MINUTES OF THE PLANNING AND HIGHWAYS COMMITTEE MEETING HELD AT THE KEENE HALL – LODGE ROOM, ON THURSDAY 19 OCTOBER 2017 AT 7.00PM This document is the Deputy Clerk’s record of the Planning and Highways Committee, formal acceptance will take place at the next Full Council Meeting. This meeting was recorded. A copy of all meeting papers is provided for the public at the meeting.

The Chairman welcomed everyone to the meeting and read the safety notices. The Chairman welcomed Cllr Richard Hyland as recently appointed Vice Chairman. 1. PUBLIC PARTICIPATION SESSION WITH RESPECT TO ITEMS ON THE AGENDA Mr Malcolm Lees – The Environmental Group (tEG) 5. MINUTES 5.1 Minutes of the Meeting held on 7 September 2017 The Committee noted the minutes of the Meeting held on 7 September 2017 which had been signed by the Committee Chairman at the Full Council meeting held on 2 October 2017. 5.2 Minutes of the Extraordinary Meeting held on 2 October 2017 The minutes were proposed as a true record of the meeting by Cllr Hyland, seconded by Cllr Paul. The Chairman signed the minutes. The Deputy Clerks Situation Report 5.1 Plant a Tree – Tree Charter It was confirmed that a following successful application to the Tree Charter Legacy project, a Sessile Oak will be delivered to the Parish Council week commencing 23 October 2017. City Council (CCC) have agreed that the tree can be planted close to the newly installed pond at Jubilee Park, Watchouse Road. CCC will be undertaking a planting scheme in November 2017 at the site. Mr Lees agreed on behalf of tEG to care for the tree until this time. 5.2 Watchouse Road - Warning Sign To date a sum of £3335.32 has been paid to County Council. The Clerk has requested that a date be confirmed for installation at the earliest possible opportunity. 5.3 Parking/Hard Standing Installation – Barnard Road Information regarding the process and costs for dropped kerb installation as published by CCC have been forwarded to a parishioner. https://www.chelmsford.gov.uk/planning-and-building-control/planning- permission/check-if-you-need-planning-permission/dropped-kerbs/ 5.4 Claim to Footpath between Stock Road and The Street Mr Lees informed the Committee that a report will be tabled at a future meeting regarding the decision to close the footpath as upheld by ECC Legal Services in February 2017. 5.5 Where Does the Water Go Project Six members of tEG have attended training and will be cascading the surveying knowledge down to members wishing to take part in the scheme.

