    Georg Stöber Religious Identities Provoked: The Gilgit ‘Textbook Controversy’ and its Conflictual Context1 Abstract Textbooks, and the curricula on which they are based, are often used to foster specific identities that might not be the identity of a substantial part of the population. If they meet with pre-existing strife, even textbooks can provoke violent outbreaks, which can only be understood in the context of the underlying conflict. This article will analyse one example, putting it in the context of textbook politics in South Asia. In Gilgit (Northern Areas of Pakistan), protests against presentations of religious practices in school textbooks resulted in riots and deaths in 2004 as well as in the closure of schools for one year. Even if this specific issue seemed to have been solved in May 2005, tension continued. The population of this region is religiously heterogeneous (despite being Muslim). Developments in the Islamic World elsewhere (Iran, Afghanistan) deepened the divide. The region experienced ‘sectarian clashes’ for quite some time, the authorities being unable or unwilling to control them. This regional case is linked to the general (not only educational) policies of Pakistan, especially to the promotion of “the ideology of Pakistan”. Despite meeting with some criticism, this concept is not only used to demarcate the Pakistani “self” from the (especially Indian) “other”, but also to do away with internal differences. However, the attempt at homogenisation is counterproductive where it can be interpreted as being directed against specific group identities and interests. On Thursday, June 3, 2004, “one person was killed and several were injured when Shia protestors clashed with security forces in Gilgit city”.2 As the correspondent wrote, the army had imposed a curfew and “was called out in Gilgit to maintain law and order” in expectation of demonstrations.

However, behind the scene its key members are considered as the actual force, in this context the question of intellectual capability of the leadership becomes the point of high concern because it determines the whole sphere of activity. It seems clear that All India Muslim League took her genesis on the platform of All India Muslim Educational Conference. So a transitional as well as causal relationship form the core of the two bodies. The major object of the Conference was to disseminate western learning among the Muslims after eliminating their suspicion and doubts against their alien rulers. Although the discussion over political issues was declared out of question, yet foundation of the Conference was considered by the critics of Syed Ahmad Khan as a political strategy to counter Indian National Congress. A renowned historian writes: …in founding the educational Conference, Sir Syed was influenced, by the Indian National Congress – its programme and methods. Almost similar objects were at the back of the mind of the founder of the Conference. It was founded in order to provide a common platform for the Muslims of various provinces to come together. Introduction "I cannot believe that there can be a trade between the effective fight against terrorism and the protection of civil liberties. If as individuals we are asked to give up our freedom, our liberties, our human rights, as protection against terrorism, do we in the end have protection?" UN Secretary-General Kofi Annan, September 2006.(1) In its pursuit of the US-led "war on terror", the Pakistani government has committed numerous violations of human rights protected in the Constitution of Pakistan and in international human rights law. They include the right to life and the security of the person; to be free from torture and other cruel, inhuman or degrading treatment or punishment (ill-treatment); to be free from enforced disappearance and to challenge the lawfulness of detention. Victims of human rights violations in the "war on terror" include Pakistani and non-Pakistani terror suspects, men and some women, children of terror suspects, sometimes held as hostages, journalists who have reported on the "war on terror" and medical personnel who allegedly treated terror suspects.(2) Irrespective of the "war on terror", the people of Pakistan suffer widespread violations of their civil and political rights. In Pakistan, torture and ill-treatment are endemic; arbitrary and unlawful arrest and detention are a growing problem; extrajudicial executions of criminal suspects are frequent; well over 7,000 people are on death row and there has recently been a wave of executions. Discriminatory laws deny the basic human rights of women and of minority groups.
