Ofcom is the independent regulator and competition authority for the UK communications industries, with responsibilities across broadcasting, telecommunications, postal services and the airwaves over which wireless devices operate. Ofcom operates under a number of Acts of Parliament and other legislation. These include the Communications Act 2003, the Wireless Telegraphy Act 2006, the Broadcasting Acts 1990 and 1996, the Digital Economy Act 2010 and the Postal Services Act 2011. The Communications Act states that Ofcom‟s general duties should be to further the interests of citizens and of consumers. Meeting these two duties is at the heart of everything we do. As a converged regulator, Ofcom publishes high quality data and evidence about the broadcasting and communications sectors in Wales, through, among others, its annual Communications Market Report, UK Infrastructure Report1 and Public Service Broadcasting Annual Report. The data in much of this submission is based on the latest iterations of these reports, published in 2013. Data for the 2014 reports is currently being collated. The Communications Sector In recent years, consumers in Wales have benefited from significant changes in the way communications services are delivered. As a result, consumer expectations have changed considerably. In the past decade since Ofcom was established, the UK‟s communications market has experienced rapid change: In 2004, most connections to the internet were through a dial up connection and broadband was in its infancy with a maximum speed of 1 or 2 megabits per second.

DOI: 10.5294/pacla.2017.20.3.7 Abstract Telefantasy series Torchwood (2006–2011, multiple production partners) was industrially and paratextually positioned as being Welsh, despite its frequent status as an international co-production. When, for series 4 (sub- titled Miracle Day, much as the miniseries produced as series 3 was subti- tled Children of Earth), the production (and diegesis) moved primarily to the United States as a co-production between BBC Worldwide and Amer- ican premium cable broadcaster Starz, fan response was negative from the announcement, with the series being termed Americanised in popular and academic discourse. This study, drawn from my doctoral research, which interrogates all of these assumptions via textual, industrial/contextual and audience analysis focusing upon ideological, aesthetic and interpretations of national identity representation, focuses upon the interactions between fan cultural capital and national cultural capital and how those interactions impact others of the myriad of reasons why the (re)glocalisation failed. It finds that, in part due to the competing public service and commercial ide- ologies of the BBC, Torchwood was a glocalised text from the beginning, de- spite its positioning as Welsh, which then became glocalised again in series 4.

Ond yn yr wythnosau diwethaf, mae ei byd wedi newid yn gyfan gwbl. Mae Jaclyn, yn fam gariadus i’w phlant Guto (Owain Huw) a Tesni (Lois-Meleri Jones), gwraig ffyddlon ac ymroddedig i’w gŵr Gerwyn (Aled Pugh) a chwaer gefnogol i’w brawd Dylan (Gareth Jewell) ac mae hi a’i theulu wedi bod yng Nghwmderi am flwyddyn gyfan. Ond rydym ni wedi dysgu mwy yn ddiweddar am weithgareddau amheus ei brawd gyda chyffuriau - ac mae Jaclyn yn cael ei thynnu mewn i’w byd tywyll sy’n gadael ei bywyd yn y fantol. Dyma’r actores Mali Harries yn son am ei blwyddyn yng Nghwmderi a’r heriau sy’n wynebu ei chymeriad Jaclyn a’i theulu. Wyt ti wedi mwynhau dy flwyddyn gyntaf yn Pobol y Cwm? Dw i’n thrilled i fod yn Pobol y Cwm! Dw i wedi bod yn actio ers dros 20 mlynedd a byth wedi bod yn rhan o’r gyfres. Mae’r Parris yn dod â lot o sŵn ac egni i Gwmderi. Mae e wedi bod yn lot o sbort ac mae’r storiâu wedi bod yn grêt. Mae Jaclyn wedi cael blwyddyn eitha’ jacôs yn setlo mewn i Gwmderi ond mae ganddi hi stori fawr ar hyn o bryd sy’n wir wedi twli hi mas o’i comfort zone.
