Drama activities discussed are thelive performance of four productions, summer theater, a dramaworkshop, and a materials resource center. Themusic section presents evaluations of17 live concerts, a pilot program in Suzukustring instruction, and workshops and clinics in band and music education.Dates and attendance figures for the activities, summary statementsby directors of individual activities, and a statement by the generalproject director on the evaluation efforts and findings are included.Appendices contain evaluation forms as well as publicity, pre-performance,and other materials. EmergingOpportunities AppendixA: Evaluation Forms AppendixB: Publicity Material AppendixC: Pre-performance Material AppendixD: Other Materials 5 SECTION I - PROJECT DESCRIPTION ANALYSIS AND OVERALL EVALUATION PART A - Nature of the Project The Title III, ESEA PACE project entitled Fine Arts Educational Improvement Project and administered through the Illinois Midstate Educational Center (see IMSEC project brochure in Exhibit section of this document) has concluded its second year of operation and is heading into its third and final year under current funding arrange- ments. The project area consists of the five counties of DeWitt, Livingston, Logan, McLean, and Woodford. It encompasses 184 schools in 66 school systems employing approximately 2800 teachers and en- rolling over 50,000 pupils. The general population of the project area is in excess of 200,000 and is largely rural in nature although including the Bloomington-Normal urban center and the other four smaller county seat cities and towns, together with numerous smaller communities serving their respective rural environs. The program, which is primarily concerned with educational activities in the subject fields of art, drama, and music, continues to grow in coverage, effectiveness and public acceptance. Today it reaches more students and teachers; provides higher quality experiences and services; and commands more respect and prestige than at any time since its inception. Its Executive Committee, Director, Staff, and Consultants function efficiently as a team in cooperation with the State Office of Superimtendent of Public Instruction and the city, town and rural residents of the area. This project embodiesa sensitivity to local needs andan urgence toward relevance which enables it to penetratethe walls of isolation traditionally existing in thisgeographic area between fine arts programs and the schools and communities. Children and teachers are privileged to talk with artists and watch them work. They par- ticipate in creative expression through thevisual and performing, arts. They examine and experience the artsof various cultures and are guided to relate these to their daily lives and theworld around them. Their other studies are enriched andmade more meaningful through expanding perceptions of thearts in modern society. PART B - Purposes and Objectives Within the broad, general purposes of(a) helping elementary and secondary pupils in the project area tobetter understand, appreciate and take part in the fine arts,(b) helping teachers and administra- tors to improve the quality andextend the scope of their fine arts offerings, and (c) increasingthe public awareness of educational needs and opportunities forbetter living through challengingand re- warding experiences in the arts, theproject recognizes these major objectives: (1) To provide enough live performancesin enough places so that every child will haveopportunities for first-handexperiences with quality concerts, plays, andart exhibits or demonstra- tions. (2) To provide a wide variety of inservicetraining experiences for teachers to increase theirteaching effectiveness inthe fine arts. (3) To provide several model or exemplaryofferings in the form of pilot, programs, to demonstrate someunique and promising approaches to fine arts education. (4) To provide needed information, materialsand services to the project area schools throughthe establishment and operation of a central Fine Arts ServiceCenter, with an able staff and adequate resources. These overall objectives serve togive the project a sense of direction and balance, but mustbe detailed in terms ofspecific operational objectives in order toinsure project responsivenessto changing needs and to provide asubstantial, comprehensive base for evaluation. For purposes of illustration, wecite here the more spe-_ cificlobjectives in one of the project'sthree main subject fields-- ART: 1. "LivePerformances" (a) To provide as manyschools as possible with demonstrations (ceramics, weaving,drawing, etc.) by traveling artists, sothat children, teachers, and parents might become moreaware of the values and usefulness of suchart in the lives andedu- cational experiences ofchildren and youth. The stimulation of some degreeof personal interest in art through first-hand"exposure" to the per- sonality and creative talentsof a professional artist in action, constitutes aspecific program objective.
