Wilson All Rights Reserved ii BLOOD MONEY IN SUDAN AND BEYOND: RESTORATIVE JUSTICE OR FACE-SAVING MEASURE? Jacqueline H. Wilson, M.S. Mentor/Chair John O. Voll, Ph.D. ABSTRACT This thesis assesses the restorative justice aspects of blood money processes used around the world but focuses primarily on Sudan and South Sudan. It examines sulha, judiya (Darfur), galad (eastern Sudan) and other processes using a mixed methods approach and a multi-site ethnography methodology. The paper scrutinizes these processes from foundational agreements, information gathering and truth-telling, through selecting a third party, and examines truces, exile, women’s roles, compensation agreements, closing rituals, and implementation measures. The paper documents contemporary challenges facing these blood money processes such as collective responsibility, global trends like urbanization, widespread killing and retaliation that rises to a feud, situations where killer and killed are unknown to each other, and situations where blood money is paid by outsiders. I identify shortcomings within these processes relative to international legal norms and human values, as well as areas where they are consistent. Using a restorative justice analytical framework, I determine whether blood money processes are restorative and constitute justice, and ask whether these iii traditional mechanisms are sufficiently robust to stop the cycle of violence. -

Chlorine vs. Chlorine Bleach: What’s the Difference? By Bruce K. Bernard, PhD, and Stephen A. Hubbs, PE October 16, 2020 In a nutshell… The terms “chlorine” and “chlorine bleach” are not always used accurately in reporting emergency incidents in which elemental chlorine gas or liquid chlorine bleach escape their containers. These two substances have different chemical and physical properties and represent different potential risks to human health. This article explains the differences between the substances and highlights the importance of accurate reporting on chemical incidents. A recent emergency at a Baltimore water filtration plant highlights the importance of using accurate terms when reporting chemical incidents. According to a media report, on September 16, fire crews responded to a “chlorine leak” at the Lake Montebello Water Filtration Plant. The same article notes that residents living in the neighborhood of the filtration plant were asked to shelter in place as firefighters investigated a “chlorine spill” from the filtration plant. Fortunately, there were no injuries resulting from the incident, but the words chosen to describe the event were misleading. A chlorine “spill,” implies a liquid flowing from the facility; a chlorine “leak” is less specific regarding the state of matter (e.g., liquid or gas). In reality, chlorine gas had escaped into the air, requiring a response 1/3 gallon of 7.5% strength chlorine bleach significantly different than for a spill of chlorine bleach. Overview The vampire is one of the most popular and enduring images in the world, giving rise to hundreds of monster movies around the globe every year, not to mention novels, short stories, plays, TV shows, and commercial merchandise. Yet the Western vampire image that we know from the film, television, and literature of today is very different from its eastern European progenitor. Nina Auerbach has said that "every age creates the vampire that it needs." In this course we will explore the eastern European origins of the vampire, similar entities in other cultures that predate them, and how the vampire in its look, nature, vulnerabilities, and threat has changed over the centuries. This approach will provide us with the means to learn about the geography, village and urban cultures, traditional social structure, and religions of eastern Europe; the nature and manifestations of Evil and the concept of Limited Good; physical, temporal, and societal boundaries and ritual passage that accompany them; and major historical and intellectual periods (the settlement of Europe, the Age of Reason, Romanticism, Neo-classicism, the Enlightenment, the Victorian era, up to today). -
