It is enabling people to use the benefits of humanitarian action to seize development opportunities, building resilience, and establishing a sustainable process of recovery from crisis. ER aims to provide necessary support to the local government institutions for debris management, reconstruction of community infrastructures, restoration of public service delivery, and safeguarding emergency livelihoods and economic recovery in order to “Build Back Better”. Three Pillars Approach Pillar 1: Debris Removal and Management Emergency debris management and safe demolition i. Private houses in rural and urban areas ii. Public infrastructures Preservation of relics and safe debris management of World Heritage sites Pillar 2: Community Infrastructure and Livelihood Recovery Restoring access to essential services through i. Provision of temporary workspaces for VDCs and municipalities; ii. Provision of basic equipment, facilities and support staff to the government offices iii. Restoration and provision of damaged and lost records on identity. Pillar 3: Restoring Critical Local Service Restoring access to essential services through i.
