    Comparative Connections A Triannual E-Journal on East Asian Bilateral Relations US-China Relations: Summit Provides Renewed Momentum for Better Ties Bonnie Glaser, CSIS/Pacific Forum CSIS Jacqueline Vitello, CSIS The highlight of the final months of 2014 was the summit between Presidents Obama and Xi Jinping, which produced agreements on visa extensions, military confidence-building measures, climate change, and information technology. Alongside progress, tensions persisted over China’s activities in the South China Sea and its continued promotion of regional security architecture fashioned by Asian nations, with the US role unclear at best. The 25th Joint Commission on Commerce and Trade (JCCT) convened in Chicago in mid-December. The “Umbrella Movement” in Hong Kong introduced a new source of friction in the bilateral relationship as Beijing suspected Washington’s instigation behind the scenes. Preparing for the bilateral summit In the last four months of 2014, the most noteworthy event in US-China bilateral relations was the summit between Presidents Barack Obama and Xi Jinping, which took place immediately following the APEC Economic Leaders Meeting in Beijing. In the run-up to the summit, officials from both nations invested significant time and energy to make the talks a success. In early September, Susan Rice made her first visit to China as national security advisor. Although well known among Chinese diplomats, Rice is not a familiar face in China, so perhaps few noticed when China’s network CCTV broadcast images of George W. Bush’s NSA and Secretary of State Condoleezza Rice by mistake. In her meetings with Xi Jinping and other Chinese officials, Rice discussed global problems that Beijing and Washington might address together.

The United States has accorded special status to Hong Kong even though it's part of the larger People's Republic of China, but now that Beijing is encroaching on civil liberties there our administration is considering taking away the special status. It actually consists of a lot of different specific things – an extradition treaty, different tariffs for Hong Kong goods, we have very deep financial integration – so to some extent we can pick and choose. The challenge, it seems to me, is that we don't want to hurt the people of Hong Kong, but we are interested in making some kind of statement and trying to influence Beijing.     PENNSYLVANIA MUSIC EDUCATORS ASSOCIATION Celebrating 75 years 1 2 Celebrating 75 years A Brief History of PMEA 1933-2008 3 4 PMEA History at a Glance 1932-33 April 22, 1933- A group of bandsmen convened at the Abraham Lincoln Hotel in Reading, PA in a room near the one in which John Philip Sousa had died on March 6, 1932. These men met at the request of George Otto Frye, Girard College, Philadelphia. The organization became known officially as the Pennsylvania Bandmasters’ Association. The purpose of this organization was “to develop and sustain universal interest in bands and band music; to improve bands and band music by clinics, contests, and festivals; to encourage and aid bandmasters in all laudable musical enterprises; and to urge composers to write directly for the band.” 1933-34 Second Annual PA Bandmaster’s Association convention is held in Aliquippa; First All-State High School Band festival is held. 1934-35 A.D. Davenport resigns from president of PBA. A group of school bandsmen in PBA prefer more emphasis on music education in the schools and form the PA School Band and Orchestra Association; Second All-State Band festival is held in Williamsport. 1935-36 All-State High School Orchestra performs in Ebensburg, conducted by Dr. Howard Hanson and Dr. Will George Butler. Name is changed to PA School Music Association. 1936-37 First newsletter sent out by A.S. Meiser. All-State HS Band held at Coatesville under the leadership of Dr. Edwin Franko Goldman. First All-State HS Chorus at Ebensburg, conducted by Olaf Christansen.

  • Trade and Security-Motives Behind US Trade Agreements
    2 1 Introduction Donald Trump, the 45th President of the United States intends to make America great again. On the campaign trail, he reiterated two promises in foreign policy to achieve this goal: to leave the Trans-Pacific Partnership (TPP) and to be tough on China again. In fact, he delivered on his first promise on his first full day in office by taking immediate action to withdraw from the TPP. However, experts argue that this move counteracts Trump’s second promise, his plan to stand up to China. Michael Froman (2017), in his final speech as U.S. Trade Representative (USTR), indicated: “There is simply no way to reconcile a get-tough-on-China policy with withdrawing from TPP. […] That would be the biggest gift any U.S. president could give China, one with broad and deep consequences, economic and strategic.” Since the Second World War, U.S. governments had used trade politics to open markets abroad and for strategic purposes. This is especially true for free trade agreements (FTAs). Since signing its first FTA in 1984, the United States had increasingly used FTAs as an economic tool to accomplish geopolitical objectives. President Trump, however, decided to take another path. In this paper I ask how exactly did U.S. FTAs relate to security concerns in the past and what political developments led Donald Trump to turn away from this decade-long approach? I start with a brief discussion of linkages between FTAs and security concerns. The ensuing paragraphs review the history of U.S. FTAs focusing on motives beyond economic reasoning.
