Buddhika Pathirana,— To ask the Minister of Transport,—(1) (a) Is he aware that though the construction works of the railway line from Matara to Kataragama have been initiated on a number of occasions, that had not been completed up to now? (b) Will he state— (i) the estimated cost for the construction works of the railway line from Matara to Kataragama; and (ii) the name of the local or the foreign institution that provides the allocations for the construction works of the said railway line? (c) Will he inform this House— (i) whether expedite measures will be taken to resume the constructions of Matara Kataragama railway line after looking into the causes of the delay; and (ii) if so, when ? (d) If not, why? 2036/’11 2. Hon. Dayasiri Jayasekara,— To ask the Minister of Sports,—(3) (a) Will he state separately— (i) the amount of money spent annually by Sri Lanka Cricket for sending its officers abroad from the year 2008 up to now ; (ii) the amount of money spent on each of the occasions when officers were sent abroad in each of the aforesaid years ; and (iii) the number of days spent abroad by the officers on each of those occasions? (2) (b) Will he inform this House— (i) of the positive or negative results gained by the game of cricket as an outcome of the aforesaid foreign trips made by the officers ; (ii) separately, of the amounts of money spent on travelling, accommodation and other expenses of each of the officers who went abroad ; (iii) whether tour itineraries relevant to the trips made by the aforesaid officers will be submitted ; and (iv) separately, of the monthly salaries and other allowances of the aforesaid officers? (c) If not, why? 2211/’12 3. Hon. Sajith Premadasa,— To ask the Minister of Construction, Engineering Services, Housing and Common Amenities,—(2) (a) Is he aware that a pledge was made under the Jana Sevana Programme of “Mahinda Chinthana-Dinavamu Sri Lanka” manifesto that the housing loans and the interest relevant to housing schemes constructed under various names such as Diyawara, Diyawara Visiri, Jana Udana and Gam Udana would be written off and freehold ownership of those houses would be granted to their residents ? (b) Will he inform this House of the number of families who have been granted freehold ownership of the houses under each of the aforesaid housing schemes separately ? (c) If not, why ? 2323/’12 4. Hon. Ravi Karunanayake,— To ask the Minister of Sports,—(1) (a) Will he state— (i) the number of registered sports bodies in the country; (ii) the names of the legally elected heads of the aforesaid bodies; and (iii) the names of the politicians who are heading the sports bodies? (b) Will he inform this House— (i) whether accounts of sports bodies have been submitted annually as required by law; (ii) if so, the accounts for the year 2010 have been submitted; (iii) the names of the sports bodies that have not submitted accounts to the relevant authority. and (iv) the fine imposed on the errant sports bodies? (c) If not, why? (3) 2964/’12 5. Hon. Akila Viraj Kariyawasam,— To ask the Minister of Education,—(1) (a) Is he aware that— (i) permanent principals have not been appointed so far to 57 schools in the Nikaweratiya Education Zone; and (ii) the duties of the office of the principal of the aforesaid schools are being covered by acting principals at present ? (b) Will he state— (i) the number of schools situated in Nikaweratiya Education Zone; (ii) the reasons for not taking steps so far to employ principals required for the aforesaid schools; and (iii) whether action will be taken to fill the vacancies for principals in the aforesaid schools speedily ? (c) If not, why ? 3037/’12 6. Hon. (Mrs.) Rosy Senanayake,— To ask the Minister of Agrarian Services and Wildlife,—(1) (a) Will he state — (i) the area of the Bundala National Park; (ii) the number of bird species inhabiting that park; (iii) whether it has been named a biosphere reserve; (iv) whether it has been decided to start a project to cage birds by netting a 15 acre area within the said park; (v) if such project is to be launched using that park, the date of starting the said project; and (vi) the estimated cost of netting a 15 acre area within that park ? (b) Is he aware that a tourist hotel named Jeew’s Hide Out has been built on the forest land approximately 2.2 hectares (4-5 acres) in extent, located on the eastern boundary of Minneriya National Park ? (c) Will he inform this House— (i) of the date on which the said hotel was constructed; (ii) of the name of the owner of that hotel; (iii) whether written permission of the Department of Wildlife Conservation has been granted for the construction; (iv) the date on which permission was granted for construction; and (v) whether the letter granting permission for construction will be submitted ? (d) If not, why ? (4) 2367/’12 7. Hon. Sajith Premadasa,— To ask the Minister of Civil Aviation,—(1) (a) Will he inform this House— (i) whether new aircrafts would be purchased for the fleet of the Sri Lankan Airlines Ltd.; (ii) if so, whether tenders have been called for the aforesaid purpose; (iii) if not, whether action would be taken to acquire aircrafts through an alternative means; (iv) if aircrafts are to be purchased, the total amount of money that would be spent for that purpose; (v) of the manner in which the money required for the aforesaid purchase will be obtained; and (vi) whether a technical assessment committee would be appointed with regard to purchasing of aircrafts ? (b) Will he state— (i) whether the slots allocated to Sri Lankan Airlines at Heathrow Airport in London are expected to be leased out