1. Introduction

The purpose of this report is to update members of the North Local Area Partnership on developments with the current joint work taking place between Strathclyde Police, Housing and Social Work Services and Strathclyde Fire and Rescue for the period from 1" September 201 1 to 31" October 201 1.

2. Background

2.1 Under the Government's 'Promoting Positive Outcomes: Working Together to Prevent Anti-social Behaviour in Scotland, the National Framework for preventing anti- social behaviour, has allowed the wider public sector to move in the same direction; work together as equal partners and importantly, allow collective contribution from all the public sector partners.

2.2 Tackling anti-social behaviour contributes to all five of the Government's strategic objectives but primarily supports making our communities safer and stronger by focusing on National Outcomes 9 ( we live our lives free from crime, disorder and danger) and 11 (we have strong, resilient and supportive communities where people take responsibility for their own actions and how they affect others).

3. Statistical Information

3.1 The report includes information from each of the partners and a ward by ward summary of notable incidents. Appendix 1 shows the Hotspot maps and Police statistics for the North area, Appendix 2 Housing & Social Work Services, Appendix 3 Strathclyde Fire & Rescue - extracts from their Tactical Assessment. Appendix 4 includes the latest update from Liber8.

The number of complaints received within Housing & Social Work Services for the period have increased, nevertheless, joint working with partner agencies leading to early intervention continues to ensure that complaints do not escalate into situations liable to create distress or alarm.

Referrals to our Housing Mediation Service for the reporting period (two month) are slightly lower than the preceding quarter. A number of positive outcomes have been achieved. Housing staff and the Police will continue to promote the use of this early intervention technique as a positive, effective way of reducing neighbour conflicts, however not all cases are appropriate nor do those involved wish to take part in this process.

We continue to offer the Mediation service to residents who come to us with neighbour complaints, however in this period the majority of these offers have been refused. We will nevertheless continue to promote and offer this service in relevant cases of disputes and anti social behaviour.

The Housing team have successfully resolved 1 dispute in ward 2, which will prevent the need for further action to be taken. The team are also actively involved in 5 cases across the area. Noise is the most common complaint this period being referred to the team.

4. Ward by Ward Reports

WARD 1 - KILSYTH

During the period of September - October there were a total of 811 incidents which resulted in 115 crime reports being raised for the ward.

Kilsyth

There were 685 incidents and 99 crime reports raised during the period.

Kilsyth is predominately residential and has everyday issues which require police involvement. Youth disorder in the area, particularly in the vicinity of Burngreen, Kelvin Way and Register Road.

Regular visits are made to the local authority housing office to discuss issues relevant to the area and liaison also continues with the relevant partner agencies to discuss a joint approach to the recurring issues affecting the community.

Acts of disorder, assault, theft, vandalism, drugs and drinking in public were a large percentage of the crimes/offences reported for this area & numerous persons have been reported for these crimes & offences.

There are currently 45 cases being investigated by Housing in the Kilsyth area with 13 cases being monitored. During this period there have been 3 First Warnings issued and 1 ASB interview carried out. 1 Mediation Referral was prepared and passed to the Mediation team. All Support issues have been passed to the Support team for consideration and engagement.

In the previous reporting period 70 joint visits were carried out with the Community Police in Ward 1. These visits along with warnings issued have showed that this joint working has had a positive impact, as 36 of these cases are due to be successfully concluded at the next review in November. During this reporting period 21 Police joint visits have been carried out.

An initiative is on-going in the Croy area to tackle a number off issues related to ant social behaviour, drugs and other estates issues that have arisen, and extensive work is unde rway .

There were 102 incidents and 13 crime reports raised during the period.

Anti-Social Behaviour and parking complaints are the main cause of concern for the residents in the Croy area. The main areas of concern are Smithstone Crescent, Hillside, Culmuir View and Constarry Road.

Acts of vandalism, thefts, road traffic and neighbour complaints/anti-social behaviour are prominent in the crimes reported to the police. The area continues to be the focus of police attention, particularly at peak times on FridayEaturday evenings. Q ueenzie bu r n

There were 16 incidents and 1 crime reports raised during the period.

Traffic complaints and Anti-Social Behaviour are the main cause of concern for the residents in the Queenzieburn area.

