Training IPC regional technical team will provide evidence based on recent Coming IPC 3 data to review the situation and provide evidence to IPC Kabul IRTG training team. workshop NEXT MEETING DATE LOCATION 13thFebruary 2014 UN-FAO Jalalabad Office MEETING MINUTES MINUTE NO: AGENDA: FACILITATOR: Review of the actions items &endorsement of previous 1 FAO/FSAC meeting minutes DISCUSSION POINTS: The meeting has chaired by the FAO ER Regional Coordinator. He welcomed to the participants followed by short round of introduction and thanked the members for active participation and the number of FSAC partners is increasing at regional level. The last meeting minutes approved with no comments and suggestion. The Regional Coordinator explained FSAC objective and benefits for the new members joined with the team and requested to be active for the future FSAC meetings. Also the same time the IPC phase classification ranking and indicators explained for better understanding and added that the IPC refresher training will be conducted on March and requested all the FSAC members to take part on training to know the Objective of IPC and contribute on Phase classification. 1 | FSAC CR Minutes of Meetings- 14Feb, 2014 Action Point Requested the floor to give further details regarding phase classification for Nuristan Province and need to know the source of Data. MINUTE AGENDA: FACILITATOR: NO: 2 FSAC Plan CHAP_ 2014 FAO DISCUSSION POINTS: FAO Regional Co. explained the Objective of FSAC on CHAP 2014 for the FSAC Members and gave further details regarding FSAC and CHAP 2014. OHAC added that Nuristan is on phase -3 on CHAP 2014 due to lack of enough evidence and reliable data. So there is need for strong evidence and reliable data. WFP said based on NRVA recent data Nuristan is very high food insecure province compared to other provinces which are in Phase 4. The donor agencies are allocating their fund based on need and evidence so, FSAC partners to provide evidence to IPC Country office for further review, As Nuristan province is in a critical situation, the FSAC partners recommended to put Nuristan in emergency phase and agreed that they will provide evidence in this regard to National IPC team in Kabul as well as recommended to put Kunar projection in phase-3. OCHA requested DAIL that UN and NGOs are supporter of Government and DAIL department has the main responsibility and will be appreciated to provide reliable and enough data. Action Point The inter agency assessment must be conducted to collect well and reliable data and information for evidence to FSAC cluster and IPC team in Kabul. MINUTE NO: AGENDA: FACILITATOR: 3 IPC draft report/regional IPC training WFP DISCUSSION POINTS: WFP and FAO explained the ER provinces District Phase classification conducted on previous IPC meeting with presence of all IPC members based on their information and evidence. Nangarhar Districts Phase classification current – (Jalalabad, Surkhrud, Behsud, kama, Kuzkunar, dare Noor, Shinwar, Momandara )Phase 1:The districts are almost normal in comparison to others (Rodat, Khogyani, BatiKot, Kot, Gushta, Achin, Lalpor, Nazyan) Phase 2: the Districts are almost normal in comparison to others (Chaparhar, PachirwaAgam, Dehbala, Sherzad, Hesarak , Durbaba) Phase 3: (FCS, HDDS, Kcal-3 while HHS, CSI-1) No development Insecurity Lack of aid agencies Drought Flood prone areas Limited NGOs Lack of access Laghman Districts Phase classification: (Mehterlam and Qarghaye) Phase 1. Comment: As Nuristan province is in a critical situation, the FSAC partners recommended to put Nuristan in emergency phase 4 and agreed that they will provide evidence in this regard to National IPC team in Kabul as well as recommended to put Kunar projection in phase-3. Action Point WFP will provide the NRVA recent data for ER Provinces as evidence for coming IPC training. Other agencies also will share the updated information for coming IPC training workshop. 3 | FSAC CR Minutes of Meetings- 14Feb, 2014 MINUTE NO: AGENDA: FACILITATOR: 4 Update on humanitarian situation-ER OCHA/IOM DISCUSSION POINTS: OCHA said Security is the main concern for the entire humanitarian agencies and will affect the activities, the drought concern has solved for the time due to recent enough rainfall in the region and other provinces. IOM added the number of returnees didn’t increased significantly for the year. Due to recent rainfall in the region about 39 families affected and provided NFI by IOM. Action Point WFP Requested IOM to have joint project in future in terms IOM can provide vocational training for returnees and WFP will give them food. MINUTE NO: AGENDA: FACILITATOR: 5 FSAC 3Ws which show presence of partners in each province All OCHA raised the 3Ws and requested all the FSAC members to update your activities locations to update on Map. Action Point The FSAC members will updated the 3ws through email MINUTE NO: AGENDA: FACILITATOR: 6 Sharing SFSA final Report FAO FAO Shared The Seasonal Food security assessment report with the members and added that IPC classification is done based on the SFSA and NRVA data. the Seasonal food security assessment will be shared among the members and said the phase classification conducted based on the recent assessment and there is need for further evidence and reliable date to do the phase classification for the ER and The donor agencies are allocating their fund based on need and evidence so, FSAC partners to provide evidence to IPC when for further revision, As Nuristan province is in a critical situation, the FSAC partners recommended to put Nuristan in emergency phase and agreed that they will provide evidence in this regard to National IPC team in Kabul as well as recommended to put Kunar projection in phase-3 Action Point All agencies are responsible to collect some reliable data. MINUTE NO: AGENDA: FACILITATOR: 7 FSAC partners update All IOM reported that in 2013 in Nuristan 324 families, in Kunar 1638, in Laghman 394 and Nangarhar 8529 disaster affected families received assistance. CEDO implemented a livelihood (Vocational Training) project for 400 vulnerable people (200-famale and 200emale) beneficiaries in Kuz Sheikh Misri, Dur Khan Mina and Sia Sang settlements last year. Another new livelihood project in three areas (Sheikh Misri, Dawlatabad and WachTangi) for 350 trainees in five skills (Tailoring, Motorbike+Generator Rep, Carpentry, Mobile Rep and Plumbing) is going on. DAIL reported that current rainfall hopefully will reduce the risk of drought, totally 3000 MT wheat grain will be stock which donated by Indian Government currently 1000 MT arrived, the DAIL plan and policy department director mentioned that this year totally 5 millions saplings produced and ready for planting, he stated that green house establishment is going on in Surkhroud and Behsoud districts which produced offseason vegetable, 300 poultry farms established under Card-F project, he also mentioned about the on farm water management project in Kuz Kunar district. ANDMA director of Laghman reported that in Laghman due to hailstone the agricultural crops affected, but it was not so serious ANDMA Laghman also mentioned that mostly disaster affecting Parashghan area in Dowlatshah district, and Kandagal in Alingar district DCAAR currently has activities in Alingar they promised that any disaster incident report will be shared in the future, FGA is working in Bad Pakh district they will update the food security situation and any disaster incident in Badpakh district .
