Limua’a Samuelu offered to host the Saoluafata 3x3 on their courts. This was a good experience for us because during this competition many new faces turned up that we have not seen before, and we are motivated to expand basketball to the rural areas.

International Competitions that your country participated in during 2013  FIBA Oceania Pacific Championships: Samoa was privileged to receive an invitation to join the Oceania Pacific Cup held in Porirua, New Zealand. Having basketball teams able to participate in this competition has been an incredible experience, given that more than 22 pacific countries are on the lookout for such an opportunity. Most of the players from the men’s and women’s team were excited about this event in view of the fact that this was a new experience travelling internationally and representing their country. For the others it was a chance to meet up with friends made at previous competitions. Judging from past competitions, Samoa has made an immense improvement in this competition. The men’s team elevated from 6th place to 4th place, while the women’s team made one step forward from 6th place to 5th place.

Clinics and Training Programs conducted in your country during 2013  Clinics for Players: Throughout this year we were able to run basketball clinics for high schools. Four high schools agreed to have us develop basketball in their schools. The program went for eight weeks and included a competition in the last week. In addition, Tulaele clubs invited our development officer to help out with their basketball skills. The development officer organised a two-week program for the club with the assistance of 2012 Samoa U19 representatives Lui Bourne and Mannie Ah Fua. Although it was a program to prepare the U18 children for the West Region League, many other aged children turned up, not only to show their support, but to also learn about basketball.  Clinics for Referees: Zone Development Manager Annie La Fleur presented a Level 0 (Beginners) Referees Course

During the Porirua Pacific Cup two of our Samoan representatives were blessed to participate in a training session conducted for coaches by a few Australia’s finest.

We are seeking assistance from the Ministry of Education to further develop, educate and promote basketball in schools and the community. Many new clubs have been introduced this year, not only from urban areas but rural areas also. This is a huge improvement for basketball in Samoa.

We have achieved our goal in carrying out a High School competition, which was a huge success for our Federation. Our success defines our progress through developing basketball in the community.

MajorTitle Successes of Document for the Federationin Arial Regular in 2013 12pt  Mr. David Moses Kivo was employed as the National Basketball Development Officer in February.  Development officer travelled to Australia for the FIBA TitleOceania of Document NBDO Workshop in Arial Regular in April .12pt  Zone Development Manager Ms. Annie La Fleur visited the Solomon Islands in May.  Honiara Basketball Association organised and ran a Titlecompeti of Documenttion for the in Arial Men's Regular and Women's 12pt Open Category.  High School competition in May.  Solomon Games held in Tulagi, Central Province in September.  SIBF secured office space at Multi-Purpose Hall in conjunction with HBA and Honaira City Council. Still under renovation with opening of the office scheduled for early 2014.  SIBF supported a program coordinated by the New Zealand High Commission Office. Program is called "Hoops For Hope" and promotes 16 days of activities in relation to sports.  Development officer provincial trips: Auki, Malaita Province and Tulagi, Central Province  Development officer supported and coordinated an Inter-Tertiary Basketball Competition in December.  FIBA Sports Director, Mr. Lubomir Kotleba visited the Solomon Islands in December.

Major Challenges for the Federation in 2013:  Limited access to funds - Although SIBF was able to obtain the necessary funding through Solidarity and FIBA Oceania for its developmental programs, the challenge here was mainly on accessing and utilising other sources. Most proposals and requests for support or funding from business houses, companies and individuals, were not successful simply because the sports' popularity is yet to be a seller. Furthermore, the year saw SIBF working hard to familiarise itself with the funds available to sporting Federations from the IOC.  Voluntary basis in this line of work can sometimes clash with any form of work/formal employment  Women’s participation - The involvement of women or young girls in basketball remains a challenge in Solomon Islands. There is minimal support for women’s involvement in the code but that is gradually changing for the better as SIBF is working on providing equal opportunity for all, as stated clearly in its priority goals.  SIBF is yet to obtain an office space of its own, and a home court.

Other General Comments

The Solomon Island Basketball Federation (SIBF) can summarize the year as a very eventful year especially Title of Document in Arial Regular 12pt in terms of its organisation and implementation of its plans and activities outlined for 2013. The Executive

Committee lead by Mr. Brian Pongotapu, were able to meet most of its on-going priority areas and objectives as outlined below:  Goal 1 - Support ‘Institutional’ strengthening: o Re-establish and improve SIBF to function effectively. o Re-establish relationship with National Olympic Committee (NOCSI), International Basketball Federation (FIBA), state authorities and National key partners.  Goal 2 - Support Youth, Men and Women’s development in the Great Game of Basketball.  Goal 3 - Initiate the development of a ‘Basketball Home’ for Solomon Islands.

After many years without a development officer, one of the key highlights for the year was SIBFs' engagement of the services of former national player and local coach, Mr. David Moses Kivo. Mr. Kivo took up the responsibility as the National Basketball Development Officer for Solomon Islands and his contribution was critical and timely. Not only was he able to drive most of the development plans the Federation had in place (particularly under Goal 2), he was able to cover two major provinces to run clinics for coaches and referees. He also used his influence well to re-ignite the interest of the sports amongst the youths.

MajorTitle Succe ofsses Document for the Federationin Arial Regular in 20 12pt13 We continue d with our Middle and High School Tournament, and have started to run a 3 on 3 Tournament for junior and senior men and women. We held a school clinic for about 40 students facilitated by Canadian Coach Phil StaTitlernes, of who Document coaches in at Arial Haro Regularld Junior 12pt High School in Canada.

The TNBA and the U.S Navy held a basketball workshop for about 140 male and female students from three schools: Saint Andrew's High School, Ocean of LightTitle and of the Document Middle School in Arial of Regular Havelu. 12pt

Major Challenges for the Federation in 2013  Preparing our National Team for the Youth Tournament in Fiji.

Federation website The National Basketball Development Officer posted information on the Federation website in 2013.

FIBA Organizer The Federation program is not at the level requiring the use of the FIBA Organizer database.

Other General Comments A good start has been made in running the 3 on 3 Basketball Tournament for junior and senior men and women. We hope to build on this success and run this every second month in 2014. We would also like to see more schools added to our Middle and High School Tournament in 2014.

Federation website Kevin Roslyn, Vanuatu's National Basketball Development Officer posts information on the website to inform the general public of his work and the development of basketball in Vanuatu. It is the main means of communication.

FIBA Organizer The Federation did not use the membership database in FIBA Organizer during 2013as we are not familiar with the resource. VBF is sure the FIBA Organizer is useful, however, it is complicated to use.

Other General Comments In 2013, the main focus of the VBF was for the development officer activities to be successful so that more young people will have an interest in basketball. VBF only managed to have one league affiliate, situated on another island. The development officer and a Federation member ran coaching, bench official and referee clinics. The game and rules of 3 on 3 was introduced and a tournament was organised. In 2014, VBF will continue to work with the development officer to run activities and to increase the affiliation of members to the VBF.