Anti-Social Behaviour, neighbour complaints and vandalisms are prominent in the crimedincidents reported to the police.

There were 8 incidents and 2 crime reports raised during the period. Both crime reports relate to garages being broken into.

Anti-Social Behaviour, vandalism and road traffic offences are the main cause of concern for the residents in the Banton area.

WARD 2 - NORTH

During the period of there September - October a total of 583 incidents and 100 crime reports raised for the ward, however most of these relate to Road Traffic offences mainly on the A80 and to thefts of fuel.

There are currently 2 cases being investigated and 7 cases being monitored. 3 of these cases are due to be successfully concluded in November. 1 Mediation Referral was prepared and passed to the Mediation team. 1 First Warning and 1 Final Warning were issued to offenders within this ward.

In the previous reporting period 1 joint visit with the Police was carried out to an offender in Balloch who had come to the attention of both the council and Police for his behaviours. This case will be concluded due to no further issues. In this reporting period 2 Police joint visits have taken place within Ward 2.

BallochlEastfieldMlestfield

There were 287 incidents and 64 crime reports raised during the period.

The ward is made up of residential housing estates which have few amenities in their immediate location. Recent construction has now added considerably to the number of large, exclusive dwelling houses.

Traffic offences, theft, possession of drugs, youth disorder, street drinking & incidents of anti-social behaviour are the most common crimes that have been reported. A large number of the thefts relate to thefts of fuel from petrol stations. Police are trying to work with petrol station owners to improve their business practice as a large number of these thefts are easily preventable if the petrol stations employ intelligent working practices.

Wardpark/CarrickstoneNVesterwood/Dullatur

There were 296 incidents and 36 crime reports raised during the period. A high number of the reported crimes for this area relate to thefts. The majority of the incidents are road traffic related & the area continues to be relatively settled during the report period.

WARD 3 - CUMBERNAULD SOUTH During the period of their September - October a total of 1443 incidents and 394 crime reports raised for the ward. This Ward regularly features in the top 3 Wards for disorder in North Lanarkshire and as such can be considered to be the main priority for intensive policing in the locality.

At the present time there are 15 ASB cases being investigated by Housing , a further 10 cases being monitored. 1 First Warning has been issued. 11 cases are due to be successfully concluded in November due to work carried out.

Within this reporting period 15 joint Police visits have been carried out to offenders within Ward 3 as part of on-going partnership working to tackle anti social issues and crime.

Affidavits have been requested by the Sheriff to secure the full ASBO against an offender within , who is currently the subject of an Interim ASBO. These have been completed and passed to Legal Services to lodge at the hearing. 2 cases remain at Legal stage.

Cumbernauld Town Centre

There were 250 incidents and 105 crime reports raised during the period.

The nature of Cumbernauld Town Centre continues to provide various policing challenges. Whilst the main focus of daytime policing continues to be concentrated on the Town Centre in relation to thefts from the numerous business premises & any incidents of anti-social behaviour. Night time policing activity continues to be focused on the numerous licensed premises & nightclub regarding disorder & anti-social behaviour activities.

There were 531 incidents and 137 crime reports raised during the period.

Carbrain is split into North and South. The area as a whole provides a challenging policing environment due to several factors, none more so than the geographical layout of the town keeping roads and housing apart.

The area is served by a series of footpaths and underpasses which appear to attract acts of disorder.

The main causes for concern for the local residents are youth disorder, assaults, vandalism and drugs. The majority of these crimes/offences are committed by juveniles under 16 years.

The majority of reported crimes for the area include assaults, vandalisms, street drinking, drug offences, thefts, breach of the peace and road traffic offences.

There is a high level of detection for acts of youth disorder, street drinking and assaults as the Communities Unit at Cumbernauld police this area intensely. The area continues to receive the focus of the Community safety Sub Group and all agencies are tasked with prioritising their resources to improvements in service delivery in this area.

Seafar

There were 251 incidents and 70 crime reports raised during the period.

The area is predominantly residential with several high rise blocks of flats. The area is served by numerous footpaths and underpasses, many of which are frequented by youths who gather and become a nuisance to the public. A number of reported incidents in the /Ravenswood area also occur in the area of the local off sales and licensed grocers. Youths attempt to obtain alcohol through agents purchasing same for them and are thereafter involved in acts of anti social behaviour & drinking in public.

