Lee President Rotary International, 2008-09 Young Entrepreneur Page 10 TRF Matching Grants Project 2007 - 2009 Young Entrepreneur Implementing Entrepreneurship Education into the initial education of youth in Bulgaria Entrepreneurship is not only a specific knowledge about business. Entrepreneurship is a key competence for all, helping people to be more creative and self-confident in whatever they undertake and to act in a socially responsible way. “Entrepreneurship refers to an individual’s ability to turn ideas into action. It includes creativity, innovation and risk taking, as well as the ability to plan and manage projects in order to achieve objectives. This supports everyone in day-to-day life at home and in society, makes employees more aware of the context of their work and better able to seize opportunities, and provides a foundation for entrepreneurs establishing a social or commercial activity.”1 Promoting entrepreneurship among young people through education and learning is a key element of the European Youth Pact adopted by the European Council in March 2005. The Rotary Foundation Matching Grants projects “Young Entrepreneur” supplies the right help in the right place at the right time. At the moment a reform of the initial vocational education of the youth takes place in Bulgaria, a procedure which will be completed 2009. Entrepreneurship Education shall be implemented as compulsory subject as well as teaching method in the new curricula. The experiences made within the Rotary Foundation Matching Grants project “Young Entrepreneur” being in process will be the nucleus of this development. The new curricula will be worked out using the experiences based on teachers’ and students’ training, the pilot schools will serve as future model centers and their teachers as multipliers to disseminate the new ways of vocational education all over Bulgaria. 1 Commission proposal for a Recommendation on Key Competences for Lifelong Learning COM(2005)548 final Young Entrepreneur TRF Matching Grants Project 2007 - 2009 Page 11 The project resumes the Austrian educational projects since 1993 as well as the Rotarian educational co-operations in Bulgaria which have been carried out since 1994. Among other things • Bulgarian teachers were qualified to train their colleagues within in-service trainings, • five model centers at higher secondary commercial colleges were established to disseminate new knowledge and new skills and • state of the art textbooks for commercial lessons were edited. Meanwhile the Rotary Foundation Matching Grants project “Young Entrepreneur” is seen in Bulgaria as well as in Austria as unique and as exemplary: • protection of honor by Excellence Mag. Radi Naidenov, Bulgarian Ambassador in Austria, • co-operation of private and public institutions, • execution alongside guidelines worked out in cooperation with the Ministry of Education and Science, Sofia, • agreement with the Federal Ministry for Education, the Arts and Culture, Vienna, • active participation of staff members of the Department of Policy in Vocational Education, Ministry of Education and Science, Sofia, • dimension of the project in-service training of about 100 teachers of 41 pilot schools, teaching of about 2.000 students of the respective pilot schools, attendant measures as editing an Entrepreneurship Education handbook, a savings book of innovations, implementing e-learning tools, establishing an Entrepreneurship Education Center, Centers for Applied Economics, youth camp for Austrian students in Montana, Bulgaria, • budget about € 180.000,--, • financial support not only from Rotary International but also from both ministries, • use of the above mentioned pedagogical structures and textbooks, • links to other educational projects and last but not least • sustainability of Entrepreneurship Education within the initial vocational education of the youth in Bulgaria. Without doubt the Rotary Foundation Matching Grants project “Young Entrepreneur” is the most ambitious Rotarian educational project in Bulgaria since the beginning in 1994. Among other things students’ Entrepreneurship Education is implemented into the initial vocational education and will be disseminated all over the land, the training firms’ network was enlarged be establishing centers for applied economics at vocational colleges, students’ Entrepreneurship-Education as well as students’ training in training firms became compulsory parts of the new designed vocational curricula. Simultaneously with the completion of the Rotary Foundation Matching Grants project Young Entrepreneur the Austrian educational projects in Bulgaria were brought to an end. This is at the same time the end of the Austrian engagement in favor of the Bulgarian youth since 1993. Едната ни половина е потопена в хаоса на ежедневието, тя в повечето случаи е неуверена и объркана от неспособността ни да се впишем адекватно в обществото и да следваме бързопроменящия се свят. Другата все още живее с идеализма и първите миризми от детството, където светът е прекрасен, а щастието – вечно и първично наше състояние. И когато на фотографиите видим сред каква прекрасна природа живеем, и изведнъж осъзнаем колко хармоничен и красив е животът сам по себе си, това изважда наяве вътрешния ни конфликт. Може ли да има свят без конфликти? Едва ли! Можем ли да съчетаем интересите на едно стремително развиващо се консуматорско общество с интересите на природата, която ни заобикаля и всъщност ни дава живот? Отговорът също е – едва ли! Идеята на тази изложба е да провокира първо чувствата, после мисълта и ако това доведе до някакво, макар и минимално действие, това е началото. С тези снимки искам да извикам на себе си, а може би ще ме чуе и още някой: „Човече, поспри се за миг, погледни в душата си и направи така, че светът около теб да стане такъв, какъвто мечтаеш да бъде.   • Photographic Workshops with Young in Multiethnic Regions
