Januar 1956 in Detmold Frau Dr. Angela Dorothea Merkel (geb. Kasner), geb. am 17.07.1954 in Hamburg wegen des dringenden Verdachts der Autorisierung von Kriegsverbrechen gemäß der Regelungen des Völkerstrafgesetzbuches und Tötungsverbrechen gemäß des Strafgesetzbuches der BRD sowie der Beihilfe/Duldung von Aggressionskriegen vom Territorium der Bundesrepublik Deutschland aus in Afghanistan, Irak, Libyen und der Duldung/Beihilfe des Einsatzes von Kampfdrohnen der in Deutschland stationierten US-Streitkräfte in Pakistan, Somalia, Afghanistan, Jemen und weiteren Staaten sowie der Befürwortung von Waffenlieferungen an Staaten, die Aggressionskriege führen oder geführt haben und an Staaten, die anderen Völkerrechtssubjekten Aggressionshandlungen androhen und aller darüber hinaus in Frage kommenden Straftatbestände. Vorwort Nie wieder Krieg von deutschem/europäischen Boden aus war und ist eine unumstößliche Lehre aus den zwei verheerenden Weltkriegen des 20. Jahrhunderts. Dennoch unterhält die Bundesrepublik heute eine der schlagkräftigsten Armeen und ist integraler Bestandteil der NATO als ein aktiv global agierendes Militärbündnis mit dem Anspruch, der stetigen territorialen Ausdehnung durch die Aufnahme/Integration immer weiterer Staaten Bei objektiver Betrachtung und Analyse der global agierenden Wirtschaftsblöcke/- zentren ist zu konstatieren, dass seit mehreren Jahrzehnten ein verheerender globaler Finanz- und Währungskrieg zwischen einzelnen Staaten/Staatengruppen geführt wird, primär um die Vormachtstellung des US – Dollars gegen konkurrierende Währungen sowie ein Cyber- und Wirtschaftskrieg mit fatalen volkswirtschaftlichen Folgen für eine Vielzahl von Staaten. Hinzu kommt die Destabilisierung ganzer Staaten mittels einer massiven finanziellen, militärischen und informellen Unterstützung oppositioneller Kräfte, Söldnern und radikalen Nationalisten unterschiedlichster Schattierungen im Rahmen der angestrebten neuen Weltordnung. Aktuell werden weltweit eine Vielzahl von Stellvertreterkriege - tendenziell zunehmend - geführt, wobei Syrien und auch die Ukraine, die prägnantesten und vielschichtigsten Beispiele hierfür sind. Die oppositionellen Gruppierungen mit unterschiedlichsten Zielstellungen im Kampf gegen die syrische Regierung/Volk widerspiegeln gleichzeitig die Komplexität dieser völkerrechtswidrigen, fast ausschließlich von außen gesteuerten/finanzierten und mit hochmodernen Waffen geführten Kriege, deren Ursprung auf unterschiedliche, primär „Wenn Unrecht zu Recht wird, wird Widerstand zur Pflicht“ – Bertolt Brecht Dritter (thermonuklearer) Weltkrieg droht! 2 wirtschaftliche Interessenlagen auf regionaler und globaler Ebene zurückzuführen sind. Der unverminderte Export von Waffen und Waffensystemen der Rüstungsexportnationen (zur Profitmaximierung) in instabile Regionen fördert/ermöglicht diese blutigen kriegerischen Auseinandersetzungen mit fatalen Folgen für die Zivilbevölkerung und der nationalen Wirtschaft, Kultur und Umwelt. Von historischer Bedeutung ist die aktuelle Entwicklung in der Ukraine, die sehr anschaulich die manifeste strategische Ausrichtung der gegenwärtigen US-Administration und ihrer Verbündeten aufzeigt. In den nächsten Monaten wird sich die Situation in der Ukraine merklich zuspitzen aufgrund der eingeschlagenen Außenpolitik der US-Administration, der EU und der NATO gegenüber Russland und eine Atmosphäre herbeiführen, die zu einer weiteren Polarisierung der unterschiedlichen wirtschaftlichen, militärischen und politischen Interessenlagen, der auch aus dem Hintergrund agierenden Beteiligten zwangsläufig führt. Die Sanktionierung Russlands in mehreren Stufen wird sich auch früher oder später auf Weißrussland erstrecken und alle Nationen, die traditionell aufgrund ethnischer, ideologischer, ökonomischer und militärischer gleichgerichteter Interessenlagen mit Russland zusammen- arbeiten/sich solidarisieren. Die Sanktionspolitik, die von den USA (oder konkreter die des global agierenden Wirtschafts- und Finanzkapitals) forciert und gesteuert wird, ist u.a. Teil des globalen Wirtschafts- und Währungskrieges um die Vormachtstellung des Dollars gegen den Euro, mit zukünftig fatalen volkswirtschaftlichen Folgen in drei-/ vierstelliger Milliardenhöhe für den Euroraum unter gleichzeitiger Forcierung des angestrebten und im Geheimen verhandelten Transatlantic Trade and Investment Partnership (TTIP) Wirtschaftsraums und ein Wirtschaftskrieg primär auf dem Energiesektor. Die Gegenreaktion Russlands ist von fundamentaler/existenzieller Bedeutung für den Petro-Dollar und daher auch für die USA, aufgrund der Verkäufe von US-amerikanischen Staatsanleihen, der Umstellung/Neuabschluss von Liefer- und Handelsverträgen auf der Grundlage der Währungen der Vertragsparteien