Greenfaulds/Ravenswood

There were 186 incidents and 42 crime reports raised during the period.

The area is predominately residential and is also home to 2 secondary schools.

The main cause for concern for the local residents is youth disorder

The majority of crimes recorded for the period include Vandalisms, assaults and road traffic offences.

Condorrat

There were 225 incidents and 40 crime reports raised during the period.

Condorrat is the oldest of the areas with older styled properties situated close to the centre of the village. The village of Condorrat contains several small shops including licensed grocers and pubs.

The main causes for concern for the local residents are youth disorder.

The majority of recorded crimes for the period include road traffic offences, assaults and thefts . WARD 4 - , and THE VILLAGE

During the period of their September - October a total of 943 incidents and 194 crime reports raised for the ward. This area may have been affected by displacement from the associated high intensity policing of nearby Carbrain and as such the levels of disorder in Ward 4 have, in recent weeks, began to rise. This Ward now features in the top 7 disorder wards of the 20 in North Lanarkshire and as such will receive the same level of focus as Ward 3 in policing terms.

Currently there are 9 cases being investigated and 20 cases being monitored. In this ward 6 cases have been successfully conclude as no further complaints have been received.

Following complaints from tenants in Ellisland Rd, relating to anti social behaviour, the landlord of the property was spoken to in relation to the behaviour of his tenant. A visit to the tenant was also undertaken and both have been provided with full details of the anti social process and what actions can and will be taken should this behaviour not improve. No further reports have been received since these discussions took place.

The Village

There were 111 incidents and 20 crime reports raised during the period.

Cumbernauld Village is the original small village of this area, with a traditional Main Street, consisting of several small shops, licensed premises and assorted other retail outlets.

There is a children’s home which is closely monitored by police.

The main problem location for The Village is youth disorder at the weekend which occurs mainly in the evenings in the area of old Glasgow Rd. NLCCTV have installed a CCTV camera into the area at the rear of the Spur Hotel to capture youth disorder in Old Glasgow Road and the surrounding area, this camera covers the main entry point to the Village from Kildrum where those from Abronhill and Carbrain enter the Village.

Kildrum

There were 300 incidents and 57 crime reports raised during the period.

The area is predominately residential which is served by a series of footpaths and underpasses which appear to attract acts of disorder.

The swing parwash football park in Clouden Road continues to be an area well used by local children during day time; however the area is subject of numerous complaints of street drinking and gang fighting during the evening and weekends.

There were 479 incidents and 109 crime reports raised during the period.

The Abronhill area covers approximately 4 square miles and is bounded on its south side by Forest Road and on its north side by woodland running towards the Kildrum area of Cumbernauld and also the Cumbernauld to Falkirk railway line.

Abronhill has a small shopping centre comprising of retail outlets, and licensed premises.

The area is predominately residential which is served by a series of footpaths and underpasses which appear to attract acts of disorder.

The main areas of concern are the areas of Cedar Road, Hazel Road and the surrounding footpaths and bridges leading to Kildrum.

Another area of recent concern is Abronhill Shopping Centre and Larch Place and Pine Road however the introduction of CCTV has had a significant impact on disorder in the area which may have been displaced to Cedar Road due to the off sales at that location.

Blairlinn

There were 53 incidents and 8 crime reports raised during the period. The area consists of manly commercial properties within a number of industrial estates.

The crimes reported for the area consist of housebreakings to industrial units, thefts and road traffic offences.

WARD 5 - STRATHKELVIN

During the period of September - October there were a total of 833 incidents and 183 crime reports raised for the ward.

There are at present 15 ASB cases being investigated by Housing, 14 cases being monitored and we have 1 case currently at legal. We have also concluded 6 cases over the period due to actions taken with the result being no further incidents reported.

A warning has been issued to a tenant in the Eastwood Rd area of Moodiesburn after investigators witnessed excessive noise coming from the property. The case is currently under investigation and further warnings will be issued if and when necessary. Station Road, Millerston has seen some anti social activity over the period resulting in a warning being issued to a tenant in relation to reports about shouting and swearing and damage to another property in the same road. This tenant was spoken to about their behaviour and gave assurances that there would be no repeat of this. A Breach of tenancy has also been issued to another tenant within Station Road in relation to noise and the keeping of a dog without permission.

