NATURE OF HAZARD: FLOODS Light to moderate rains in several districts with heavy rains in Jhalawar district in the last 24hours in Rajasthan. Rainfall in some districts is as follows: Jhalawar district – Bakani -10.3cm,Rainbasera- 9.6cm,Chauli Dam-8.8cm,Sunel-7cm In Kota district :Digod -5.7 cm ,Mandana-5.4cm,Darra Colony- 5cm. In Tonk district Tonk Tehsil-7.2cm and Tonk Irrg_7.1cm

In Barmer district, villages: Kawas & Malba had been under 10-15 feet of water. Water level had not been receding in these villages because of the characteristic of the ground is made up of hard rock substrata (gypsum rocks), being the reason for water retentions by the soil. Heavy to very heavy rainfall had been reported in many parts of Orissa. Rainfall received in some of the areas was: Beijpur & Tikabali-32cm, Baliguda-30cm, Suhela-29cm, Phulbani-20cm, Titlagarh & paikmal-15cm each, Alipingal-13cm, and Bhubaneswar-9cm However in last 24hours light rainfall has been reported in some parts of the State.

Chattisgarh Moderate rains with heavy rainfall in some southern districts had been reported in the State. Rainfall received in some of the areas was: Bastar district (Keshkal-15.8cm, -10.3), -06cm, Champa-05cm , and Ambikapur -2each. However, light rainfall has been received in last 24hours in northern districts.

Maharashtra : Moderate rains with isolated heavy rains have been reported in region. : Moderate rains with isolated heavy rains have been reported in several districts in the State. Some of them are: Betul: 14.5cm, Balaghat-9.7cm, Ashok Nagar-7.8cm, Shajapur-7.6cm and Sagar-7.5cm

IMD Forecast: The depression over East Madhya Pradesh moved west-northwestwards and lay centred at 0830 hours IST of today, the 31st August, 2006 near Lat. 23.50N and long. 79.00E, about 50 kms South east of Sagar. The system is likely to move in a northwesterly direction. Under its influence, widespread rainfall with heavy to very heavy falls at a few places and extremely heavy rainfall (25 cms or more) at one or two places are likely over south , Madhya Pradesh and Vidarbha during next 24 hours. Fairly widespread rainfall with isolated heavy to very heavy falls are also likely over south Rajasthan and Gujarat Region during the same period.

CURRENT SITUATION: Rajasthan The situation in Kawas Village was critical because large areas continued to be submerged under flood waters. All rivers in the state are flowing below the warning levels. Orissa Last week the districts of Bhadrak, Jajpur, Balasore, Puri and Kendrapada were affected by floods. But excess rains early this week has raised the water level of almost all the rivers of the system and the districts like Nayagarh, Boudh, Bolangir, Khordha and Jagatsingpur are under the grip of flood. River Mahanadi has crossed danger level following increase in the flow of water in to river from Chhattisgarh. This may affect about 09 downstream districts of Orissa. It has crossed the danger level of 26.41m at Cuttack and is still rising. Other rivers are flowing below their danger levels. Chattisgarh The Gangrel dam on river Mahanadi was reported to be about 0.5m above its Full Reservoir level(FRL).The water inflow in Gangrel dam was reported to be 1.80 lakh cusecs and the outflow 1.10 lakh cusecs.The water discharge from the dam was likely to be enhanced which might have created flood situation in the State. However, discharge from Gangrel dam on River Mahanadi has reportedly been reduced. Rising levels in river Wainganga, several villages in Gondia and Bhandara districts are likely to be affected by floods.

India SITUATION REPORT Madhya Pradesh : All rivers in the state are flowing below the danger levels in spite of some heavy rains Rivers Flowing at high flood level(Site where the water is less than the previous highest flood level but within 0.50m from HFL) In Uttar Pradesh, river Ghagra at Ayodhya is flowing at 93.29m as against the danger level of 92.73m and the previous highest flood level (HFL) of 93.65m (19.08.1998) with a steady trend.

