In addition, the natural and characteristic ambient turbulence are determined and the effective turbulence of the individual wind turbines is calculated. The calculation of the effective turbulence is not part of the accreditation of GH-D. Bürgerwindpark Süderlügum GmbH & Co.KG has instructed Garrad Hassan Deutschland GmbH (GH-D) on the 2013-07-23 to carry out an assessment of the wind conditions and turbulence intensity according to the technical guideline for wind turbines part 6, revision 8 published by the FGW (Fördergesellschaft Wind) on the 2011-05-19 [1]. The GH-D is an accredited testing laboratory. The site is located approximately 2 km north of the village Süderlügum. 2 out of 13 proposed turbines are located approximately 1.5 km northwest of Süderlügum in the area of Nordfriesland. The site layout showing the turbine locations is presented in Appendix 1. The coordinates of the individual turbines are given in Appendix 1 using Gauss Krueger Bessel Zone 3 referring to Potsdam date as a Coordinate System. 86 currently planned or existing turbines of different types and hub heights in a surrounding area of up to 10 km were considered for the calculation concerning the wake effect. Details are given in Appendix 1. 2 DETERMINATION OF WIND CONDITIONS 2.1 Description of European wind atlas method Determination of wind conditions at the site is carried out according the European wind atlas method utilizing the software WindPRO 2.7 [2] and the Wind Atlas Analysis and Application Program (WAsP), Version 10.0 [3]. The program is based on a mathematic model, which takes site-specific conditions in terms of orography, roughness and obstacles into account, while determining the wind conditions at a site. Based on regional frequency distributions of wind speed and characteristics of the ground boundary layer in the region of interest, mean wind speeds for certain heights above ground are calculated [4]. Prerequisite for the calculation is the availability of measured long-term wind conditions at a meteorological station in the same region. The measured wind conditions are pre- processed, eliminating the impact of local site terrain conditions at the meteorological station from the measured data, terminating in a “generalised regional wind climatology”. Such a regional wind statistic contains information concerning the frequency and direction distribution for all direction sectors for regional wind conditions that are no longer influenced by site-specific terrain conditions. In the next step the “generalised regional wind climatology” data set is applied to the proposed site, taking site specific conditions into account. In this way the site-specific wind conditions are determined. The result is represented at the heights of 50.0 m and the hub heights of the proposed wind turbines above ground level (AGL) (Appendix 2). It includes the mean annual wind speed and the Weibull- distribution parameters A (scaling parameter) and k (form parameter). Additionally, the expected wind frequency distribution using 30°-sectors as well as the particular mean wind speed and the belonging Weibull-parameters A and k are represented. Based on these estimated site-specific wind conditions and turbine specific power curve, the total energy yield of the proposed wind farm is calculated taking internal and external wake losses into account. Jörg Dedert) on the 2012-04-25. Pictures were taken from at least one representative point within the proposed area, covering the entire wind rose. Additionally, a rough mapping of the surrounding area regarding land use, vegetation heights, existing obstacles etc. has been carried out. Based on local information and topographical maps (1:25.000 and 1:100.000) the site Süderlügum can be described as follows. The proposed site is located at a height of about 2-5m above sea level (see map in Appendix 1).
