SUBMISSIONS BY MEMBERS (i) Re: New evidence which has come to light in respect of release of Masarat Alam, separatist leader from Jammu and Kashmir. THE MINISTER OF HOME AFFAIRS (SHRI RAJNATH SINGH) responding to the issue raised by several hon'ble Members said: I had made a statement in respect of a separatist of Jammu and Kashmir, Masarat Alam on 9th March in this House. The statement I had made was based on the inputs received from Jammu and Kashmir Government. The same day, I had stated that I was not satisfied with the report received from the Jammu and Kashmir Government. Now, the report has been received from the State Government and I have risen here to give the information to the Members in the House. The State Government has informed that 27 criminal cases are continuing against Masarat Alam Bhat. Masarat Alam Bhat has been booked eight times, since February, 2010 under Section 8 of the Jammu & Kashmir Public Safety Act of 1978. The last such detention order was issued by the District Magistrate, Jammu on 15.09.2014. Such detention order issued by the District Magistrate, Jammu is to be approved by the State Government within 12 days of the issuance of such detention order as per Section 8(4) of the Public Safety Act. The detention order issued by the District Magistrate, Jammu on 15.09.2014 was received in the Home Department of Jammu & Kashmir on 09.10.2014 after the lapse of 23 days and hence the same could not be approved. The State Government has further informed that there were no fresh grounds for detention as verified from the District Magistrate, Jammu. The grounds based on which earlier detention orders were quashed by the hon. High Court and this detention order contained the same old grounds of detention. The hon. Supreme Court of India had also, in March 2013, observed that if any fresh detention order is issued by the Government of Jammu and Kashmir with respect to Masarat Alam Bhat, the same shall not come into force for a period of one week from the date of communication of the order to enable him to pursue appropriate legal remedy. After some correspondence with the District Magistrate, Jammu and State Law Department, the State Government wrote to the District Magistrate, Jammu on 04.02.2015 vide their letter No. Home/PD/01/2014 dated 04.02.2015 informing that the detention order dated 15.09.2014 issued by him ceased to remain in force. The District Magistrate, Jammu was further informed that a fresh order can, however, be issued for detention of the detainee after following the procedure prescribed in the Public Safety Act and directions of the hon. Supreme Court. Thereafter, the detenue was released on 07.03.2015. The State Government has also informed that a proper system is in place to have an effective surveillance over Masarat Alam Bhat‟s activities. As and when anything adverse surfaces, appropriate action as envisaged by the law will be taken. The intelligence apparatus and local police work in tandem thereby facilitating planning of advance and adequate deployment of law and order components for maintenance of peace and order in areas likely to be visited by Masarat Alam Bhat and other separatist elements. The Home Ministry, Government of India, is issuing an advisory to the Government of Jammu & Kashmir on the lines after receiving information from the Government of Jammu & Kashmir: All 27 criminal cases registered against Masarat Alam Bhat should be pursued vigorously and steps also taken as per law to challenge the orders pertaining to grant of bail to him in such cases A close surveillance must be ensured on such of the activities of Masarat Alam Bhat and his other associates and followers, which are detrimental to public order or the unity and integrity of the country in general and the State of Jammu & Kashmir in particular. Anything coming to adverse notice must be promptly reviewed in the light of the Public Safety Act and appropriate action taken immediately. The Government has issued this advisory as well: The State Government will ensure that the surveillance and monitoring of the activities of Masarat Alam Bhat and his associates and followers as mentioned above, is done in close tandem with the Central Government security and intelligence agencies in the larger interest of maintaining peace and public order and normalcy in the State. THE MINISTER OF EXTERNAL AFFAIRS AND MINISTER OF OVERSEAS INDIAN AFFAIRS (SHRIMATI SUSHMA SWARAJ): On the issue which was raised yesterday in the House, I, with utmost responsibility and categorically and equivocally would like to inform this House that the Government of India has no connection to the visit by Shri Ved Prakash Vaidik to Pakistan or his meeting with Hafiz Saeed there. It has been alleged here that he was somebody‟s emissary, somebody‟s disciple or the Government of India had facilitated the meeting. This is totally untrue as well as unfortunate. I would like to reiterate that the Government of India has no relation to it whatsoever. *MATTERS UNDER RULE 377 (i) SHRI BHARAT SINGH laid a statement regarding need to start work on multipurpose project for development of various facilities in Ballia Parliamentary constituency, Uttar Pradesh. • Railway Budget 07-08 Speech of Shri Lalu Prasad
