The Southeast Asia Regional Centre for Counter Terrorism (SEARCCT) was officially launched on 1 July 2003 by the then Minister of Foreign Affairs, Malaysia, the Honourable Dato’ Seri Syed Hamid Albar.

SEARCCT serves as a leading Centre in the Southeast Asia region to train and enhance the capacity of enforcement and security officials on counter-terrorism issues in collaboration with established think-tank institutions and international organisations. The Centre also serves to promote Malaysia’s perspective on how best to deal with terrorism and the promotion of a comprehensive approach to counter-terrorism.

SEARCCT has also utilised various training courses, conferences, and forums to discuss and disseminate the urgency to have a multi-pronged and multi-faceted approach in countering terrorism. In implementing its mission, SEARCCT has identified seven flagships. The flagships are:

• Investigation and Legal Aspect, • CBRNE and Crisis Management, • Aviation, Maritime and Transport Security, • Cyber Terrorism, • Prevention and Rehabilitation, • , and • Youth and Terrorism.

Since its inception in August 2003 until December 2015, SEARCCT had successfully conducted a total of 170 training courses with 5,511 local and foreign officials participants. In ensuring a comprehensive programme, SEARCCT will include, in its training modules, field visits as well as practical and simulation exercises in order to add value and provide interesting learning experience for participants.

SEARCCT will also continue to enhance its syllabus, expand its cooperation with relevant institutions - both local and foreign - and establish further links with international and regional organisations such as the United Nations and ASEAN to ensure its programmes provide the necessary knowledge to address the current challenges of terrorism. Towards this, SEARCCT continues to ensure its programme to focus on existing and future perceived threats and catering to the needs of its clientele.

SEARCCT has had numerous collaborations with foreign and local agencies. In 2015, The Centre had collaborated with the Embassy of the United States of America, Embassy of France, Embassy of Japan, New Zealand High Commission and Australia High Commission. With the aim of enriching its programmes, SEARCCT welcomes proposals for productive collaborations with institutions and organisations, both locally and abroad. SEARCCT also organises public lectures, forums, roundtable discussions, seminars and workshops for interested organisations and individuals. They include, among others, governmental officials, academicians and university students, representatives from think-tank, non-governmental organisations and training institutes along with the members of the diplomatic corps based in Kuala Lumpur.

MISSION STATEMENT

The Centre aims to achieve its vision based on the following:

• To develop a capable and vigilant counter-terrorism centre in Southeast Asia through quality and comprehensive capacity building and programmes. • To promote public awareness and disseminate information on the threat of terrorism and measures taken to counter it. • To become a centre of reference on terrorism and counter-terrorism in cooperation with local and international agencies through research efforts. • To foster mutual cooperation, collaboration, research, understanding and networking amongst regional and international organisations in the field of counter-terrorism.

OBJECTIVES

• To develop and organise a comprehensive capacity building and public awareness programmes on counter-terrorism. • To produce quality research materials on relevant terrorism and counter-terrorism matters for publication. • To promote information and knowledge-sharing through its Web Portal and Database. • To deliver an effective administration for the success of its activities.

FOCUS OF ACTIVITIES

• Efforts in capacity building through programmes organised for participants to enhance their knowledge and skills in counter-terrorism measures as well as establishing network for further cooperation. • Creating Public Awareness by addressing NGOs, the private sector and the public on counter-terrorism issues. • To improve the Centre’s Web Portal and Database by providing the up-to-date information on current issues for publication and information gathering purposes on the subject of terrorism, terrorist organisations, counter-terrorism measures, etc.

Objectives:

To enhance knowledge and awareness of the participants on the various types of Improvised Explosive Devices (IED) and to train participants from the Bomb Disposal Units on the methods to safely dispose various kinds of IED based on the New Zealand model.

• To identify, handle and control a situation where IEDs are or suspected to be present before the arrival of the Bomb Disposal Units at the scene. • To identify various types of IED; • To handle and control a situation with IED presence for the purpose of eventual disposal; and • To know methods in safely disposing various kind of IED based on the New Zealand model.
