    Human Rights Monitoring Report on Bangladesh Reporting Period: 1 – 30 September 2018 Prepared by Odhikar Date of Release: 2 October 2018 1 Odhikar has, since 1994, been monitoring the human rights situation in Bangladesh in order to promote and protect civil, political, economic, social and cultural rights of Bangladeshi citizens and to report on violations and defend the victims. Odhikar does not believe that the human rights movement merely endeavours to protect the „individual‟ from violations perpetrated by the state; rather, it believes that the movement to establish the rights and dignity of every individual is part of the struggle to constitute Bangladesh as a democratic state. Odhikar has always been consistent in creating mass awareness of human rights issues using several means, including reporting violations perpetrated by the State and advocacy and campaign to ensure internationally recognised civil and political rights of citizens. The Organisation unconditionally stands by the victims of oppression and maintains no prejudice with regard to political leanings or ideological orientation, race, religion or sex. In line with this campaign, Odhikar prepares and releases human rights status reports every month. The Organisation has prepared and disseminated this human rights monitoring report of September 2018, despite facing persecution and continuous harassment and threats to its existence since 2013. Although many incidents of human rights violations occur every month, only a few significant incidents have been highlighted in this report. Akram Ullah, Department of Fisheries and Marine Science, Noakhali Science and Technology University, Noakhali 3814 Email: [email protected] ABSTRACT This study was conducted to update the biosocio-economic condition of fishing community around the Titas River of Kasba Upazila in Brahmanbaria district from July to December, 2016. This data were collected through PRA method, questionnaire survey and focus group discussion from randomly selected 45 different local fishermen communities of 3 villages. The results of the study revealed some interesting facts and showed that more than 47% of total catch was Siluriformes followed by Perciformes 20%. Two dominant exotic species were silver carp (Hypophthelmichthyes molitrix) and Raj puti (Puntius gonionotus) there. Three species Chanda, M. aculeatus and Notopterus notopterus showed stable trends with contribution of 9.75%. Educational condition was medium about 30% were illiterate and 55% primary educated and only just 3 primary schools and 2 high schools. Guardians are not caring in nature about their children education. Majority were Muslim (54%). Early marriage is common phenomena. Tin shed made houses were common. Alternative income sources were poor but having few agricultural lands. No good hospital or health care center. The villagers go to Kasbah Health Complex in any serious condition. Lives are vulnerable during floods, storms etc. as currently there is no embankment to save the villagers.

Akteruzzaman and Hasneen Jahan Department of Agricultural Economics, Bangladesh Agricultural University, Mymensingh Abstract This study examines the comparative profitability of both deep and shallow tubewell irrigation technology. Regarding this, 3 DTWs and 11 STWs were randomly selected for farm survey. Kharera union of Kasba upazila of Brahmanbaria district was selected purposively. Data were collected during the period of February 2000 to July 2000. Tabular method of analysis as well as financial analysis and sensitivity analysis were applied. Evidence shows that investment in STWs was found to be profitable especially electrically operated STWs were more profitable than diesel operated STWs. While the DTW operation appeared as a loosing concern from the owners' point of view. Results of the sensitivity analysis suggested that the investments in diesel operated STWs were in break-even level with 20 per cent increase in operation and maintenance cost while electrically operated STWs were in break-even level with 15 per cent decrease in gross benefits, other things remaining the same. The result of sensitivity analysis also suggested that with 15 per cent decrease in gross benefit investments in diesel operated STWs were incurring loss. Thus, the investments in tubewell operation was largely affected either by increase in operation and maintenance cost or by decrease in water price. Finally, based on the above findings of the study, some recommendations were suggested for policy implication.