A further case within Station Road which has resulted in an Interim ASBO being granted is due to be heard at court in December when we are hopeful of securing a full ASBO.

Stepps/Millerston/Cardowan/Auchinloch

There were 252 incidents and 39 crime reports raised during the period.

The area comprises of mainly residential properties with a large number of farms and a small number of retail outlets located on Cumbernauld Road, Stepps.

The main concerns for the residents are drunWdisorderly behaviour, assault and violent crime, drug use and drug dealing, housebreakings and thefts.

The majority of reported crimes for the area are vandalisms, anti-social behaviour, thefts and housebreakings.

Mu i r head/(=h rvston There were 134 incidents and 37 crime reports raised during the period with a large number of those being for Road Traffic Offences.

The area consists mainly of residential properties with a small number of retail outlets located on Cumbernauld Road, Muirhead. There is a secondary school which receives pupils from catchment areas in North Lanarkshire as well as Craigend, Ruchazie and Garthamlock in Glasgow.

The majority of crimes reported for the area are road traffic offences, assaults, housebreakings, thefts and youth disorder.

Moodies b urn/M ol Ii nsbu rn

There were 31 1 incidents and 81 crime reports raised during the period.

The area consists mainly of residential properties with a new development recently built near to the Devro Plant.

The main causes of concern for the local residents are youth disorder, drugs and anti-social behaviour.

The majority of crimes recorded for the area are road traffic offences, thefts, vandalisms, assaults youth disorder and drug offences.

Gartcosh/Mount Ellen There were 136 incidents and 26 crime reports raised during the period.

The area consists mainly of residential properties and farmland. There is a new housing development and golf club in Mount Ellen.

The main cause of concern for the local residents is anti-social behaviour The majority of crime recorded for the area includes neighbour complaints, road traffic offences] housebreakings/thefts, youth disorder and drug offences.

5. Promoting Positive Outcomes

‘No Knives better Lives’ Campaign

North Lanarkshire Partnership agreed to participate in the Scottish Government sponsored ‘No Knives Better Lives’ campaign at its meeting of 5~ October 2011. This paper will provide and update on progress with preparations for the campaign.

North Lanarkshire will participate in this programme as part of the second tranche of CPP areas in Scotland. The original tranche included six areas and began in 2009.

Progress to date

The programme is being led by Regeneration and Infrastructure Services and progress to date can be summarised as follows:

0 Meetings have taken place with the campaign co-ordinators and the method of delivery is agreed. 0 The Young People and Youth Justice Group, part of the themed working group structure within the NLP structure] will serve as the North Lanarkshire steering group for the programme as the content falls very much within their remit. 0 Local information requirements around hotspots and statistical analysis are being provided by the Local Area Teams and information passed to marketing partners to begin the publicity and marketing campaign towards the end of January. This will include messages stencilled on footpaths in key locations throughout the lociality. 0 A launch event has been agreed for the end of January - details to be confirmed 0 There are two distinct areas within the proposed programme - work within the community associated with youth work and diversionary activity and the schools programme. These strands will be developed and rolled out after the marketing campaign.

Joint work with partner agencies continues to work well in the North area. During the period of September and October the North Investigators and Housing staff carried out a total of 38 formal joint visits with the Police to offenders’ homes. During these visits warnings were issued and enquiries were made into on-going investigations, resulting in positive outcomes. Localised meetings are held on a regular basis between Community Police Officers, ASB Investigators and Housing Co-ordinators and Housing Advisors in order to tackle offenders who are involved with both agencies.

Internally we work together to promote the most suitable solutions for our clients by liaising successfully between, Estates, Anti Social, Support and Homelessness issues. Local Meetings are held weekly to discuss priority issues and share information in order to achieve positive outcomes.

We continue to forge good working relationships with all partner agencies.

Youth Offenders Forum Since the previous reporting period, 2 local Youth Offender Group meetings have taken place. 8 youths were discussed, of whom 2 are currently on Supervision Order. 1 youth has been removed from the discussion list due to no further offences or incidents. At the last meeting 1 additional name was raised by the Police and this individual will be subject to further joint discussion with partners at the next meeting of the forum.

