NEW MAGIC MOMENTS Head of the European Union Office in Kosovo and EU Special Representative SAMUEL ŽBOGAR hen we met for the first time in 2012, the European Summer Music Academy in Pristina was the first Wevent of this kind and of this importance organized in Kosovo’s capital. In a truly European spirit it brought together outstanding professors of music from several European countries with their colleagues from Kosovo and the region to work with students from Kosovo and abroad. ummer in Pristina is always full of Europe, not only because so many people who earn their living abroad come to see Stheir families, but also so many Kosovo students return from universities all over Europe. We wanted to make summer in the city, already full of enthusiastic young people and vivid artistic scene, even warmer with a touch of classical music. And the closing concerts, with incredible emotions and state-of-the-art music, were the best proof of this “global warming”. ere we are again in 2014 edition of European Summer Music Academy, inviting students and professors not only Hto master their skills but also to enrich the spirit of the audience. The European Summer Music Academy will again offer master classes of internationally renowned pedagogues. Students will participate in public performances and interact with their colleagues from a number of European countries. At the same time, they will have an opportunity to experience the unique atmosphere of Kosovo and its capital, its diverse culture, habits and the well-known hospitality of its citizens. ith my colleagues, representatives of EU member states present in Kosovo, and our friends from WKosovo authorities we will do everything we can for 2014 European Summer Music Academy to achieve new magic moments. -

CALL FOR PROJECT PROPOSALS FOR NATIONAL GRANTS for addressing migrant smuggling prevention and/or the protection of smuggled migrants Security for Human Beings and Borders – Combating Smuggling of Migrants in the Western Balkans Civil Rights Program Kosovo Lorenc Antoni no 15 Pristina, Kosovo Phone: +383 (0)38 243 610 E-mail: [email protected] 29 April 2021 BACKGROUND The Western Balkans (WB) continued to be a transit route for irregular migrants trying to reach Western Europe from Turkey. Despite a significant decrease in the number of irregular migrants arriving at the EU’s external borders since the migration crisis in 2015, the migration pressure in the Western Balkans remains high, as does smuggling and the demand for facilitation services.1 For example, during the first ten months of 2020, detections on the Western Balkan routes were 122% higher compared to the same period in 2019 indicating continued significant movements in the region and beyond.2The authorities of some of the countries in the region have implemented measures such as strengthening border controls, which have had an effect on the migratory routes, hindering movements throughout the region. At the same time, these measures primarily appear to slow down or divert migratory movements, instead of preventing or deterring them altogether. Irregular migrants usually try to cross borders multiple times and many eventually succeed. Another side-effect of these measures is that they increase the demand for facilitation services.3In the Western Balkans as an active transit area, migrants staying for a longer period of time (particularly those with an unregulated status), difficulties crossing state borders, and an increase in the price of smuggling certainly represent circumstances that increase migrants’ risk factors and expose them to various forms of abuse, violence or exploitation, especially the most vulnerable among them (women, children, unaccompanied minors). -

Armira Kapxhiu Centre for Albanological Studies, Tirana, Albania. Abstract Folklore is a particularly important factor in determining the national identity of the people. Based on this observation, the artistic part of our people‟s spiritual heritage of our people and in the case of this paper choreographic and musical folklore, as a collective product of the anonymous individual strandsisan inalienable property of all Albanians wherever they live. Albanian folklore represenst an early vital tradition, durable and rich. It is not "terra icognita" because it is not made of atrophied and lifeless waste. Our folklore also is not a reminder of the past, but is alive and full of life, and day by day is practiced and emotionally articulated, being developed, enriched and grown along with the Albanian people. An important role to echoe the past and the present with the message that our nation has existed, exists and will exist forever, because it has a clear identity through its own cultural, artistic, historical, linguistc values, etc, which make it distinguishable from the other people of the region and beyond, have had and stil have organizations of nationwide events of this part of our people‟s spiritual heritage. Introduction Given that folklore is a life expression that evolves and is transformed with time, it is a mistake to think that these values remain unchanged, strictly original or simply a resource as they existed in the past, or as they were executed or interpreted in the past. -

Do you… Sevime Gjinali: As a child, I was loved as a child because I was the youngest. I was not that quiet. I constantly caused troubles, I was active. I loved music, because also my family, namely my father, they say that he wrote songs and had a beautiful voice…he was very dear to his friends. And they enrolled me in the elementary school when I was five. I knew how to read and write as a five-year-old, and I went to the Bajram Curri elementary school in Prizren, in the first grade. -

