MANUAL 1 [Section 4(1)(b)(i)] Objectives • To attain excellence in medial education • To provide highest quality of patient care • To undertake and promote research in medical sciences Brief History University College of Medical Sciences (a maintained institution of the University of Delhi) was established in the year 1971. Because of its excellent academic and research infrastructure the college ranks amongst the top colleges in the country. The College which was earlier located at North Campus, University of Delhi then shifted to Safdarjung Hospital Complex and finally to its present campus at Dilshad Garden in the year 1986. The institution is situated on the link road from G.T. Road about 4 kms from Shahdara. It can be approached easily from either Nizammudin, I.T.O or I.S.B.T. bridges over the Yamuna River. The College is fairly well connected by Delhi Metro and D.T.C. bus service. The Guru Teg Bahadur Hospital (G.T.B.H.) with bed strength of over 1028, is the associated teaching Hospital. The UCMS & GTB Hospital Complex is spread over a an area of 89 acres comprising of College Block, Library and conference block, spacious Out Patient Departments, Indoor Wards, Central Laboratory Services and O.T. Block and many other ancillary facilities. The number of students admitted every year has been increased from 100 to 150 in MBBS course, from 10 to 15 in B.Sc. (Medical Technology-Radiology) and various post- graduate The number of students admitted every year has been increased from 100 to 150 in MBBS course, from 10 to 15 in B.Sc. (Medical Technology-Radiology) and various post-graduate courses w.e.f. the academic year 2009-10 as per guidelines of CEI-Act 2006, Govt. of India. The college has also increased intake of students for various MD/MS Courses from 51 to 71 w.e.f. the academic year 2009-10 in various clinical, pre- clinical and para-clinical subjects and also some students to the Ph.D Course in various departments. UCMS & GTB Hospital has 21 academic departments with 174 faculty members. The faculty provides expertise to various apex institutions like UNICEF, WHO, ICMR, NACO, DST, DBT and CSIR etc. Separate hostels for undergraduate Boys and Girls and resident doctors are available in the campus. For recreation, well laid-out playgrounds, with outdoor games facilities for tennis, basketball, football, hockey and cricket are available along with the indoor games for the students. Duties of the College To conduct under-graduate (MBBS), B Sc Medical Technology (Radiography), post- graduate (MD/MS) and other teaching programs in medical sciences, to carry out research in various fields of medical sciences and to provide comprehensive health care services to the community through the hospital as well as through outreach activities. Main activities/functions of the college include: • To conduct teaching and training program for undergraduate medical students • To conduct teaching and training program for post graduate medical students • To carry out research in pre, para and clinical specialities of medical sciences • To provide health care services to the community Services being provided by the college Teaching programs MBBS, MD, MS, B. Sc. (Radiography), Certificate course in MLT Health care Treatment facilities (OPD & IPD based) through clinical departments namely Internal Medicine, Pediatrics, Psychiatry, Surgery, Orthopedics, Obstetrics & Gynecology, Ophthalmology and ENT. Diagnostic facilities: Through the departments of Pathology, Microbiology, Biochemistry and Radiology Preventive health care: Through Urban and rural health centers of the college located at Ghazipur and Dallupura MANUAL 2 Powers and duties of its officers and employees [Section 4(1)(b)(ii)] Principal Under Ordinance XX-D of Delhi University relating to UCMS, The Principal being the Head of the College under the Act, shall be its Chief Executive Officer and subject to the overall control of the Governing Body, shall be responsible for the management and administration of the College in accordance with the Act, the Statutes, the Ordinances, the Rules and the Regulations of the University. The Principal will organize teaching in the College in accordance with Ordinances, Rules and Regulations laid down by the university from time to time. MANUAL 3 Procedure followed in decision-making process [Section 4(1)(b)(iii)] (A) For ordinary letters / applications S.No. ACTIVITY Level of Action 1. In a Section Officer / department with officers of higher levels, the Dealing letter is to Asstt. Registrar who down-marks it to Assistant Section Officer and then to dealing assistant. 4. Examination of case/ submission of proposals Dealing by the dealing assistant in the concerned file to Assistant / the Section in charge (usually Section Officers/ Section Officer / Asstt. Registrars Asstt. Registrar 5. If the proposal is in order, it is submitted to the Section In Principal for approval / orders charge / Principal 6. The case/ proposal forwarded is duly Principal considered in terms of existing rules, regulations and instructions and appropriate decision is taken by the Principal on file. 7. The file is then down-marked to the Asstt. Principal / Registrar / Section Officer who down marks the Registrar / file to the dealing assistant Section Officer 8. In matter related to Hostels Dealing Assistant / Section Officer / Warden / Provost/Principal 9. In accordance with the orders of the Principal Asstt. Registrar / necessary draft orders/ replies are prepared for Section Officer issuance 10. Draft orders / replies are approved by the Principal competent authority for issue. 11. Fair orders/ replies are submitted for signatures Principal / In of Principal / Asstt. Registrar / Section Officer charge / Asstt. Registrar / Section Officer 12. The orders/ replies are issued to concerned Dispatch Clerk person authority (B) For applications received for seeking information under RTI Act, the following activities are undertaken :- Once the applications are received along with the requisite fees, proper diary is done by the APIO. The matter is looked into by the Principal and marked to the concerned deptt./ branch/ section for furnishing the information. Once the information is received from the concerned dept./ section, the reply is prepared by the PIO and sent to the Principal for approval. After obtaining approval, the information is provided to the applicant. The entire process is monitored ensuring the time frame under the provisions of Right to Information Act. MANUAL 4 Norms set for the discharge of functions [Section 4(1)(b)(iv)] The College discharges its functions as per the Statutes, Ordinances and Regulations of the University of Delhi, University Grants Commission & Govt. of India.
