Matsushima, a group of island at Matsushima Bay visited both Matsushima and Kisakata. He composed three in Miyagi Prefecture, northeast Japan, is one of the three haiku poems for Kisakata, but he could not express his famous scenic spots of Japan. It is composed of more than excitement in a haiku poem for Matsushima. 200 islands in Matsushima Bay and the islands just out into Matsushima and Matsushima Bay have long been the sea. Topographically Matsushima Bay suddenly breaks considered as a typical submerged coast, but they are inferred the gently concaved coastline from Sendai Bay to Ishinomaki to have been formed by a coastal mega-landslide in middle Bay. Introduction Mega-landslides due to volcanic activities and earthquakes have caused severe damage to the surrounding areas. Sector collapse of volcanoes is one of the most destructive landslides. Debris avalanche deposits from a sector collapse generally form strange topography punctuated by hundreds of small hills, ridges and closed depressions. The 1792 Mayuyama sector collapse of Unzen volcano in Kyushu, southern Japan, caused debris avalanche which flowed through ancient Shimabara City and entered the sea. -

Remembering the Fukushima Nuclear Disaster Ten years ago, three of the nuclear reactors at the Fukushima Daiichi Nuclear Power Station suffered melt downs in the days following a Magnitude 9 earthquake that struck off the northeast coast of Japan on 11 March 2011. Along with the 1986 nuclear accident at the Chernobyl Nuclear Power Station in the former Soviet Union, it was one of the two worst nuclear power accidents in history. On the tenth anniversary, it is important that we remember what happened then and what has happened since. It is in the interests of those who caused the accident that we forget. We must refuse to do so, for the sake of the victims and to prevent more disasters in future. The most important take-home message is that the disaster is far from over. In order to win the bid for the (now postponed) 2020 Olympics, then Prime Minister Abe asserted that the nuclear accident was 'under control'. -

The latter was a “manmade” disaster having immense impacts on people’s life, health, and property, infrastructure, supply chains, economy, policies, natural and institutional environment, etc. This paper presents work in progress and assesses preparedness for and agri-food impacts of the Fukushima nuclear disaster, identifies challenges in post-disaster recovery, and withdraws lessons for improving disaster risk management. Japan was not well prepared for such a huge disaster while the agri-food sector and consumption have been among the worst-hit areas. The triple disaster was a rare but high-impact event, therefore, it is necessary to “prepare for the unexpected”. Risk assessment is to include diverse hazards and multiple effects of a likely disaster, it is to be discussed with all stakeholders, and measures taken to educate and train all for complex disasters. It is necessary to modernize property rights, regulations, safety standards, and norms, enhance the capability of responsible public authorities and improve coordination between diverse actors. It is important to set up mechanisms for effective public resource allocation and reduction of agents’ costs. -

Study Disaster Nursing Japan is a nation frequently affected by earthquakes and other disasters. Many precious lives were lost in 2011 after the Tohoku earthquake, the Great East Japan Earthquake. However, many lives were also saved by the doctors and nurses from around the country who rushed to the area to lend a hand. The TOMODACHI J&J Disaster Nursing Training Program was launched in 2015, and in the following three years, a total of 28 students have joined the program to study disaster nursing. The program provides them with a deeper understanding of what it means to provide nursing care in a time of disaster, and the knowledge they need to do so. It is our greatest wish that these students will lead the field of disaster nursing in Japan into the future. Within an hour of the earthquake, devastating tsunamis swept over the coastal region of the Miyagi Prefecture, facing Pacific Ocean. Accordingly, more than 400,000 residents were forced to stay at evacuation shelters. We investigated the changes in tuberculosis prevalence after the disaster. Annual data for all tuberculosis patients between April 1, 2009 and March 31, 2013 were extracted from the database of the Miyagi Prefectural Government. In the coastal region of Northern Miyagi, the number of tuberculosis patients increased in the post-disaster period (p < 0.001, 9.6 vs.19.1 per 100,000 people), compared to the pre-disaster period. In contrast, its prevalence did not change in the inland region of Northern Miyagi and the coastal and inland regions of Southern Miyagi. Importantly, in the inland and coastal regions of Northern Miyagi, the number of patients with latent tuberculosis infection (LTBI) increased in the post- disaster period (p < 0.001). Furthermore, in the coastal shelters, 11 evacuees with the history of contacting tuberculosis patients were diagnosed with LTBI, whereas no cases of LTBI patients were observed in the inland shelters. -

lakyara vol.190 Special Edition Post-earthquake reconstruction continues to blaze trail into uncharted territory - Interview with Shinya Endo, General Manager, Miyagi Prefecture Civil Engineering Department - 18.March 2014 Special Edition Post-earthquake reconstruction continues to blaze trail into uncharted territory vol.190 Executive Summary Miyagi Prefecture was particularly hard-hit by the catastrophic Great East Japan Earthquake of March 2011. It is now implementing a ten-year reconstruction plan in three phases. The first phase (three years) is restoration to the pre-earthquake status quo. In the second phase (four years), the Prefecture plans to revitalize (upgrade) its infrastructure to where it would have been if the earthquake had never occurred. In the third phase (three years), the Prefecture aims to better fortify itself against future natural disasters. With no model to follow for any of the three phases, Miyagi Prefecture is grappling with difficult challenges on a daily basis. NRI's Fumihiko Kamio spoke to Shinya Endo, head of Miyagi Prefecture's reconstruction program, about the challenges that lie ahead in 2014, the first year of the ten-year plan's revitalization phase. Selected Papers No.15 March 2012 D irector's Message As mankind moves into the 21st century, integrated policies of ocean governance are necessary for the sustainable development and use of our oceans and their resources and for the protection of the marine environment. Towards this end, the Ocean Policy Research Foundation (formerly: Ship & Ocean Foundation) orients its research on ocean issues in line with the mission statement "Living in Harmony with the Oceans". The Ocean Policy Research Foundation aims to conduct cross-sectoral research in ocean related issues in order to initiate debate on marine topics and formulate both domestic and international policy proposals. We publish a Japanese-language newsletter called the "Ship & Ocean Newsletter" twice a month. The "Ship & Ocean Newsletter" seeks to provide people of diverse viewpoints and backgrounds with a forum for discussion and to contribute to the formulation of maritime policies conducive to coexistence between mankind and the ocean. Our Foundation believes that the Newsletter can expand effective communication on these issues by introducing timely research to abroad and informed readership. It also welcomes to responses from readers, some of which appear in the Newsletter. "Ship & Ocean Newsletter Selected Papers No.15" contains English-language versions of papers from the Japanese Newsletter edition, published from No.251(2011.1.20) to No.270(2011.11.5).
