The Chickamauga City Board of Education held its regular monthly meeting on Monday, March 14, 2016 at 5:15 p.m., in the Board Room. Members present were: Chairman, D.A. Jewell, V; Vice Chairman, Grant Parrish; David Askew, Billy Ellis, Janet Landers and Melody Day, Superintendent.

Chairman Jewell called the meeting to order and asked Ms. Landers to give the invocation.

Chairman Jewell welcomed the visitors to the meeting: Diane Miller, Andrea Brooks, Stan Houston, Jeff Sikes, Julie Tyler, Adam Whitsett, Chris Fehr, C.R. Simmons, Tara Sosebee, Carolyn Solmon, Cindy Roberts, Kevin Roberts, Holt Roberts, Reese Roberts, and Michael Langston.

Superintendent Day recognized the following individuals/groups: STAR Student, Adam Whitsett and STAR Teacher, Julie Tyler; Gordon Lee High School students in the top 10% of the Senior Class-Hannah Cordell, Kayla Wolinsky, Kayleigh Roper, Adam Whitsett, Glynne Ellen Ford, Julianna Spradlin, Austin Sturdivant, Tyler Trivette, Matthew Nathan McConathy, Adrianna Langston, Brock Champion, and Julianna Putman; 4- H winners from Chickamauga Elementary-Holt Roberts, Sarah Brooks, and Cora Fehr; Board of Education Members received certificates from the Georgia School Boards Association in appreciation for their service to the school system and community.

Vice Chairman Parrish made the motion to approve the March Board Agenda. Mr. Ellis seconded the motion, and the motion carried.

Mr. Ellis made the motion to approve the March Consent Agenda containing the following items: Minutes of February 8, 2016 Regular Meeting; Approve field trips: Gordon Lee High School: Band to Woodland High School, Cartersville, GA, March 16, 2016; Anatomy and AP Biology Classes to Bodies the Exhibition, Atlanta, April or May 2016; Ag Leadership to Randy Owen’s Farm, Ft. Payne, Alabama, April 2016; Ag Leadership to Raulston’s Tree Farm, late March or April 2016; Ag Leadership to Johnson Family Farm, Dunlap, Tennessee, April 2016; FFA to Tennessee Aquarium and/or Chattanooga Zoo, March or April 2016; FFA to Walker County Ag Center, April 22, 2016; FFA to State FFA Convention, Macon, GA, April 28-30, 2016; HOSA Club to Walker County Special Olympics, Ridgeland High School, April 22, 2016; Zoology Class to Chattanooga Zoo, May 2016; Key Club to Crystal Springs Smokehouse, April 1, 2016; Anime Club to SCAD, Atlanta, March 2016. With a second from Mr. Askew, the motion carried.

Financial reports presented for approval were: General Fund, January 2016; SPLOST 2011, December 2015 and January 2016; Bus account, December 2015 and January 2016; Chickamauga Elementary School, January 2016; Gordon Lee Middle School, January 2016; Gordon Lee High School, January 2016; K.I.D.S. After Care Program, January 2016; Chickamauga City Schools Nutrition Program, January 2016. Vice Chairman Parrish made the motion to approve the financial reports as presented. Ms. Landers seconded the motion, and the motion carried.

Committee Reports were as follows: Gordon Lee High School Athletic Boosters. Gordon Lee High School Band Boosters will report at the April Board Meeting.

Mr. Ellis made the motion to approve a Resolution to request a revision of the FY 2017 State Capital Outlay Projects Application which was approved in the September 2015 Regular Board Meeting. With a second from Vice Chairman Parrish, the motion carried. (Attachment)

Vice Chairman Parrish made the motion to approve a contract agreement with Debbie Rice for educational interpreting services for the Chickamauga City Schools. Services will be provided at a rate of $40.00 per hour, five hours per school day, with mileage being paid at the current state reimbursement rate. Date of service will be March 3, 2016 through May 25, 2016. Mr. Askew seconded the motion, and the motion carried.

Superintendent Day requested the Board approve the following expenditures exceeding $5,000: Voss Lighting-$6,085.44; CDW-G-$5,671.71; Vinyard’s Heating and Air-$6,300. Ms. Landers made the motion to approve the expenditures as presented, with a second from Vice Chairman Parrish. Motion carried.

Mr. Askew made the motion to approve a Use of Facilities Request from the Walker County Extension Service to use the parking area in front of Gordon Lee High School on April 23, 2016 from 2:30-4:00 p.m. for the Walker County Rabies Clinic and waive the facilities fee. Mr. Ellis seconded the motion, and the motion carried.

Vice Chairman Parrish made the motion to approve a football game between the alumni of Gordon Lee High School and the alumni of to raise funds for each school. The game will be held on Friday, May 6, 2016, at the Billy Neil Ellis Stadium. With a second from Ms. Landers, the motion carried.

The Superintendent’s report consisted of the following items:  Update on potential high school construction project  AdvancEd External Review-January 29-February 1, 2017  Copies of March Menus and “Board & Administrator’ were given to each Board Member.

Chairman Jewell asked if there were matters to be considered in Executive Session. Superintendent Day answered that there were personnel matters to be considered. Vice Chairman Parrish made the motion to adjourn to Executive Session. With a second from Mr. Askew, the motion carried.

Motion to re-convene was made by Mr. Askew, with a second from Mr. Ellis. Motion carried.

While in Executive Session, Superintendent Day made the following recommendations:  Accept the resignation of Lindsey Rowlls, instructor at Chickamauga Elementary School, effective at the end of the current school year, and wish her well on her forthcoming marriage and relocation. Mr. Ellis made the motion to accept the resignation as presented. With a second from Ms. Landers, the motion carried.  Employ Ann Marie McBryar as instructor at Chickamauga Elementary School for school year 2016- 2017. Vice Chairman Parrish made the motion to accept the recommendation as presented. Mr. Ellis seconded the motion, and the motion carried.  Approve Kim Parvin as long term substitute teacher at Chickamauga Elementary School. Ms. Landers made the motion to approve the recommendation as presented, with a second from Vice Chairman Parrish. Motion carried.  Approve the Certified Central Office Staff and School Administrators for 2016-2017 school year. Vice Chairman Parrish made the motion to approve the recommendation as presented. Mr. Ellis seconded the motion, and the motion carried. (Attachment)  Approve out of city Georgia residents tuition at $800 per student, not to exceed $2,400 per family, effective 2016-2017 school year. Mr. Ellis made the motion to approve the recommendation as presented. Vice Chairman Parrish seconded the motion, and the motion carried.  Approve 2016 summer camps for basketball, , , and wrestling. Mr. Askew made the motion to approve the summer camps as presented, with a second from Mr. Ellis. Motion carried.

Chairman Jewell recommended that Superintendent Day be reimbursed for expenses in the amount of $95.79 for February 9-March 14, 2016. There were no objections.

With no further business, Chairman Jewell called for a motion to adjourn the meeting. Mr. Askew made the motion to adjourn, with a second from Mr. Ellis. Motion carried and the meeting was adjourned at 7:52 p.m.

The next regularly scheduled Board Meeting of the Chickamauga City Board of Education will be held on April 11, 2016 at 5:15 p.m., in the Board Room.