    Editorial The topic – Art and Community Development – of the current issue of the Journal on Community Development in CEE seems to be quite controversial. It is not only because “The arts are often considered to be at the periphery of the community development process...” as Alan Kay mentioned in 2000. As Teodor Mladenov discovers in his article here (“Community Development and Art: Welcoming the other within”) there are a whole set of binary oppositions which build walls between “community development” and “art” – ethics vs. aesthetics; rational vs. emotional; public vs. private, etc. But it is even more complicated. In Eastern Europe, as Svetla Kazalarska points out in her article (“Community-based arts in South-Eastern Europe: A double oxymoron?”), the concept of “community development” itself is more or less “imported” from the USA and Western Europe (mostly United Kingdom). And at the same time, “the arts” in the post-communist societies are considered in a narrowed context with a focus on “high arts” and with less emphasis on amateur or community arts. Finally, at the level of community development practitioners one could easily feel the ill concealed undervaluation of the arts and culture. There are different reasons for that but one is obvious – there are only few organizations in Central and Eastern Europe which actively recognize the arts and culture not only as an instrument but also as a vital part of the community development processes. In this context, when I was starting the real variety of viewpoints and theoretical/ preparation of the current issue of the methodological considerations. The School of Law at the University of Leeds is proud to be home to this new journal that showcases the outstanding work of our final year undergraduates. All of the articles originated as excellent final year dissertations, revised in the light of feedback from an editorial board made up of postgraduate research students. The final year dissertation is the culmination of a research based undergraduate degree that actively develops students’ independent research skills. The authors of these articles devised their own research questions, delving deep into a subject that they had become interested in in the course of their degree, benefitting from one to one supervision by a faculty expert in the field. The result, as this journal demonstrates, is a rich breadth of cutting edge research questions and diversity of methodological approaches that build on and speak to the strengths of three of the School’s Research Centres in Business Law and Practice, Criminal Justice Studies and Law and Social Justice. Busuioc’s excellent paper addresses the important and topical question of the extent to which the introduction of blockchain in the democratic processes of the European Union can improve the quality of democracy.

Можем да зададем въпроса и така – дали Северозападът не е естест- вено огледало на развитието на Бълга- рия след 1989-а година – когато свободата на мисълта дойде преди да се появи мисълта – и дали не е идеалното място за мислене днес в един свят, в който всеки има спешна нужда да си зададе въпроси – какво трябва да изоставя, за да бъда наистина свободен? Abandonment is part of the progress. We build, create, produce, then abandon, destroy, throw away. What yesterday was valuable, meaningful and important today is not needed anymore and abandoned. Bulgaria is not an exception. Why then it looks so abandoned? Why the Northwest is not only statistically the poorest region in EU, but also esthetically seems so abandoned? We also can put the question that way – isn’t our Northwest a natural mirror where the development of our country after 1989 is reflected? When the freedom of thinking appeared before the thinking itself. Isn’t the Northwest the best place today to reflect – in a world where everybody urgently needs to ask himself – what should I abandon, to be truly free?     P a g e | 1 Mapping the Northwest of Bulgaria (1) In a few days time we begin work on a project to explore how the events of "1989" are reflected in contemporary discourse in Bulgaria. Below you can read a bit about the project (written by Mariana Assenova) which will run throughout this year in Bulgaria. In 2009 Bulgarians will face the fact that 20 years have passed since the end of Communism. But does everyone know what happened in 1989? It’s hard or even impossible to find any signs of the memory of 1989 in Bulgarian cities. How many young people know that in this year the dramatic change of the political and economic systems started? Can 20 years olds appreciate how these changes affected people’s life in their own cities? Which facts still remain half-expressed by our parents? Due to various reasons the events of 1989, the year of the dramatic changes that ended the Communist era in Bulgaria and in Europe, are still not reflected upon enough and in different geographical regions "1989" is still differently perceived. The Northwestern region of Bulgaria is of special interest. The majority of the population saw "1989" not as the end of the totalitarian regime and a new opportunity for the better, but as a mourning for the old. The greater part saw the changes as shocking, disturbing and upsetting. Traumatic. This project aims to address the asymmetry in perception and the way it affects at least three generations – our parents, us and the generation born after 1989.