Bonfire Night As part of Cumbernauld Community Fire Stations Bonfire Night Strategy the station undertook a number of events leading up to the 5' November, these included:

Nursery School visits by station personnel

Primary School visits by station personnel

Secondary School visits by SFR Community Safety

Two appliances from Cumbernauld Community Fire Station attended an awareness and education event on a daily basis at Tesco . This was between 10:30am and 72:30 am on the week leading up to the 5' November.

The Station Commander at Cumbernauld made a statement on the dangers of bonfires and fireworks which was published very kindly by the Cumbernauld News.

A complete evaluation of Bonfire Night will be available at the Local Area Partnership meeting on the 12'h January 2012.

Pro-active 'Operation Rose' involving Ward officers and officers from Roads Policing carried out targeting Road Safety / crime and Serious and Organised Crime Group activity relative to Theft of Metal. Ward 5 - Incidents of note/ Noteworthv Arrests

A 27 year old male was the victim of a Robbery in Old Gartloch Rd, Gartcosh.

A 19 year old male was arrested following an armed Robbery in Whitehill Farm Rd, Stepps.

A 28 year old male was arrested for a Theft by House breaking at Third AV, Auchinloch.

An armed Robbery occurred outside the premises of the Airdre Savings Bank, Cumbernauld Rd, Muirhead and a large quantity of cash stolen.

A large scale disturbance occurred at the Stewart Inn, Cardowan following which 11 persons were arrested for various public order and violence offences. Appendix 2

Year 1 StreetBase North Localitv wide Summarv StreetBase North project has progressed and developed, broadly speaking, within expected timescales to date. A significant amount of interaction with individuals and groups has taken place within North locality and advice and support has been given to young people on the harm of their substance misuse, enabling agreements for harm reduction and safer behaviour to be made. The delivery of Brief Interventions for alcohol has been instrumental in these reductions, where young people acknowledge their behaviour as being harmful to their health, and establish agreements for reducing harm from substances.

Throughout all 6 localities, DYDW have, through a process of engagement, encouraged young people to participate in activity. There being several different reasons and outcomes for this. Often the young people we encounter on the streets are not engaged with any other service or youth provision, therefore, our service is often a starting point in their inteaction and participation with any service in a significant way. Activity in the early stages serves as an excellent way of developing the relationships between young people and staff, and it is often at these times, staff are able to discuss topics such as young people’s drinking and the positive approaches to harm reduction and encouraging alternative activities such as the one they are participating in. The activity can also act as a foundation to allow more intensive work such as Trading Post to take place. As a diversionary tool, it decreases the time young people have to engage in substance misuse and any associated anti social behaviour.

All areas have engaged in a range of relationship building and diversionary activity, detaled in the milestones of outcome 3. Additionally, Trading Post programmes have started or are soon to begin for several areas with all areas expected to be delivering a Trading Post within the next 2 months. Furthermore, structured Gym / fitness classes have been developed and currently, 48 young people have been identified to participate in this over the coming months.

In Cumbernauld a range of activities have been offered to engage and develop trust and positive interactions for the various groups staff encounter in the areas they cover. A Trading Post 12 week alcohol and substance misuse education programme currently running ror 5 young people. A gym and fitness programme is planned for early December and a planned activity will be delivered on participants successful completion of their Trading Post.

Of the sample survey of 69 young people who have participated in activities during the year, 100% reported positively on the contribution they felt the project was having in there area, and that the activity was worthwhile.

In addition it has been recognised that the Gym and Leisure facilities within Liber8 Lanarkshire’s operation present an excellent opportunity for YP to become involved in activities promoting and improving their health. To this end fitness classes have been developed with Liber8 Health & Leisure Manager which will include cardiovascular exercise, conditioning and weight loss elements as approriate requirements of individuals and groups participating, Within ths programme, DYDW will discuss alcohol and health, diet and exercise and their importance as part of a healthy lifestyle. The programme will operate over 6 sessions and baseline and final fitness assessments will be carried out, along with evaluation on any associated reduction in consumption and improvenmts in areas such as self esteem. To date 4 areas have groups totalling 48 young people, identified for this programme and a scedule has been set for these groups to attend Liber8 Health & Leisure and participate in the programme.

