Sub : Drawal of Optical Fibre Cable through electric poles of KSEBL - Request of M/s. Reliance Infocomm Ltd.

Resolved to grant permission to M/s. RJIL to draw cables through additional poles by surrendering the already sanctioned but unutilized ones without referring to Government for the same period, since Government has already given orders for drawing cables for 5 years to M/s. Reliance Jio Infocomm Limited (RJIL).

Further resolved to permit M/s. RJIL to use the poles and to carry out a joint inspection at Electrical Sections subsequently with the representatives from M/s. Reliance Jio Infocomm Limited utilizing the same KSEB team employed for the case of Asianet Satellite Communications Ltd., in order to verify the details submitted by M/s. RJIL and to ensure the details of unutilized poles and to ensure tagging of cables with provision to identify expiry of the sanctioned period as per the relevant B.Os.

Further resolved to authorize the Deputy Chief Engineers of the respective Electrical Circles to monitor and co-ordinate the joint inspection and be entrusted to ensure completion of joint inspection within a period of one month and submit attested copy of the joint inspection report to the O/o. the Director (Distribution & IT).

Further resolved to develop a similar module as in the case of cable drawal by M/s. Asianet Satellite Communications Ltd. in 'Oruma net' to capture details like sanctioned poles, poles utilized by M/s. Reliance Jio Infocomm Ltd., poles unutilized, expiry date etc. and to authorize the Chief Engineer (IT) to make necessary arrangements to develop a module in 'Oruma net' Software, similar to the one which is already developed for the case of M/s. Asianet Satellite Communications Ltd., after collecting the System Requirement Specifications (SRS) from the O/o. the Director (Distribution & IT).

Resolved to accord sanction for accepting 'sanction letter from concerned authorities for erection of poles' also as an NOC document, for providing electricity connection to Outdoor Small Cells installed by Telecom Operators on these poles for providing internet services, provided the field officers are clearly able to identify the poles requiring connection as those mentioned in the

sanction document.

Sub : Managing power crisis during peak hours from November 2018 to May 2019 - Floating tender in DEEP Portal - Ratification.

Resolved to ratify the actions of the Deputy Chief Engineer (Commercial & Planning) with full powers of Chief Engineer

(a) In floating tender through DEEP Portal as per the RFP submitted on 03-11- 2018 for procuring 150MW peak power for the period from 20-11-2018 to 31-05-2019 separately for each month as specified in Table A and with the timelines as specified in Table B, through the DEEP e-bidding Portal of MoP.

(b) In cancelling the tender floated by KSEB Ltd. in DEEP portal on 05-11-2018 and inviting short term bids again in DEEP portal as per RFP submitted on 19-11-2018 for procuring 150 MW peak power for the same duration and period but by excluding November 2018, with direct intimation to all trading licensees and entities participating in DEEP portal, in addition to usual procedure of uploading Rfp in DEEP portal and our website as per Table C and Table D.

(c) in placing the outcome of the Bid and Certificate of conformity of the Bid Process submitted by the Standing committee before the Hon'ble KSERC.

Resolved to ratify the action of Chairman and Managing Director, KSEB Ltd., to issue Letter of Authorization to Manikaran Power Ltd. for participating in the tender floated by Noida Power Company Ltd. (NPCL) on behalf of KSEB Ltd. as indicated in Table A, at a trading margin of -3.02 paise/kWh for the power supplied to KSEB Ltd. payable while returning to MPL(NPCL), with delivery point as Northern Regional periphery, by agreeing to the terms and conditions of their offer.

The FTD also noted that M/s. Manikaran Power Ltd. has informed that KSEB Ltd. is not the L1 bidder and NPCL is not issuing LoI to KSEB Ltd. for the month of November 2018.

Krishnan Kutty, IAS (Retd), Co-ordinator, Land Management Unit, Northern Kerala for a further period of one year with effect from December 2018 on contract basis for the successful completion of the task now been undertaken with respect to the landed properties of KSEBL at Ernakulam, Thrissur, Palakkad, Kasaragod, Kannur, Kozhikode and Wayanad as per the terms and conditions fixed vide B.O. (FTD) No. 2827/2017 (LMU-Kozhikode/183), dated 14.11.2017.

Further resolved that the Co-ordinator shall report the activities to the Chief Co-ordinator, Land Management Unit, Thiruvananthapuram.

Selvarajan T.O., Sarovaram, Kannamangalam, Chettikulangara, Mavelikkara West Fort, Mavelikkara at his negotiated quoted rate of ₹ 39,375/month (₹ 26.25/km) for 1500 kms and ₹ 22/km for every additional kilometer over 1500 km to 2000 km.

Sub : 10 MW Floating Solar Project in West Kallada - BG towards release of VGF - Clarification.

Resolved to ratify the action of the Chairman & Managing Director in according sanction to exempt M/s. NHPC from Bank Guarantee for the VGF amount Rs.13.8 Crore being a Central Government PSU and to request the Government of Kerala to release the approved VGF amount of Rs.13.8 Cr to KSEBL account as M/s. NHPC has conveyed expected expenditure of Rs.18.5 Crore by 31st March 2019. The VGF amount shall be released to M/s. NHPC only when the expenditure from NHPC part exceeds the VGF amount.