DAMAGE DETAILS: Rajasthan 104deaths have been reported in the Barmer district so far. An estimated 1000million cubic feet (mcft) water was stagnating in Malwa village and about 3050mcft water in Kawas village. A large number of cattle are reported to have perished in the recent floods. Orissa Cuttack 69 villages are marooned with a population of 80,871. 16 roads in Athagarh and 5 roads in Banki remains cut off. Bolangir : It was also badly affected due to the torrential rains. Boudh : 21 villages from the three affected blocks Boudh, Harbhanga and Kantamal remain marooned. Bhadrak:, The four affected blocks are Dhamnagar, Bhandaripokhari, Tihidi and Chandbali. Nayagarh : Flood affected blocks are Gania, Khadapada and Bhapur. Puri: All the major rivers like Daya, Kanti, and Kushabhadra are flowing above the danger level. Roads communication between Delang & Kanas and Pipli & Jatni remain disrupted. ADMINISTRATIVE MEASURES:

RAJASTHAN The drinking water supply had been restored in about 500 villages out of 800 affected villages. The power supply had been restored in about 85-90% villages affected by floods. State Government had deployed 40 medical teams consisting of a medical officer and other paramedical staff in each team with adequate stocks of medicines and 40 veterinary teams in the flood affected areas in Barmer for providing medical cover for the flood affected population. No recovery of dead bodies has been reported in last 24hours. The State government had taken measures to provide relief to the affected people. In addition a number of NGOs are assisting district administration in providing food and other relief material to the affected population.

India SITUATION REPORT 1 Engineer task Force of the Indian Army and 3 Naval diving teams had been deployed for rescue and relief operations in Barmer. 1private helicopter has been engaged by the State for relief operations in Barmer district. The State Government has deployed 80 pumps at Kawas and Malwa villages with effect from August 30, 2006 for pumping out water from these villages. 3000Animal carcasses had been disposed off through burial/burning. Orissa The state has evacuated about 2,000 people from the affected villages. Some more evacuations are also likely to be made. The State Government is taking measures in coordination with the Ministry of Home Affairs, to keep in readiness adequate support from the Defence Forces in view of the likely flood situation in 9 districts. The boats are on standby for rescue and relief work in the wake of any eventuality. Food materials and medicines are all pre positioned. Cuttack : Emergent relief has been distributed to 5633 beneficiaries. 4 Medical teams have been deployed and necessary medicines are being distributed. One Orissa Disaster Rapid Action Force (ODRAF) has been deployed at Banki. Boudh: Free kitchen has been arranged for the affected people in villages. Bhadrak : Ex-gratia has been sanctioned to the one casualty reported so far. Road communication on Bhadrak- Aradi Road and Dobal Sendhapur has been restored. Relief materials (dry food) comprising of flattened rice and jaggery were distributed to the victims. Nayagarh: Emergent relief for 3 days has been sanctioned. Higher officials from District Administraiton are camping at the vulnerable sites and monitoring the situation. Puri: Precautionary measures have been taken by the district administration and boats have been deployed at critical sites to meet any exigencies Chattisgarh The State Government of Chattisgarh is taking precautionary measures in the event of a possible flood situation occurring in the State. Though discharge from the Gangrel dam on river Mahanadi has reportedly been reduced. Maharashtra As a precautionary measure about 15,000 -20,000 people are being evacuated from villages in Gondia and Bhandara districts. UN & NGO’s INTERVENTIONS UNICEF • UNICEF had sent assessment teams in the district in Barmer. • Had started procurement process as per the government request in Health &Water,, Sanitation Sector. The Tel nos. are 0141 2225078 NS 2225099. • Have ongoing work in Barmer with SURE supported by DiPECHO • The team is in touch with Action Aid, CARE, UNICEF and the District Administration. • GBP 3000 has been sanctioned for immediate use • Save assessment team has set out for Barmer and Jaisalmer this morning (August29). • A state level coordination meeting has been preponed onAugust 31,2006 with INGOs and other stake holders at SCF Jaipur office. Christian Aid • On the 22nd of August Rapid damage assessment was done. • Christian Aid is working through a network of local NGOs namely: RHEDI LOK KALYAN SANSTHAN, SURE, LOK SHAKTI, PRAYAS in the predominately flood affected districts of Barmer, Jodhpur and Jaisalmair. • An immediate needs grant of about Rs. 20 Lakhs has been sanctioned to the network.