An opportunity was presented to the service through an approach from Strathclyde Police to present to school groups as part of their Life Skills Programme. This opportunity has allowed StreetBase service to deliver tailored substance misuse sessions to key at risk individuals; participants being selected for the programme comprising YP who it is felt will benefit most from this input due to their personal/ family circumstances and risk with substance misuse. The current programme will deliver 6 sessions to 72 young people. This delivery has contributed positively to Outcomes 1 and 2. (Evaluated to record that individuals learned from the session)

Brief Interventions have been delivered to a wide range of Young People (YP) throughout North Lanarkshire. Age range has to date been between 14 and 18 (Graph 2). The majority of the interventions have been delivered to YP with very high dependencies, high needs and chaotic lifestyles and behaviours. This has been extremely challenging work. For many of the clients Cannabis and Tobacco has also been an issue/concern, and therefore work has had to be incorporated into the intervention sessions to help address these additional issues. By implementing the YP Core assessment tool, it can be noted that already there appears to have been change and movement within the YP whose issues/concerns are being/have been addressed via Brief Intervention.

Referrals have started to come through from the newly established Early & Effective Intervention Service which has been set up in North Lanarkshire. Input with YP has varied dependent upon needs and requirements, however in general is based on positive reinforcements and values, increased awareness of alcohol and other substances and general information on accessing other services, . Reduction in alcohol consumption has been a key factor in all sessions and clients have indicated that they have reduced intake. It is hoped that this line of general reduction continues upon completion of the work.

18 clients referred to date. The YP Core highlights changes in emotional wellbeing for the better between beginning of intervention and completion of the work, 4 referrals have been made from North Locality. Currently BIO is engaging with 10 clients comprising a variety of Social Work and EEI referrals throught North Lanarkshire Localities.

All 3 outcomes for year 1 have been met. In particular - young people engaged in the project have: Increased awareness of alcohol leading to more informed choices 0 Improved access to services helping young people to cope and make positive changes 0 Improved self-confidence and esteem, enabling individuals to better cope with changes in their lives.

Project outcome 1 : Outcome: Of the 1000 hard to reach young people targeted annually who are involved in alcohol or substance misuse, 60% will have increased awareness of the issues surrounding alcohol and drug misuse enabling them to make informed choices leading to positive future destinations including 30% young people involved in substance misuse will reduce their alcohol and drug consumption by the end of the project.

Outcome 1 (Stats to August 201 1) Alcohol Advice to Young People (YP) on streets 873 BI delivered within street work. 111 BI Officer Referrals 18 Nae bother/ Lifeskills Programme 84 Choices for Life/ Gala Days/ community consultation etc. 350 Through the various interactions and interventions with the YP within the project’s target group, 98% of the target of 1000 young people, (63% of the 1561 contacts met on the street) have an increased awareness of the issues surrounding alcohol and drug misuse enabling them to make better informed choices. Overall, 1436 positive engagements on the issues surrounding alcohol have been made with young people in North Lanarkshire.

Through Brief Interventions, 129 young people 13%, have agreed to reduce consumption, (Table 4) and through evaluation of a sample population, 76% of young people engaged in activity have reported a decrease in consumprtion of alcohol to date. Table 3 (It is anticipated Trading Post evaluations when completed will contribute positively to these reductions.) Outcome 1 achieved.

Project outcome 2: Outcome : Of the 1000 hard to reach young people targeted annually, who are involved in alcohol or substance misuse, 5O%will have improved access to better and more coordinated services to help them cope with and make positive changes in their lives by the end of the project, 15% would be referred and actively engaged in other services

Outcome 2. 1561 hard to reach young people engaged with through detached work within localities of North Lanarkshire, who are involved in substance misuse. Through evaluation of a sample population of young people we are engaged with 82% reported they had improved awareness of services in their area and 69% have increased access to other services. Project outcome 3: Outcome: Of the 1000 hard to reach young people targeted per year and involved in alcohol or substance misuse, 50% will develop life skills, self confidence and self esteem making them better able to cope with changes in their lives by the end of the project.

Outcome 3 A sample population of the YP we are engaged with have been assessed to measure increases of self esteem using the evaluation tools outlined in Milestone 2. Of a sample population of YP actively engaged with streetbase project 81% reported an increase in self esteem having had access to the ongoing support advice and opportunities which streetbase provide.