5.6 Community Infrastructure Levy (CIL) Indication markers for CIL levy have now been uploaded on the planning application database. The Committee to discuss and make any recommendation to Full Council regarding any future project implementation utilising any funding set aside under CIL regulation. 5.7 Bench Seating Cllr Harman enquired as to the request for a ‘rustic’ bench as the word had not been part of the written report tabled at the meeting held on 9 September 2017. It was discussed that the suggestion had been brought forward in general discussion in Cllr Harman’s absence and was thought to be in keeping with others recently installed at Twitten Green. Cllr Hyland raised that the P&H minute taken on 9 September 2017 had requested that all matters relating to bench seating be ‘administratively co-ordinated by Full Council. The Deputy Clerk advised that this recommendation did not appear to have been discussed or agreed at Full Council held on 2 October 2017. A draft extract from the F&R Committee held on 28 September 2017 was tabled. It was noted that the F&R Committee had requested P&H to provide ‘a costed proposal and statement of feasibility with agreements from ECC. Cllr Paul proposed that some consideration be given to the installation of a bus shelter with seating. It was proposed by Cllr Troop that a measurements and photographs be obtained to support an application to ECC Highways for the installation of appropriate shelter or bench seating. Cllr McQuiggan and Cllr Paul agreed to undertake a site visit 10.00am on Saturday 23 October 2017. All other matters relating to the Current Situation Report were held to be agenda items. 6. CORRESPONDENCE 6.1 Road – Installation of Footpath It was noted that works to commence on 2 October 2017 had not been undertaken. It was agreed that an update from CCC be requested by the Deputy Clerk. 6.2 Rignals Lane – Marklands Close – Proposed installation of a Litter Bin A request from a parishioner for one litter bin to be installed to the right of the pedestrian access pint from Cannon Leys was tabled. Cllr Hyland proposed that a consultation be implemented. Cllr McQuiggan proposed that a survey be undertaken updating the asset register of 2015. It is apparent that new bins are being installed within the City and therefore it could be requested for old and broken bins to be replaced and new areas for installation considered. Cllr Harman agreed that an appraisal should be undertaken. Cllr McQuiggan to co-ordinate a walking working party on Sunday 22 October – 10.00am to encompass, bins, lighting and potholes. 6.3 CCC – Parking and Highways Liaison Briefing – 16 November 2017 Cllr Hyland’s attendance to be cancelled by the Deputy Clerk as the next P&H Committee meeting is to be held on the same date. A note of the meeting to be requested. 6.4 Budget Forecast – Teg A request for £700 including £134 from the Greening Galleywood Legacy Budget for 2018/19 funding was recommended to the Finance and Resources Committee to be held on 23 November 2017. 6.5. Parishioner Enquiry – Galleywood Services • Disabled Bay – Co-operative Store – Barnard Road – Deputy Clerk to request that the on-road signage be repainted. • Trees – Cllr McQuiggan to provide photographs for the Deputy Clerk to forward to CCC TPO Officers to request a site visit on three oaks for a plan of works to be undertaken • Signage – Archers Way 1-75 – Deputy Clerk to request that CHP consider the installation of clear signage It was noted that Cllr McQuiggan met with the parishioner on 17 October 2017 by request.

6.6 ECC – Road Micro-surfacing A copy of correspondence set by ECC Cllr Jenny Chandler to a parishioner with attached leaflet was noted. 6.7 Essex Enquirer – Appeal Decision – Land at the Eagle Public House A request for the Parish Councils’ view on the approved planning permission for a co- operative store on land at The Eagle Public House has been received. The Committee agreed that all comments made on behalf of the Council are already in the public domain as public report. All other matters should be referred to the CCC Planning Department. 6.8 17/01395/FUL – 59 Well Lane A notification of an amendment to the plan discussed on 17 August 2017 has been notified. It was agreed that as the plans become available and are circulated, Cllrs advise the Deputy Clerk of any amendments to the comments previously submitted. Cllr Graves enquired as to whether items of correspondence should be itemised on the set agenda. Cllr Troop stated that Full Council have moved to this practice. Cllr Harman expressed concern that this practice may exclude matters received following the agenda being published 3 clear days in advance of the meeting. The Deputy Clerk requested a clear decision from the Committee. The Chairman proposed to maintain the status quo. Cllr Graves requested that further guidance be sought from EALC. Cllr Troop stated that as a Standing Committee process should run in line with Full Council. It was agreed that guidance be sought as to best practice. • Saturday Surgery – 30 September 2017 The Committee noted a report from Cllr Hyland. The Deputy Clerk informed the Committee that responses to the enquiries had been made. Cllr McQuiggan requested that the items regarding policing be forwarded to Galleywood Neighbourhood Watch and that contact points be reviewed and published in the Galleywood Grapevine. The next Surgery will be held on Saturday 28 October 2017. Cllr Paul and Cllr McQuiggan to attend. • Highways Notices The following notices were noted. 1. Ringway Jacobs – Road Traffic Regulation Act 1984 Section 14(1) – intension to close Stock Road due to commence on 02.10.17 for 40 days. The closure is required for the safety of the public and workforce whilst ECC undertake road closure from 16.10.17 to 18.10.17 between 1900-0500hrs to renew existing ITS equipment, including installation of new ducting, poles, chambers and loops. A parking restriction on The Street during the works has been ordered whilst the works are undertaken 2. ECC – Public Notice. (A130 southbound and northbound carriageway and associated on/off slips to/from A132 //East Hanningfield//Sandon) (Temporary Prohibition of Traffic) Order 2017. Commencing 8.11.17 to run until 31.05.18 between the hours of 20.00-0600hrs for resurfacing works. The Order will continue in force for 18 months or until the works have been completed 3. ECC – Public Notice. (Temporary Prohibition of Traffic and Clearway) (No 6) Order 2017. To temporarily close Brook Lane and The Chase, Galleywood from 05.10.17 and may continue in force from 18 months or until the works have been completed, to facilitate road works unspecified. 7. GALLEYWOOD GREEN SPACES Mr Lees – member of tEG in attendance. 7.1 Monthly Report Maintenance Report No 17 dated 12 October 2017 was tabled. The following works were noted