Railway Budget 07-08 Speech of Shri Lalu Prasad February 26, 2007 Introducing the Railway Budget 2007-2008 Mr Speaker Sir, Presenting my fourth consecutive Railway Budget, I have a tremendous sense of pride and gratitude. Pride in the fact that without imposing undue burden on the common man, the Railways are poised to create history by generating a cash surplus before Dividend of Rs 20,000 cr as against Rs 14,700 cr in the previous year. This is the same Railway that defaulted on payment of Dividend and whose fund balances dipped to Rs 359 cr in 2001. I express heartfelt gratitude towards 14 lakh railway employees who in the face of stiff competition have conquered all odds with an indomitable spirit displaying matchless zeal, vigour and teamwork. Sir, Lord Krishna was acclaimed as Giridhar when in a moment of crisis he lifted Mount Govardhan on his finger. However, he did this with the supporting hands of thousands of fellow villagers. Even though people are giving me the credit for the turnaround of the Railways, with all humility I would like to share with the august House that this miracle has been brought about through the tireless efforts of 14 lakh railway employees and unbounded affection and support of my country men. Sir, I would just say: Navajis hai sabki, karam hai sabhi ka, Bade fakhra se ham bulandi par aaye. Tarakki ke sare mayaron se aage, Naye dhang laaye, nayee soch laaye. 2 By rendering an unprecedented surplus inspite of the reduction in passenger fares, we have disproved the myth that Railways were sinking in to a financial crisis due to social obligations.

  • Sri Ramakrishna & His Disciples in Orissa
Preface Pilgrimage places like Varanasi, Prayag, Haridwar and Vrindavan have always got prominent place in any pilgrimage of the devotees and its importance is well known. Many mythological stories are associated to these places. Though Orissa had many temples, historical places and natural scenic beauty spot, but it did not get so much prominence. This may be due to the lack of connectivity. Buddhism and Jainism flourished there followed by Shaivaism and Vainavism. After reading the lives of Sri Chaitanya, Sri Ramakrishna, Holy Mother and direct disciples we come to know the importance and spiritual significance of these places. Holy Mother and many disciples of Sri Ramakrishna had great time in Orissa. Many are blessed here by the vision of Lord Jagannath or the Master. The lives of these great souls had shown us a way to visit these places with spiritual consciousness and devotion. Unless we read the life of Sri Chaitanya we will not understand the life of Sri Ramakrishna properly. Similarly unless we study the chapter in the lives of these great souls in Orissa we will not be able to understand and appreciate the significance of these places. If we go on pilgrimage to Orissa with same spirit and devotion as shown by these great souls, we are sure to be benefited spiritually. This collection will put the light on the Orissa chapter in the lives of these great souls and will inspire the devotees to read more about their lives in details. This will also help the devotees to go to pilgrimage in Orissa and strengthen their devotion.

Indian Railways Budget Speech 1979-80 Speech of Prof. Madhu Dandavate Introducing the Railway Budget For 1979-80 on 20 th February, 1979 Mr. Speaker , I rise to present to the House an account of the performance of the Indian Railways during the current year and the Annual Financial Statement showing the estimated receipts and expenditure for the year 1979-80. While presenting the Budget for 1978-79, I had proposed a number of measures, offering a better deal to the rail-users, particularly the II class passengers, and to the railway staff. I am glad to say that despite the difficulties encountered by the railways due to the fury of floods and other odds, including public agitations unrelated to railway problems, 1978-79 has been yet another year of concerted efforts by the Railways to accomplish the tasks assigned to them. Actuals for 1977-78 - Record Surplus 2. Before I proceed to discuss the Railways’ performance during 1978-79 and the Revised Estimates for the year, I would like to refer to the actual financial results of 1977-78. I am happy to inform the House that in the 125 th year of the Indian Railways, as against the projected surplus of Rs. 89.32 crores in the Revised Estimates, the Railways actually achieved an all-time record surplus of Rs.126.23 crores. The increase in the net surplus has been achieved despite the originating revenue loading of goods traffic falling short of the Revised Estimates by about three million tonnes through stringent economy measures, curtailment of revenue expenditure in tune with the decline in traffic and better realisation of outstanding dues.