FESTIVALI NDËRKOMBËTAR I PRISHTINËS / PRISHTINA INTERNATIONAL FESTIVAL REMUSICA 18 > 28 MAY 2014 Editorial 2014 Diversiteti stilistik i kohës së sotme Periudha e kohës së sotme, si asnjë periudhë historike më parë, sjellë një fenomen të ri – koekzistimin intenziv, të pa penguar, të rrymave dhe orientimeve të ndryshme stilistike. Këtë diversitet, si karakteristikë të kohës, ReMusica tashmë e ka pranuar dhe ngërthyer në fizionominë programore të saj. Motoja e re e REMUSICA-s, e promovuar në vitet e fundit, mbështetet në principin e rifreskimit apo të regjenerimit të asaj të mëparshmes. Koha tregon se edhe rrymat më të suksesshme dhe më novatore të muzikës së Shekullit XX, në thelb janë reflektim indirekt i muzikës së dikurshme, me çka vetëm sa dëshmohet vazhdueshmëria e jetës. Indi i jetës është i pashkëputshëm. Në edicioni e sivjemë, ballafaqimet stilistike janë edhe më të theksuara. Në të njejtën mbrëmje këmi Variacionet madhështore Goldberg të gjeniut barokien, J.S. Përsëri në skenën e ReMusica-s kthehet miku ynë i vjetër Petrit Çeku, pas një mori suksesesh ndërkombëtare, që e bëjnë atë njërin prej dy-tre artistëve më depërtues kosovar në skenën botërore. Poashtu, sivjet prezantohen për herë të pare, disa nga artistët më cilësor të paraqitur në skenën muzikore kosovare në vitet e fundit. Ata janë: tubisti virtuoz Thomas Leleu, i zgjedhur si virtuoz i vitit 2012 në Francë, në French Grammy Awards; dhe Ansambli me renome botërore i perkusioneve ‘Krumata’, nga Suedia. -

FEMALE TO MALE - MALE TO FEMALE: THIRD GENDER IN THE MUSICAL LIFE OF THE GYPSIES IN KOSOVO SVANIBOR PETTAN Institut za etnologiju i folkloristiku, Zagreb Akademija za glasbo, Ljubljana Third gender in this article refers to the alleged homosexual Gypsy musicians, seen as mediators between female and male musical and cultural domains in Kosovo. Due to their alleged homosexuality, these musicians, unlike other men, had access to the female repertoire and manner of performance, out of which they created a new genre known as talava. They transfered the female music sung indoors by women to the frame drum accompaniment to the public scene, where it is performed in a modified form by a male singer to the accompaniment of an amplified ensemble. The talava, performed by men, is most appreciated by women, who see it as the success of "their" music within the public domain. Introduction Studies related to gender are rather rare and quite recent in Croatian ethnomusicology as well as in its relative-disciplines such as 311 Nar. umjet. 33/2,1996, str. 311-324, S. Pettan, Female to Male - Male to Female: Third. ethnology/cultural anthropology and musicology.1 Their subjects are based on distinguished female musicians, e.g. Lujza Kozinovic (Doliner 1991) and Dora Pejacevic (Kos 1982); discuss the role of women in the context of a traditional regional culture (e.g. Bezic 1982); or look for representations of gender roles in the context of the war in Croatia in the 1990s (Ceribasic 1995). -

of the consistent struggle waged by the Party of Labor of Albania both at the Bucharest Meeting as well as the Mos cow Meeting of 81 parties in November 1960. At Bucharest, the Party of Labor of Albania refused to pass judgment on the alleged mistakes of the Communist Party of China or to condemn it on the basis of materials full of slanderous ac cusations trumped up by the Soviet leadership without allowing the Com munist Party of China the time and pos sibility to read this material and present its own views. At the Moscow Meeting, our Party voiced its views with revolutionary courage and before international com munism, openly criticised the wrong line of the Soviet leadership on a series of major issues of principle. The Party of Labor of Albania did not made any concessions on principles >and refused to follow the revisionist line of the Khruschev group. A series of documents published in this volume, including re ports, speeches, discussions and talks, are vivid testimony to this. Also publi shed in this volume are a number of radiograms and letters sent from Tira na to Bucharest, Moscow, Peking, and New York, which carried the directive and revolutionary line of the Party of Labor of Albania. The ideological struggle between the Party of Labor of Albania and the So viet leadership became more abrasive after the Bucharest Meeting when the Khruschev group launched a severe at tack on the Party of Labor of Alba nia to force it to submit and follow the revisionist line. At first, the Khruschev group used two main methods, threats and demagogy.
