MINUTES OF THE WALTZING MATILDA CENTRE BOARD LTD, HELD IN THE BOARD ROOM, WINTON SHIRE COUNCIL, 75 VINDEX STREET, ON MONDAY 18 MARCH 2019, COMMENCING AT 8.58AM.

Present: Mr J Close (Chair), Mrs S Atkinson, Cr G Baskett (Mayor), Mr B Collins, Mrs R Stephens, Cr J Sale, Cr S Mann, Mr J Paynter, Mrs L Fraser, Mrs L Stout.

Item 2: Confirmation of Previous Minutes Moved Cr L Fraser Seconded R Stephens That the minutes of the previous meeting held on 28th November 2019 be confirmed subject to the following alterations:

Item 3: Business Arising

1. The MoU Agreement between the Winton District Historical Society and Museum (WDHS&M) and the Waltzing Matilda Centre Limited was reviewed at the December 2018 Council Meeting and was endorsed by Council. 2. Mr G Close discussed the Constitution and roles of the Waltzing Matilda Centre Board. 3. Revised Terms of Reference to be reviewed by Committee. 4. Dagworth Collection: o Mrs J Elliott spoke with Ms Carol Curr and the collection is packed and waiting for instruction from Council; o Mr B Collins gave report on the history of the collection; o Mrs J Elliot has developed a Loan Agreement for the collection; o Mrs J Laidler asked about storage and what connection the collection has to Waltzing Matilda; o Cr G Baskett noted that the collection is very significant to the area and Council could store it at the old Winton Motors building; 5. Cr G Baskett asked if the ships tank, plough and drilling rig had been put on stands. Mr B Collins added Mr L Coyte was to complete works after Elderslie Street reconstruction; 6. Mr B Collins noted Landscapers did not take into account objects visibility when deciding on plants and shrubbery; 7. The trophy donated by the Riley family is now on display at the Centre; 8. Ms S Atkinson would like a sign on the gallery “Outback Regional Gallery”.

Item 5: Operational Update

Events: o 23 April Hunter School of Performing Arts; o 16 & 17 May Graham Roger, 50 Vans; o 28 & 29 March John Villars; o 13 September Tony Mott rock for Life on display;

- Walkway of Honour to be completed by Anzac Day; - 231 admissions for the month of February inc.103 with bus groups; - July – Feb 19 999 admissions; - Resignation of Manager. Still discussing if Council will replace.

Mrs J Laidler tabled the Operational and Income Financial Report, noting electricity is a major expense. CEO is negotiating with Ergon Energy subsequently changing the tariff saving $70 000/a.

Mr J Close requested a report on the Waltzing Matilda Trust Account to go to the next meeting.

Mrs J Laidler added the Café Leases’ have resigned and this position has been advertised.

Item 6: Construction Update

Mr R Bruhn - Significant rain event causing issues with the building. Defects have been submitted; - An independent building expert will assess the building to determine who is liable; - 20 April is the defect liability finalisation date.

Mrs J Elliott - Headsets are not user friendly. Pamphlets on how to operate effectively may prevent so much confusion; - 75% of admissions are pensioners.

Mr B Collins - Doors do not fit door holes properly.

Item 7: General Business

Mr G Close - Asked for an update on awards.

Mrs J Elliott - The Waltzing Matilda Centre was shortlisted for the National Awards; - Mr J Elliott is organising upcoming awards at the Waltzing matilda Centre; - The Outback Tourism Awards are to be held in November.

Cr G Baskett - Attended the National Tourism Awards in Launceston. won a few awards; - Looking forward to seeing the Walk Way of Honour completed; - A lot of local business are struggling due to the floods, the country is now looking great; - Announcement of a Sauropod at the AAOD.

Mrs J Laidler - Is looking at additional products for the retail space including leather products.

Mrs S Atkinson - Brought some earrings to show committee for ideas to add additional products to the retail space; - Suggested a Board Meeting be held in once a year for external exposure.

Cr G Baskett - Suggested inviting outsiders eg Ministers to meetings.

Mr B Collins - There is a defect in the lights in the temporary space; - Refreshment the number 5 building will commence next week. M Elliott completing the work.

Mr J Payne - The main expense at the old Centre was the cost of running the air- conditioning, this seems still seems to be an issue. - At the Isisford Fishing Competition, there was a whip maker. This could be an interesting person to have visit.

Mrs J Elliott - Architecture magazine had a 6 page spread on Winton; - Naming of the temporary exhibition space “Banjo Patterson Room”; - The light horse to be displayed in the foyer.

Mrs L Fraser - Feels the Rock and Roll exhibition does not fit in with the Waltzing Matilda theme; Mrs J Elliot explained that this exhibition was chosen to fit in with the Way Out West Festival.

Ms S Atkinson - The State Library are very interested in getting out into Western Queensland;

Mrs L Fraser - Will Matilda Day be a free entry day?

Mr J Close - Discussions with John Elliott and Cameron Mace regarding organising something during the 4 days of Easter;

- The 6th of April is Matilda Day, this year it will be incorporated over Easter. However John was to organise something on the day.

Cr S Mann - May be able to assist with concrete slabs; - The old Picnic Race Course could become a movie set in the future; - Steven Elliott is also a great local whip maker.

Cr J Sale - The Sub-Branch of the RSL was held with new members. Looking forward to the 100 year anniversary to be held on Anzac Day 2019. The March is to start at the Waltzing Matilda Centre. There will be approx. 70 Defence Force Servicemen.

Mr G Close - Road signs have the old Waltzing Matilda Centre Logo; - “Waltzing Matilda” is a book by Freserc, a Defence Attorney. He will be attending the Writers Festival in June.

01.03.19 That each Board Member come up with an activity to be done over the Easter week period. CARRIED 11/13 - Mr Close will do whip cracking and wool spinning;

Cr J Sale - Would like to acknowledge the passing of Bruce Simpson.