• Collection of willow lengths and completion of the willow arch at Galleywood Infants School • No planned works to be undertaken in November 2017. The Committee thanked the group for their continued good work. Cllr Hyland requested that a notification of forecast works be tabled at each Committee meeting as part of the monthly report. 7.2 tEG/2017/2018 Draft maintenance Report A draft copy to be circulated to all Cllrs and tEG. All comments to be forwarded to the Deputy Clerk. APPEALS 10.1 17/00010/REFUSE – APP/W1525/W/17/3172095 - Land at the Eagle Public House, Stock Road, Galleywood - Construction of convenience store (Use Class A1) and retention of public house (Use Class A4), reconfigured car park, new vehicular access to The Street, amended vehicular access from Stock Road, refuse and cycle storage, and landscaping. The Committee noted the Appeal Decision dated 17 October 2017 to allow the proposed development. A request for CCC Planning Officers to notify GPC of any proposed amendments to Annex A – List of Conditions to be forwarded. It was agreed to write to the developers to request that the ATM be moved to a position internally, that a no right turn sign Traffic Regulation Order (TRO) be installed at the site exit and that the entryway and exit to the site is clearly signed. 10.2 17/000444/REFUSE – APP/W1525/W/17/3182846 – 26 Brook Lane, Galleywood CM2 8NL Demolition of existing house. Construction of pair of link-detached houses, one chalet bungalow and detached garage, associated driveways, parking areas and turning areas. Closure of existing and creation of new vehicle accesses The Committee noted the application dated 29 September 2017. 11. ENFORCEMENT NOTICES 10.1 17/00269/ENFB The Eagle Public House, Stock Road CM2 8PS – Fence constructed Planning application 17/01114/FUL is yet to be determined. The Committee agreed that the Deputy Clerk contact Enforcement Officers for any update on the case, given that appeal APP/W1525/W/17/3172095 had been granted. 12. TREES 12.1 Plant a Tree – Tree Charter Please refer to minute 5.1 13. PLANNING REPORTS 13.1 Training – 19 September 2017 A report from Cllr Hyland was noted.

14. HIGHWAY REPORTS 14.1 Parking Restrictions – Arnold Way and Sharpington Close Correspondence sent to local businesses on 8 September 2017 have received no response. It was agreed that further correspondence providing an update be sent to the same addresses with copies forwarded to the South East Parking Partnership (SEPP) and ECC Highways. 14.2 Parking – Disabled Bays – The Shops The Committee agreed that the SEPP be requested to enforce the notice of disabled bays. ECC Cllr Jenny Chandler to be notified. 14.3 Pedestrian Crossing – Barnard Road Cllr Paul tabled a verbal report. It was confirmed that a Patrol Crossing Officer has not been appointed to date and little response from parents to a published questionnaire has been received. Galleywood Infants School has recently undergone a Health and Safety Audit and an electronic survey is to be undertaken regarding the proposed crossing. It was agreed that Cllr Paul report again to Committee once the results have been posted. 14.4 Highways Requirements/Maintenance The following concerns were raised for report • Arnold Way – Large pothole 2m in length x 6cm in depth • Barnard Road – Loose steel grate outside the Co-operative Store • Beehive Lane – Parking within the layby of Skinners Lane on Chelmer Park event days • Barnard Road – Repainting of the disabled bay outside the Co-operative Store 15.