und die Bildung einer breiten und schlagkräftigen Anti-Dollar-Koalition. Es wird bewusst/gezielt eine Situation im Herzen Europas herbeigeführt, die das Potenzial eines Dritten Weltkrieges in sich birgt. Aktuell sind in unmittelbarer Nähe der russischen Grenze folgende Militärübungen/-manöver seitens der USA und weiterer NATO-Mitgliedstaaten, auch auf dem Territorium der Ukraine geplant. Es handelt sich hierbei um die ukrainisch-amerikanische Übung Sea Breeze 2014, die ukrainisch-amerikanische Übung Rapid Trident 2014, die ukrainisch-moldauisch-rumänische Übung für mechanisierte Einheiten „Süd 2014“, die multinationale Übung „Helle Lawine 2014“, die ukrainisch-polnische Luftwaffenübung „Geschützter Himmel 2014“, die ukrainisch- polmische Luftwaffenübung auf der Ebene von Staffelverbänden, die ukrainisch-polnische Übung der Militärpolizei „Rechtsordnung 2014“ und die multinationale Gebirgsjägerübung „Karpaten 2014“. Hinzu kommen Militärübungen in benachbarten GUS-Staaten. Auch die NATO- Mitgliedstaaten führen auf ihren Territorien aktuell und in den Monaten August und September 2014 eine Vielzahl von Militärübungen länger während/kurzfristig geplant durch. Das Maximum der Militärübungen in unmittelbarer Grenznähe Russlands und Weißrusslands wird im September 2014 erreicht werden. Dies stellt eine außerordentliche Provokation/Bedrohung für die Sicherheit Russlands und somit des Weltfriedens dar. In diesem Zusammenhang wird auf die Anlage Nr. 1 der Strafanzeige ausdrücklich verwiesen. „Wenn Unrecht zu Recht wird, wird Widerstand zur Pflicht“ – Bertolt Brecht Dritter (thermonuklearer) Weltkrieg droht! 3 Das nunmehr verschobene Militärmanöver „Rapid Trident“ auf dem Territorium der Westukraine ist nach westlichen Verlautbarungen aufgeschoben, jedoch nicht aufgehoben. Nach offiziellen Angaben der NATO nehmen an diesem Großmanöver neben Soldaten der USAREUR auch Einheiten aus Armenien, Aserbaidschan, Bulgarien, Kanada, Georgien, Deutschland, Moldawien, Polen, Rumänien, Großbritannien und der Ukraine teil mit dem Ziel „die regionale Stabilität und Sicherheit zu fördern, die Partnerschaft zu stärken und die gemeinsame Operationsfähigkeit der USAREUR mit den Landstreitkräften der Ukraine und Bodentruppen anderer Partner und NATO-Staaten zu verbessern.“ Das Oberkommando dieses geplanten provokanten Großmanövers, das entgegen dem Manöver „Atlas-Vision“ in Russland nicht abgesagt wurde, wird befehligt von hochrangigen Offizieren der USA und der Ukraine unter Einbindung der Kommandozentralen von EUCOM (in Stuttgart) und AFRICOM (Ramstein). Nach jüngsten Berichten der NATO sind allein 2014 insgesamt acht Manöver in Europa in unmittelbarer Nähe der russischen Grenze geplant. Die USA/NATO haben ihre verstärkte militärische Präsenz, sowohl im Schwarzen Meer, der Ostsee und den neuen NATO-Mitgliedstaaten (Beitritt seit 1999) in unmittelbarer Grenznähe zu Russland (europäischer Teil) angekündigt und befinden sich bereits bei ihrer Umsetzung. Als Legitimation dienen den USA und der NATO die Ereignisse auf der Krim und in der Ukraine/Ostukraine. Die Lageeinschätzung der russischen Regierung zu den Ereignissen in der Ukraine fasste ein enger Berater des russischen Präsidenten Wladimir Putins, Sergei Glazjew wie folgt zusammen: „Faktisch gesehen befinden sich die Kiewer Machthaber unter der Kontrolle der USA. Deswegen müssen wir und dies ist sehr wichtig, das Territorium der Ukraine als ein von den USA okkupiertes Territorium betrachten, ausgenommen das Gebiet des Donbass, wo Widerstand geleistet wird. Wenn wir das Koordinatensystem richtig bestimmen, wird uns klar, was wir zu tun und wie wir zu reagieren haben. Die Ukraine wird zurzeit von den USA und ihren Söldnern okkupiert, die das Ukraine-Marionettenregime dazu nutzen, die ganze ukrainische Bevölkerung zu indoktrinieren, zu mobilisieren und gegen Russland aufzustacheln. Die USA wollen zuerst einen Bürgerkrieg in der Ukraine organisieren, um dann zum Weltkrieg überzugehen. Sie wollen ganz Europa und ganz Eurasien involvieren und gerade deswegen ist es wichtig, die reale Situation zu erkennen und die richtigen Begriffe zu benutzen. Wir rufen andere Regionen der Ukraine auf, sich nicht dem Donbass anzuschließen. Im Sinne der Unabhängigkeitsbestrebungen: Nein. Wir rufen sie dazu auf, sich von der US- amerikanischen Okkupation zu befreien. Und ich bestehe darauf, das Koordinatensystem für uns richtig zu bestimmen und zwar folgender Maßen: die Kiewer Machthaber sind nicht selbständig, sie sind im