or sold; (ii) the profit earned or the loss incurred by Sri Lankan Catering from the date on which Sri Lankan Airlines Ltd., was taken over from Emirates Airline Company; (iii) the names of the members of the Board of Directors of Sri Lankan Airlines ; and (iv) whether the attention of the government has been drawn to alternative courses of action to run the aforesaid business without provisions being released by the government ? (c) If not, why ? (5) 2410/’12 8. Hon. Dayasiri Jayasekara,— To ask the Prime Minister and Minister of Buddha Sasana and Religious Affairs,—(1) (a) Will he inform this House— (i) whether there is a truth in the statement made recently by the Indian Minister of Foreign Affairs to the effect that the President of Sri Lanka had stated that a solution going beyond the 13th Constitutional Amendment would be offered to the national problem of Sri Lanka; (ii) the measures taken by the government by now with regard to the aforesaid national problem; (iii) if so, the other proposals that are offered in addition to the 13th Amendment; (iv) whether the approval of all constituent parties of the government has been received for them; (v) the date on which such proposals will be implemented; and (vi) if the statement of the Indian Minister of Foreign Affairs referred to in (a)(i) above is false, the measures to be taken in that regard ? The Prime Minister and Minister of Buddha Sasana and Religious Affairs,— Determination under the Constitution,— That this Parliament determines that the salary of Mr. H.A.S. Samaraweera, the incumbent Auditor - General appointed with effect from 15.08.2011 shall be as follows in terms of Article 153(2) of the Constitution of the Democratic Socialist Republic of Sri Lanka. That this Parliament further determines that Mr. H.A.S. Samaraweera, Auditor - General shall be placed on the salary point of Rs.48,940/- which is the 2nd step in the salary scale of SL-4-2006, with effect from 15.08.2011 when he was appointed to the said post and that he be paid the other allowances relevant to the post and such annual salary increments as specified in the salary scale. (Cabinet approval signified.) (6) *4. Code of Criminal Procedure (Special Provisions) Bill— Second Reading. *5. The Minister of External Affairs,— Resolution under the Constitution of the Democratic Socialist Republic of Sri Lanka (No.1),— That this Parliament resolves under Article 157 of the Constitution of the Democratic Socialist Republic of Sri Lanka, that the Agreement between the Government of the Democratic Socialist Republic of Sri Lanka and the Government of the State of Kuwait for the Reciprocal Promotion and Protection of Investments, signed on 05th November 2009, being an Agreement for the Promotion and Protection of Investments in Sri Lanka of such foreign State, its nationals or corporations, companies and other associations incorporated or constituted under its Laws, which was presented on 07.09.2011 be approved, as being essential for the development of the national economy. (Cabinet approval signified.) *6. The Minister of External Affairs,— Resolution under the Constitution of the Democratic Socialist Republic of Sri Lanka (No.2),— That this Parliament resolves under Article 157 of the Constitution of the Democratic Socialist Republic of Sri Lanka, that the Agreement between the Government of the Democratic Socialist Republic of Sri Lanka and the Government of the Socialist Republic of Vietnam for the Promotion and Protection of Investments, signed on 22nd October 2009, being an Agreement for the Promotion and Protection of Investments in Sri Lanka of such foreign State, its nationals or of corporations, companies and other associations incorporated or constituted under its Laws, which was presented on 07.09.2011 be approved, as being essential for the development of the national economy.

    ACF Report # 177 How Sri Lankan government has failed in investigating into corruption allegations Some investigations haven’t started - Finalized documents in AG's drawer Putting an end to bribery and corruption and punishing those engaged in serious financial crimes during the previous regime were the top election promises of the United National Front for Good Governance (UNFGG) government. The civil society that ensured the UNFGG victory was keen on implementing a proper mechanism to prevent corruption because an election victory and a change of a regime was not adequate to end the culture of corruption in Sri Lanka. Anti-Corruption Front (ACF) commenced its operations on 14 January 2015 in a bid to assist in ending corruption which has become a part of our culture. When ACF requested the Sri Lankan citizens to provide information on financial crimes from 2008, over 4000 responded within the first 30 days. Allegations of bribery, corruption and misuse of public property dominated these complaints. ACF investigated and authenticated these complaints with the assistance of experts who joined us voluntarily. ACF has tendered 512 verified complaints to six institutions that deal with corruption in Sri Lanka, including FCID, CID, Bribery Commission and PRECIFAC. However the progress made on these complaints have been painfully slow and our inquiries have shown that most of the investigations have not gone beyond the AG's Department. Thus investigations on most of these allegations of financial crime have not even reached the second stage of inquiry, i.e. taking legal action. Therefore it is evident that the values President Maithripala Sirisena spoke of during the international anti-corruption summit in London are not been practiced in Sri Lanka.