It is believed that a secret CIA detention facility operated on the Polish territory, where terrorist suspects were transferred, detained and interrogated with the use of torture. Currently, Poland has found itself in a unique situation, since, unlike in other countries, criminal investigation into renditions and human right violations is still pending. Serious doubts have arisen, however, as to the diligence of the proceedings. The case was incomprehen- sibly prolonged by shifting the investigation to diff erent prosecutors. Its proper conduct was hindered due to state secrecy and national security provisions, which have covered the entire investigation from the beginning. This article argues that Polish judicial au- thorities, along with the government, should undertake all actions aiming at explaining the truth about extraordinary rendition and seeking accountability for human rights infringement. Otherwise, Poland may face legal responsibility for violating the European Convention on Human Rights. On 12 October 2000 a suicide terrorist attack on the United States Navy destroyer USS Cole took place in Aden, Yemen when the ship stopped in the Aden harbour for refuelling. It was attacked by a small bomb- laden boat. The explosion opened a 40 foot hole in the warship, killing 17 American sailors and injuring 40 personnel. The applicant, considered to have been one of the most senior figures in al’Qaeda, has been the prime suspect in the 2000 bombing.     Raymond Hinnebusch THE AMERICAN INVASION OF IRAQ: CAUSES AND CONSEQUENCES Raymond HINNEBUSCH* As the Middle East has become the centerpiece of its drive for global hegemony, America’s de-stabilizing impact on the region has deepened; equally, the reaction from the Middle East to US policy carries important consequences for US hegemony globally. The Iraq war is the pivotal event around which these developments centre. Explaining the US Invasion of Iraq The invasion of Iraq can only be properly understood by bringing together three levels of analysis: 1) US global grand strategy 2) the US strategic position in the Middle East; and 3) the interests of Bush's ruling coalition. Understanding the Iraq war, in turn, exposes the inner mainsprings of US Middle East policy and the region's pivotal role in overall US global strategy. US Global Grand Strategy and the Middle East The starting point for understanding the invasion of Iraq is the grand strategy of the US under Bush to undertake a coercive assertion of global hegemony. The Project for a New American Century frankly acknowledges this reach for hegemony. The Bush doctrine and the 2002 National Security Strategy, formulated in response to the 9/11 attacks, make explicit the coercive turn: the call for "full spectrum dominance;" the strategy of dealing with resistance to the US not simply through traditional containment, but via "preventive wars;" the resort to unilaterialism, with ad-hoc "coalitions of the willing;" the view that states not with the US in the war on terrorism are against it; and the claim that only the US liberal model is legitimate, with sovereignty exempting no nation from the demand that it conform.

    APPENDIX 1 CHAPTER 1 UNREDACTING CIA TORTURE CHAPTER 1: CHAPTER 1 UNREDACTING CIA TORTURE CHAPTER 2 Much has been written about the CIA torture programme, and its broad contours are now well understood. Referred to by the CIA as the Rendition, Detention and Interrogation (RDI) pro- gramme, it ran from September 2001 until January 2009, and formed a central plank of the Bush administration’s ‘War on Terror’. It was global in scope, and shocking in its depravity, representing one of the most profoundly disturbing episodes of recent US and allied foreign policy. The pro- gramme resulted in multiple violations of domestic and international law, encompassing a global network of kidnap operations, indefinite secret detention at numerous locations, and the sys- CONCLUSION tematic use of brutal interrogation techniques which clearly amounted to torture. As part of the programme, scores of terror suspects were swept up by the CIA in the months and years after 9/11, with capture operations taking place across Europe, Africa, the Caucasus, the Middle East, and Central, South and Southeast Asia. Foreign security forces often played a role in the capture, either jointly with the CIA or acting on the basis of US and allied intelligence. Prisoners were held for days or weeks in foreign custody, and were often interrogated under torture. CIA officials were present during many of these interrogations. For example, Majid al- APPENDIX 1 Maghrebi (#91) was held in Pakistani custody for several weeks before his transfer to a CIA prison in Afghanistan. Throughout this period, he was interrogated and tortured repeatedly, including many times via electric shocks until he lost consciousness, as well as beatings (including with a leather whip) and the use of stress positions and positional torture (including tying him to a frame and ‘stretching’ him).
